PREFERRED KNOWLEDGE/EXPERIENCE
Five (5) years of hands-on experience.

Full ISCET, ETA or FCC Radar endorsement certification.
Education and course work from an ABET accredited technical school with one or more courses in Math, Basic Electronics, Microwave Theory, Telecommunications, Telemetry, and or RF disciplines.
Possess a current TS-SSBI Security Clearance.
REQUIREMENTS - EDUCATION, TECHNICAL, AND WORK EXPERIENCE
Level II: Education and/or training from an accredited college or technical school with courses in math, basic electronics, and microwave theory or a military equivalent is required. At least 3 years of hands-on experience is required.
Level III: Associate's degree or higher from an accredited college or technical school with courses in math, basic electronics, and microwave theory or CCAF military equivalent is required. At least 7 years of hands-on experience is required.
In addition, Electronic Technicians must meet the following qualifications:
Demonstrated proficiency in general electronics (to include AC, DC, digital logic, data acquisition & solid state) and working knowledge of electronic, electro-mechanical, and computer systems along with test equipment used to maintain and repair equipment is necessary.
Experience with tubes, transistors, logic gates, and/or high-power RF devices may be required.
Demonstrated ability to troubleshoot to the component level and competency in soldering.
Possess an intermediate working knowledge of Microsoft Office (Access, Excel, and Word).
Must be able to qualify for and maintain a DoD Top Secret/SSBI security clearance and be adjudicated to the tier process for access to specific programs. Must possess a valid State issued driver's license.

JOB SUMMARY - ESSENTIAL FUNCTIONS/DUTIES

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Work Conditions:

Participate in the AWS III Adaptive Radio Working Group.
Implement USMS strategy in the DOJ cooperative AWS III /Adaptive Central Receive (ACR) system in designated cities.
Coordinate the use of spectrum with other DOJ components (FBI, DEA) o Advise Chief Inspector AWS III on the USMS connectivity to the Adaptive Central Receive system and liaison with other DOJ entities.
Implement & maintain USMS backhaul capabilities to the Adaptive Central Receive Peering Points.
Provide expert level support in the programming and deploying of ACR capable equipment and software, as well as Point-to-Point, Point-to-Multi-Point, Mesh, and other covert video platforms.
Evaluate and make recommendations on replacement video components in the remaining USG spectrum.
Draft and develop training manuals and materials involving AWS III spectrum video o Train USMS personnel on the deployment of ACR and new video operations platforms.
Manage Video Network Infrastructure, Collection, Storage and Production
Respond to USMS law enforcement operations with technical assistance using video collection platforms as the mission requires.
Train USMS criminal investigators on Video Management System operations.
Configure and install overt and covert video surveillance collection systems based on USMS Mission requirements
Deploy new video operations capabilities in accordance with DOJ and USMS policies. Collect video and document video evidence following legal and evidentiary guidelines.
Troubleshoot, diagnose, and resolve issues that disrupt or degrade USMS video surveillance collection.
Ensure all USMS video operations are documented in program applications and databases per DOJ and USMS Policy.
Oversee and manage assigned equipment inventories, ensuring accuracy and proper maintenance.
Act as liaison or senior POC for video requests in assigned area of responsibility
Maintain up to date certifications required for position
Operate a government vehicle.
Due to the required daily and direct coordination with the federal agency, headquarters elements, USMS management/personnel, and necessary access to existing USMS equipment, the contractor will require unescorted access to USMS facilities.
Position Requirements
Active Top Secret clearance. SCI may be requested for selected positions.
Minimum of 5 years of experience with technical video operations, video collection techniques, tactics, procedures and evidence collection in a law enforcement environment.
Experience with law enforcement, military, or similar electronic surveillance equipment and techniques.
Required to maintain operational security while working in low-moderate-high law enforcement environments.
Certification in High Voltage Environment Installations or industry equivalent as approved by the Chief Inspector AWS III.
Possess a minimum of a bachelor's degree, or equivalent relevant experience and training in lieu of a degree.

SALARY
This non-exempt position offers an AWD Rate of $36.59 per hour.

WORKING CONDITIONS
Employee will be required to work some shift work, at remote locations, off site mission support and occasional over-night assignments.

Outdoor duties may be performed on gravel or shingled roof. Climbing stairs, ladders, towers, and scaffolds, and the ability to lift up to 50 lbs, (anything heavier requires two or more people or mechanical assistance) are required. A government vehicle is used on an as-needed basis.
