Key Responsibilities:
Project work may include initial studies, design and inspection of conveyance systems

The position works in the Burlington Department of Transportation providing technical support in the operation and management of the City's traffic signal system and multimodal transportation network including, but not limited to, roadways, traffic signals, street signage, pavement markings, sidewalks, bikeways, greenways and multi-use facilities. The employee will coordinate assigned activities with other departments and outside agencies (NCDOT) and apply specific focus to traffic operations and safety, congestion mitigation and transportation operations.
As a BDOT Division Manager, this employee will provide leadership and direction to the Traffic System Supervisor that manages the Traffic Signals Maintenance staff and the Signs and Pavement Marking personnel. The City recently completed a system wide upgrade to the outdated computerized traffic signal system in partnership with NCDOT. The Transportation Engineering and OperationsManager will have direct contact with citizens, City Council and appointed boards, business leaders, and community leaders. This position requires a Professional Engineering License in the State of North Carolina because work responsibilities under this position directly affect the public safety and welfare of our citizens. Responsible for continually monitoring the transportation system and identifying transportation improvement needs to ensure the transportation projects are compatible with the development and vision of the City.
Ability to lead staff and complete major projects and participate in the department budget process is required. The employee will work with the public on sensitive issues requiring good judgment, firmness and tact. Work will be performed under the general supervision of the Director of Transportation and will represent the Department and Director as needed.
Base salary and compensation are negotiable based on experience and qualifications. The position career salary range currently is $81,473.60 to $130,332.80. The City offers a comprehensive benefits package including a supplemental 401k program.

* Knowledge of modern transportation engineering procedures and techniques as they apply to traffic signal studies and design.
* Ability to give technical and professional review to a wide variety of signal design, signal system and street lighting plans, specifications, and related documents.
* Ability to present clear and concise reports, orally and in writing.
* Working knowledge of North Carolina Department of Transportation (NCDOT) standard specifications and indexes, the Manual of Uniform Traffic Control Devices (MUTCD), traffic signal analysis packages (SYNCHRO, HCS) and the NCDOT Manual of Uniform Traffic Studies.
* Ability to read and interpret complex engineering plans and specifications.
* Ability to work harmoniously with the public, contractors, NCDOT and City personnel and make presentations, and reply to complaints in a timely manner.
* Experience managing a Traffic Signal Control Center, special traffic events and traffic operations personnel.

Job Summary
Reporting to the Director of Facilities Operations (DFO), the Facilities EngineeringManager - Infrastructure and Projects (FEM) serves as the University's strategic lead for campus-wide utility infrastructure, energy and water systems, engineering compliance, and regulatory standards. This position provides comprehensive leadership and oversight of the planning, operation, maintenance, and compliance of critical infrastructure systems, including the central plant, domestic and reclaimed water systems, fire/life safety infrastructure, and campus-wide utility distribution networks. The incumbent is responsible for ensuring safe, reliable, and efficient delivery of electricity, heating, cooling, and water services across the University, this includes, but is not limited to, managing internal skilled trades, directing external service providers, and maintaining full regulatory alignment with local, state, and federal agencies. The role serves as a key institutional liaison and collaborates extensively with campus departments and senior leadership to deliver integrated infrastructure solutions and ensure long-term operational resilience and regulatory alignment.
Key Qualifications
This position requires a minimum of 5 years of experience in project management, along with 5 years of progressively responsible and applicable management and/or supervisory experience. Bachelor's degree in related field, or equivalent combination of education and experience to provide the required knowledge, skills and abilities to perform the duties of the position. The incumbent must possess demonstrated experience in water system operations, including knowledge of the tasks, responsibilities, and compliance requirements typically associated with a water distribution operator. Salary and Benefits
Starting salary placement depends on qualifications and experience and is anticipated to be in the range of $9,000 to $10,420 a month. This position is a member of the Management Personnel Plan and serves at the pleasure of the President.
This position is eligible for a broad range of benefits, including medical, dental, vision, life and disability insurances, retirement (CalPERS), tuition waiver, vacation and sick leave. In addition, 15 paid holidays are offered each year and a Personal Holiday that may be taken any time during the year. Description
The City of Richmond Department of Public Utilities (DPU) is seeking an EngineeringManager to oversee the management and implementation of DPU's drinking water distribution capital infrastructure project portfolio, the Lead Free Water lead service line replacement program to meet Lead and Copper Rule Improvement requirements, and the Development Services group which runs the cross connection program and provides permitting review of new or modified service line connections (water, sewer and gas). This position will oversee two multi-million dollar CIP programs and a permitting/cross connection control program that provide critical drinking water services to hundreds of thousands of customers.
The EngineeringManagermanages and guides program managers who oversee project managers, engineers, project controllers, modelers, drafters, project finance/admin, and permit administrative staff. The EngineeringManager tracks program KPIs related to schedule, budget, quality, and review times. They work hand in hand with O&M staff to annually update the 10-year CIP and manage a team to deliver requested CIP projects in a timely, cost effective, and robust manner that meets multiple local, state, and federal requirements. A major goal with water distribution is bringing modeling capabilities in house to support renewal projects and engineering studies for O&M. A major goal with permitting is guiding staff in delivering a new and more efficient permitting system.
The EngineeringManager is also responsible for managing and executing initiatives to improve team performance, including staff mentoring and training; program QA/QC; development and maintenance of master as-builts and GIS layers; development and maintenance of design standards and standard specifications; development and implementation of permitting and project delivery SOPs; compliance and renewal of the General Permit for main extensions; rollout use of eBuilder (a project management information system) for portfolio projects; building strong relationships and protocols with sister working groups such as DPS, communications, O&M, Department of Planning and Development, the Office of Sustainability, and DPU's Executive Leadership Team (ELT); and executing other assignments as they arise from the ELT. Some direct project management may be warranted for complex projects.
Duties include but are not limited to
* Plans, organizes, directs, and manages the programmatic, administrative, and operational activities within designated area of responsibility to ensure achievement of departmental goals and objectives. Monitors and evaluates work in progress for compliance with applicable rules, regulations and standards, policies and procedures, project timelines, and budgets. As assigned, conducts research and reviews the Federal Register to determine impact of new or proposed legislation on department programs or projects.
* Supports and communicates progress to the ELT. Coordinates design documents through the City review process; performs inspections and audits operations; reviews, develops, and implements test/master plans. Reviews procurement documents, contracts, permits, purchase agreements, and other documentation developed by the project team. Maintains and ensures integrity of all applicable data.
* Selects, trains, motivates, and evaluates supervisory, engineering, and support personnel. Provides or coordinates staff training; works with employees to correct deficiencies and conducts performance evaluations; implements discipline and termination procedures. Attends and leads staff meetings, as needed.
* Represents the department, division, or assigned area of responsibility with organizations, local communities, special interest groups, businesses, customers, and the general public using principles of good customer service. Negotiates and resolves sensitive and controversial issues. Attends public hearings and makes presentations.
* Oversees and participates in the development and administration of the department/division budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies. Monitors and approves expenditures; and implements adjustments.
* Manages oversight of consultants for design work; reviews proposals to ensure design drawing and detailed specifications are prepared according to project requirements.

As the State Revolving Fund Engineer/Project Manager, you will have a range of responsibilities, including:

Under the direction of the Utility Assistant Director Planning & Engineering, manage activities related to Project Engineering and Construction Utility work functions and teams, where the Utility Division currently has a five-year CIP exceeding $500 million. Employees in this classification function at middle management and are responsible for daily operations of the department as well as ensuring compliance with all County, City, State and Federal laws and regulations applicable as well as personnel policies. The Manager should be proficient in water/wastewater utility project engineering and construction, development of multi-year CIP, be proficient in project delivery processes, and be effective in collaborating with Utility Operations.

* Manages the Utility the full spectrum of utility capital project delivery processes, assists with development of Project Definitions for new projects to be included in the CIP, development of initial placeholder project budgets and the oversight of the development of Opinions of Probable Cost (OPC) at key milestones in the project delivery process; reviews, approves and processes invoices; oversees the preparation of grant applications; reviews, processes and if needed prepare permit applications.
