Salesforce Lead Developer (no direct reports/SME) Notes from my call with the manager: This is our classic Tech lead. I am hoping that whoever we find can be in person in Columbus, day 1 of contract. They will be expected to be onsite 4 days a week. This is core salesforce development and design. Core Salesforce capabilities such as: Apex, LWCs, flows, triggers, complex formulas, workflows, and security.” The client's Salesforce Center of Excellence (COE) team is seeking a Technical Lead to participate in development activities spanning multiple Salesforce platforms. The ideal candidate will be able to: 1. Independently build and unit test components as well as work with Dev/QA team members to resolve code and configuration-based defects. Lead a dev team and provide guidance/mentor as needed. 2. Provide direction to the dev team to conduct research and document results for new Salesforce capabilities or review exiting platform-related issues. 3. Lead Proof of concepts with the architects to evaluate and document new designs, integrations, patterns, and practices. Duties and Responsibilities: Provide leadership and demonstrate proficiency in Core Salesforce capabilities such as: Apex, LWCs, flows, triggers, complex formulas, workflows, and security. Participate in agile practices and ceremonies through scrum team planning sessions, user story refinement, daily status updates, code reviews and provide leadership to team members. Participate in enhancements to DevOps processes (pipelines, monitoring, test automation). Understanding of enterprise cross-system integration concepts such as processing events and interacting with APIs. Conduct product/solution evaluations - including Salesforce capabilities and third-party vendor offerings - for domain by creating prototypes/Proof of concepts as a means to elicit clarify and design towards the business goals. Design, document, and develop development patterns and best practices for consumption by COE technical delivery organization. Mentor technical delivery staff. Basic Qualifications: Bachelor's Degree Min 4 years of progressively responsible technical and business work experience developing enterprise-level applications which includes Salesforce.com full-stack development experience. Min 2-3 years in a scrum team environment Strong problem-solving, interpersonal and communication skills (both verbal and written) are primary to the success of this candidate. SFDC Data Model knowledge across various cloud/products & strong data modeling experience. Subject matter expertise in branching/code merging practices in GIT (or equivalent) repository. Provide technical and administrative assistance, technical expertise and support to Central Office and District field personnel, contractors, federal, state and local government agencies and suppliers relevant to program areas. This position leads the design-build program and other alternative project delivery. Utilizes engineering practices and principles to support the construction delivery program by selecting, procuring, negotiating and administering complex design-build transportation projects. Responsible for developing, implementing, and monitoring statewide policy, guidance, and practices for the procurement of alternate delivery projects. Responsible for communicating with internal and external stakeholders regarding the design-build projects and program. How you will contribute: APD Compliance: Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal procurement laws Monitor to ensure consultant vouchers are processed and performance evaluations completed. Recommend a process to monitor final voucher submittal and proper project close-out in Cardinal. Coordinate with other divisions to ensure procurement policies are followed. Provide guidance and leadership to internal staff or stakeholders in accordance with the policies and procedures related to PPTA, Design Build and Consultant contracts. APD Policies and Procedures: Provide significant input and assist in developing policies, procedures, practices and guidance for Design Build and PPTA program and procurement of professional services contract Provide report of findings with recommendation to Assistant Director. Review state and federal procurement laws related to Design Build, PPTA and professional services, and develop draft policies and procedures for VDOT's use. Recommend revisions to Design Build, PPTA and professional services procurement policies and procedures to ensure conformance with legislative changes and state and federal laws. Budget Development: May oversee or assist in the development and management of the division budget. Maintain close communication with agency financial divisions and the district program areas. Employee Performance: Ensure personnel matters are addressed timely and in accordance with established HR Division policy and procedures. Encourage, guide, and participate in the development of staff. Engineering Program Leadership: Assist State Engineer as required to lead and manage Division. Informational Requests: Review and respond to requests for information. Draft responses to priority letters and respond to phone calls and emails from localities, businesses and citizens. Innovative Project Delivery: Assist in identifying and recommending projects for innovative project delivery. Review Six Year Plan and other sources. Participate in meetings to represent Innovative Project Delivery Division and provide guidance related to Design Build and PPTA policies and procedures. Leadership: Provide leadership and oversight of the assigned statewide program areas. Conduct program evaluations for efficiencies, consistent statewide application, and program areas meet business need of Agency. Make recommendations for program modifications to the State Engineer. Maintain active participation in committees and positive engagement with internal and external stakeholders. Liaison: Coordinate assigned functions with other VDOT divisions, the federal government, other state agencies, local governments and private sector through regular communication and mutual adherence to policies and procedures. Management of Design Build and PPTA Programs: Responsible for developing and implementing project controls. Develop positive working relationship with other Divisions and Agencies. Develop, recommend and implement process and policy improvements as needed. Deliver procurement of projects on time by monitoring and making timely changes to the procurement schedule. Process Management: Capture division processes to communicate, monitor, and improve the delivery of all Division processes. Use models to monitor progress and assist other division assistants in developing performance management tools to convert knowledge activities into division deliverables. Program Management: Oversee assigned program areas. Provide technical guidance and sound engineering review and evaluation. Interpret state and federal laws, rules and policies, and make decisions to resolve issues. Institute process and procedure changes as needed. Ensure adherence to schedules, budgets and quality control standards. Implement programs and procedures which promote and achieve agency and divisional goals and objectives. Assess workloads, resources and recommend staffing levels. Identify need for outsourcing and overtime. Service Contracts: Oversee development, administration, and execution of professional and non-professional service contracts assigned to respective program areas. Special Assignments: Perform special assignments as requested. Review, research, and coordinate buy-in from stakeholders. Recommend or develop new policies, procedures or updates for various functions to ensure clear and consistent interpretation and application of policies statewide. Strategic Planning: Oversee and direct the work of assigned areas by participating in the development of strategic plans and implementing programs and procedures which effectively promote and achieve agency and divisional goals and objectives. Prioritize and assign work, set schedules for achievement of projects and meeting deadlines, assess workloads and resources and recommend staffing levels. Determine the need for outsourcing and overtime. Oversee and provide for effective working relationships and promote staff development. Teamwork: Promote and build effective work teams. Represent VDOT on internal and external committees. Technical Guidance: Provide technical guidance and recommendations on assigned program areas to internal and external customers and staff. Technical Guidance: Satisfies customers and reduces complaints by effectively listening to their concerns and then applying sound practices and methods to resolve. Act as a liaison with stakeholders to ensure a clear understanding of the process of Alternate Delivery Methods for projects. Assists with the development of policies, procedures, practices and guidance for Design-Build program. Knowledge of budget development and management. Knowledge of procurement process in accordance with VDOT's and FHWA's policies and Virginia Public Procurement Act. Knowledge of project and program development process, contract negotiations and administration. Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development. Knowledge of transportation engineering related laws, regulations, policies, and programs. Skill in project and process management, leadership, and critical thinking. Skill in project management, time management, communication, presentation, and negotiation. Skill in the use of computers and web-based applications. Minimum Qualifications: Degree in Construction Managemnet, Business or related field. Experience applying engineering principles and practices to evaluate and implement proposals related to the Design Build and PPTA programs. Experience developing, negotiating and managing innovative contracts. Experience related to the development, implementation, and monitoring of statewide policy, guidance, and practices for the procurement of innovative projects. Skill in the use of computers and software applications. Valid Professional Engineer's license.
