Program Manager - Job Order Contracting (JOC)
Reports To: Project Director
A well-established commercial general contractor is seeking an experienced Program Manager - JOC to lead and oversee multiple project teams delivering public-sector commercial construction projects under the Job Order Contracting (JOC) delivery method.
This is a senior leadership role responsible for overall program performance, client satisfaction, financial results, and team development. The Program Manager serves as the primary liaison with public agencies and ensures projects are delivered on time, on budget, and in full compliance with contract requirements.
Key Responsibilities
Lead and manage multiple JOC project teams, including Senior ProjectManagers and ProjectManagers, with oversight of APMs, Project Engineers, and Coordinators as needed
Oversee full program lifecycle from project initiation through closeout across multiple concurrent work orders
Review and approve scopes, schedules, budgets, estimates, change orders, and invoices to ensure contract compliance
Monitor project performance, proactively addressing risks, schedule impacts, and budget variances
Act as primary client contact for assigned public agencies, ensuring strong communication and issue resolution
Build and maintain long-term relationships with public-sector clients to support renewals and repeat business
Support JOC program pursuits and contract renewals in partnership with operations and business development teams
Implement processes, tools, and best practices to improve program efficiency and consistency
Track overall program financial performance and identify cost-saving and margin-improvement opportunities
Lead, mentor, and develop projectmanagement staff through coaching, performance reviews, and goal setting
Promote a culture of safety, accountability, collaboration, and continuous improvement
Ensure strict adherence to contract terms, public agency requirements, and internal quality standards
Provide guidance on value engineering, scope development, and delivery strategies within the public sector
Qualifications & Experience
Bachelor's degree in Construction Management, Engineering, Architecture, or related field
10+ years of construction management experience, with 5+ years in a JOC-focused environment
Demonstrated success managing multiple active projects and teams simultaneously
Strong working knowledge of JOC delivery methods, pricing structures, and contract administration
Experience working with public agencies and regulated procurement environments
Proficient in construction technology platforms (Procore, Bluebeam, scheduling tools, MS Office, Teams, SharePoint, etc.)
Strong financial acumen related to estimating, cost controls, and program-level budgeting
Excellent leadership, communication, and stakeholder management skills
Ability to pass background checks required by public agencies
Willingness to travel to project sites as needed

In the role of Senior Transportation ProjectManager, we'll count on you to:
Direct and coordinate work of single or multidiscipline teams throughout the project's lifecycle (from development & initiation to close-out)

HDR is seeking a highly motivated Senior Transit ProjectManager to support HDR's Transit Market Sector. This position will provide projectmanagement and technical services to Transit agency clients. Specifically, this individual will work to pursue, manage, and deliver projects and respond to client needs related to rail/transit projects. This position requires strong management skills and the ability to work with different facets of rail and public agency staff and capital projects.
The ideal candidate will have broad experience working with Transit public agencies. The successful candidate must demonstrate knowledge of applicable Federal, State, and Local standards and requirements associated with railway projects, design, operations, and maintenance and an understanding of project delivery processes for various phases of project development such as planning, conceptual design and feasibility, environmental documentation, preparation of Plans, Specifications, and Estimate (PS&E), and providing Design Support During Construction (DSDC) and Construction Management (CM). The ideal candidate will also act as a seller-doer projectmanager that leads project pursuits and helps grow market share, through cooperation with the Transit Market Sector Leader and the business development and marketing team.
The position may require travel to participate in client projects, marketing pursuits, and internal meetings and events. This position also requires occasional in-office presence to participate in required meetings and for collaboration with other team members.
The primary duties of the Senior Transit ProjectManager are to:
Take responsibility for all aspects of client and design-team management of commuter, and rail transit projects.
Plan, direct, supervise, and monitor all aspects of multidisciplinary projects with a high degree of technical complexity and involving a large project staff of professionals and technicians; manage the assembly of design, plans, specifications, construction estimate packages, and other deliverables.
Produce and coordinate several projects concurrently.
Serve as ProjectManager on small, medium, and large transportation projects.
Serve as a point of contact between the client and HDR and help to enhance client relationships and be involved in contractual, design, and production meetings.
Participate in proposal development and other marketing activities as a seller-doer pursuit champion or support role, as appropriate.
Implement QA/QC procedures and perform detailed QC reviews of transit projects.
Work with Transit Market Sector Leader and other area managers to coordinate staffing and workload through the entire project development to complete deliverables on schedule.
Work with Transit Market Sector Leader and other area managers to supervise project staff, act as mentor for less-experienced ProjectManagers, and execute training for personnel as established by strategic plans.

Preferred Qualifications
Minimum 15 years of experience within the Transit/rail engineering industry and managing multidisciplinary railway projects and teams in office and field environments.
Construction inspection or construction management experience.
Professional Engineering (PE) license.
Knowledge of FTA and transit project engineering requirements.
ProjectManagement Professional (PMP) certification.
Ability to manage large Transit Program/projects.
Ability to handle multiple assignments.
Ability to travel for client meetings, site visits, field assessments, and construction management, as required.
Demonstrated experience using Microsoft Office software (i.e., Word, Excel, Project), engineering software (e.g., AutoCAD, MicroStation, OpenRoads/OpenRail), estimating and scheduling software (e.g., Primavera P3 or SureTrak), and projectmanagement software (e.g., Prolog).
Must be able to pass a background check
Must be legally able to work in the United States and have a valid U.S. Driver's License.

Summary of Functions

Supervise total construction effort to ensure project is constructed in accordance with design, budget and schedule. Includes interfacing with client representatives, AE representatives, other contractors, etc.

Provide technical assistance, i.e., interpretation of drawings, recommending construction methods and equipment, etc., as required. Initiate and maintain extra work estimating and issuance of change orders.

Knowledge, Skills and Abilities Preferred
Education and experience include: 4-year engineering degree/ Construction Management degree or equivalent combinations of technical training and/or related experience.
