The Technical Expert I /Tribal Liaison works collaboratively with the federal Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Children s Bureau (CB) to enhance organizational and system performance, yield improved outcomes for tribal children, youth, and families through the delivery of high-quality technical assistance to Title IV-B and Title IV-E American Indian and Alaska Native Nations (AI/AN) by honoring Indigenous Ways of Knowing (IWOK) and collaborative work ensuring the preservation of tribal cultures. The Technical Expert I/Tribal Liaison will guide the delivery and provide culturally relevant and responsive TA to Tribal Child Welfare programs in the areas of: workforce support; prevention programming, federal program requirements; Tribal-State collaboration; and data management. The primary role of Tribal Liaison is to deliver effective, high-quality TA to tribal child welfare agencies aimed at achieving sustainable, systemic change that results in greater safety, permanency, and well-being for children, youth, and families, and dramatically improve the experiences of children, youth, and families when contact with the child welfare system is necessary. The Tribal Liaison provides support to Tribes in partnership with the CB Central and Regional Offices. For this position, domestic travel is essential and requires a willingness to work long hours during site visits and other required onsite meetings with various components of child welfare systems, including state agencies, other stakeholders, and federal staff.
ESSENTIAL JOB FUNCTIONS:
Assists the CB in its work with Tribal Child Welfare agencies and CB s technical assistance providers.
Serves as the lead to facilitate TA services and coordinate providers to support Tribal Child Welfare systems.
Receive and provide support for TA response and assignments by the Tailored Services Manager.
As assigned by the Tailored Services Manager, attend any site visits, and manage the provision of the work plan and services identified for the Tribe, tracking milestones and outcomes.
Conduct and facilitate community readiness assessments, Pathway to Change, mind mapping processes, develop the project work plan, guide implementation of the work plan, and partner with assigned evaluator with the evaluation design.
Support and participate in the team CQI process to ensure continued improvement in all aspects of the work.
Monitor TA provision to ensure successful completion of the work plan and improved outcomes.
Develop and complete reports as appropriate and assigned.
Reports on assigned project progress on a frequent basis to the Tailored Services Manager.
MINIMUM REQUIREMENTS:
Education: Bachelor s Degree in Social Work or related field
Experience: Minimum 10 years of relevant experience working with and serving tribes with child welfare systems engagement and evolution. Experience with other related tribal child welfare systems including engagement in legal/judicial capacity for tribal child welfare agencies and juvenile or family courts for child welfare cases.
Knowledge: Demonstrated knowledge in understanding tribal child welfare and court-related data, the ability to interpret data, apply the data to problem solving and program improvement planning and implementation processes, and the ability to communicate the data to a variety of stakeholders from different backgrounds. Demonstrated knowledge and understanding tribal child welfare systems and designing, managing, and/or implementing systemic reform efforts.
Soft Skills: Strong communication and people skills, including but not limited to the ability to engage the legal/judicial/child welfare community in collaborative activities, listen attentively, possess the ability to negotiate and communicate accurately and clearly orally and in writing, have strong team-building skills, and be able to work on a variety of large and small teams and with a variety of people. Strong time management skills and ability to take responsibility and self-manage their work and schedule.
Software Proficiency: Demonstrated competency in Microsoft Office and other common software applications.
Travel: Availability and willingness to travel is essential as is the willingness to work long hours during onsite meetings with other Centers, Federal staff, Tribes and states.
Location: If you reside within a 50-mile radius of our offices in North Bethesda, MD or San Mateo, Ca. this will be considered a hybrid role. Otherwise, this is a remote opportunity.
Other: Must have the ability to rent an automobile when necessary.

Education: Master s Degree in Social Work preferred
Language: Language fluency, oral and written.

Training and Resource Management:

Duties
• Through the use of clinical tools and information/data review, conducts comprehensive assessments of referred member's needs/eligibility and determines approach to case resolution and/or meeting needs by evaluating member's benefit plan and available internal and external programs/services.
• Application and/or interpretation of applicable criteria and guidelines, standardized case management plans, policies, procedures, and regulatory standards while assessing benefits and/or members needs to ensure appropriate administration of benefits.
• Utilizes case management and quality management processes in compliance with regulatory and accreditation guidelines and company policies and procedures
• Communicates with member/client and other stakeholders as appropriate (e.g., medical providers, attorneys, employers and insurance carriers) telephonically or in person.
• Prepares all required documentation of case work activities as appropriate.
• Conducts an evaluation of members/clients' needs and benefit plan eligibility and facilitates integrative functions using clinical tools and information/data.
Experience
• 3 years Clinical practice experience, e.g., hospital setting, alternative care setting such as home health or ambulatory care required.
• Healthcare and/or managed care industry experience.
• Case Management experience preferred-- Position requires proficiency with computer skills which includes navigating multiple systems and keyboarding
• Effective communication skills, both verbal and written.

• Communicates with member/client and other stakeholders as appropriate (e.g., medical providers, attorneys, employers and insurance carriers) telephonically or in person.

Experience

The Medical Management Nurse is responsible for reviewing the most complex or challenging cases that require nursing judgment, critical thinking, and holistic assessment of a member's clinical presentation to determine whether to approve requested service(s) as medically necessary. Works with healthcare providers to understand and assess a member's clinical picture. Utilizes nursing judgment to determine whether treatment is medically necessary and provides consultation to the Medical Director on cases that are unclear or do not satisfy relevant clinical criteria. Acts as a resource for Clinicians. May work on special projects and helps to craft, implement, and improve organizational policies.
How You Will Make an Impact:
* Utilizes nursing judgment and reasoning to analyze members' clinical information, interface with healthcare providers, make assessments based on clinical presentation, and apply clinical guidelines and/or policies to evaluate medical necessity.
* Works with healthcare providers to promote quality member outcomes, optimize member benefits, and promote effective use of resources.
* Determines and assesses abnormalities by understanding complex clinical concepts/terms and assessing members' aggregate symptoms and information.
* Assesses member clinical information and recognizes when a member may not be receiving the appropriate type, level, or quality of care, e.g., if services are not in line with diagnosis.
* Provide consultation to the Medical Director on particularly peculiar or complex cases as the nurse deems appropriate.
* May make recommendations on alternate types, places, or levels of appropriate care by leveraging critical thinking skills and nursing judgment and experience.
* Collaborates with case management nurses on discharge planning, ensuring the patient has the appropriate equipment, environment, and education needed to be safely discharged.
* Collaborates with and provides nursing consultation to the Medical Director and/or Provider on select cases, such as cases the nurse deems particularly complex, concerning, or unclear.
* Serves as a resource to lower-level nurses.
* May participate in intradepartmental teams, cross-functional teams, projects, initiatives, and process improvement activities.
* Educates members about plan benefits and physicians and may assist with case management.
* Collaborates with leadership in enhancing training and orientation materials.
* May complete quality audits and assist management with developing associated corrective action plans.
* May assist leadership and other stakeholders on process improvement initiatives.
* May assist with training lower-level clinician staff.
Minimum Requirements:
* Requires a minimum of associate's degree in nursing.
* Requires a minimum of 4 years care management or case management experience and requires a minimum of 2 years clinical, utilization review, or managed care experience; or any combination of education and experience, which would provide an equivalent background.
* Current active, valid and unrestricted RN license and/or certification to practice as a health professional within the scope of licensure in applicable state(s) or territory of the United States required.
* Multi-state licensure is required if this individual is providing services in multiple states.
Preferred Skills, Capabilities, and Experiences:
* Certification in the American Association of Managed Care Nurses is preferred.
