Pay Transparency: The base pay for this role is: $144,000 - $189,000 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.
Responsibilities:
* Provide insights and recommendations for trend management and clinical effectiveness, including serving as a key contributor in the enterprise affordability process for pharmacy
* Manage the pipeline of enterprise affordability projects across the pharmacy department (program operations and clinical) and oversee the performance of active initiatives
* Partner with leads across the organization as necessary in order to communicate, understand and identify upstream and downstream impacts to the business
* Contribute to the design and implementation of clinical programs focused on improving patient outcomes and reducing costs.

* Oversee and optimize medical pharmacy preferred drug lists and strategies to supports utilization of lowest unit cost infusion products
* Provide written recommendations with responses and corresponding documentation for regulatory inquiries, feedback on future legislation, and other business questions that probe at formulary operations.
* Accountable and responsible for maintaining mental health parity NQTL responses and working cross-functionally for future filings and responding to ongoing objections during the audit process.

What YOU will do:
Software Delivery & Pipeline Enablement
Strong motivation to design, implement & establish software integration processes and DevSecOps (DSO) best practices.
Lead the software integration activities with stakeholders including troubleshooting of complex software integration or software stability and performance issues.
Define Pipeline Use cases and align the portfolio services to those use cases.
Align the use cases across multiple development teams in all business organizations to maximize adoption.
Define DevSecOps reference workflows that deliver efficiencies in the product development process.
Influence the decisions in the Pipeline teams to maximize the return on the Collins investment
Drive consensus amongst disparate groups to the “One Collins” Pipeline vision.
Software Integration Management
Ensure and understand the stakeholder's pipeline integration and deployment plan and drive those requirements into the DSO service offerings as applicable.
Coordinate with the stakeholders implementing the use case pipeline the technical scope, the need date, maturity level and other dependencies as it pertains to the service offerings.
Lead internal and external communication related to software integration and release.
Ensure adoption plans are in place for scaling the pipeline use case.
Apply advanced software testing techniques to ensure the quality and reliability of software solutions.
Implementation Support
Identify and implement metrics to measure progress for compliance, integration, and verification of the service offering.
Lead the software integration team in troubleshooting of complex software integration or software stability and performance issues.
Participate in Agile ceremonies both within Digital Engineering Release Train as well as the stakeholder release train - Empowered to add, edit back log items. Sharpen the focus on acceptance criteria for epics.
Review existing automation, investigate tools, identify opportunities to improve overall productivity to make us more efficient on service offerings.
Qualifications YOU Must Have:
Must be U.S. Citizen.
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
Extensive experience with software development methodologies, version control systems, and build automation tools.
Solid understanding of DevSecOps principles and best practices.
Excellent problem-solving skills and the ability to diagnose and resolve complex technical issues.
Strong communication and collaboration skills, with the ability to work effectively in a team-oriented environment.
Experience with scripting languages (e.g., Python, Bash), configuration management tools (e.g., Ansible), and deployment tools (Crossplane) is a plus.
Knowledge of cloud (AWS, Azure) and containerization technologies (e.g., Docker, Kubernetes) is an advantage.
Qualifications We Prefer:
Industry experience with methods and technologies tools such as Gitlab, GitHub, Ansible, Crossplane, ArgoCD, Artifactory, Grafana, etc.
Proficiency in test frameworks and testing methodologies
Experience writing, testing, deploying, and maintaining Infrastructure as Code (IaC) systems.
Experience with secrets managers (e.g. Hashicorp Vault, AWS Secrets, Azure KeyVault)
Agile Project Management skills is preferred.
Superlative communication skills with experience presenting to senior leadership.

The Senior Director of State Government Affairs will be responsible for promoting, growing, and protecting Cengage business interests across the United States. A key leader in government affairs helping to define how the company analyzes, understands, navigates, and shapes policy at the state level. You will lead and direct contract-lobbying operational activities and develop a proactive engagement strategy in support of Cengage's policy and procurement objectives. You will use existing relationships and develop new relationships as a representative of the company and the company's business objectives and in furtherance of Cengage's policy goals. You must have strong project management, communications, political, interpersonal, and organizational skills.
This role will report to our Chief Communications Officer and work in partnership with the Sr Director of Federal Government Affairs in addition to sales leaders, public relations and other team members.
Where You'll Work: As part of our 50-state strategy, this role offers flexibility to be based anywhere in the U.S., with a strong preference for candidates located in Texas, Massachusetts, California, Ohio, Michigan, or Florida. The position requires regular travel (approximately 30%) during legislative sessions to lead our State Government Affairs program and strategy. When not traveling, this is a fully remote, work-from-home role.
What you'll do here:
* Develop and maintain a multi-state government affairs strategy to promote and protect company priorities. This includes identifying advocacy needs that drive procurement opportunities, reduce risk, and support product adoption.
* Use your deep knowledge of state legislative and regulatory processes to create strategies for effective engagement that support business objectives.
* Track and analyze state legislation and assess its potential impact on Cengage businesses. Provide regular reports on legislative activity and trends, and meet with senior leaders to forecast policy impacts and develop proactive and reactive action plans.
* Stay current on a wide range of regulatory and policy issues, including K-12, workforce development, postsecondary education, privacy, technology, data, and innovation.
* Advocate for Cengage on key policy and political matters. Craft positions that establish the company as a thought leader and innovator in the public space.

Required prior experience:
* You have led multi-state education strategies on behalf of complex business enterprises
* You have successfully lobbied across a range of education policy issues

* You have successfully organized and directed multiple contract lobbyists simultaneously across multiple states on a range of issues, varying by state
* You understand how state budget cycles, procurement rules, and policy trends influence education purchasing decisions.
* You have experience consulting with public relations and legal to guide responses to customer queries
* Not required, but nice to have: You understand K-12 curriculum standards and have textbook adoption cycle expertise; you take a data-driven approach to inform research, advocacy and outcomes; you are mission aligned to education, students and educator impact

The full base pay range has been provided for this position. Individual base pay will vary based on work schedule, qualifications, experience, internal equity, and geographic location. Sales roles often incorporate a significant incentive compensation program beyond this base pay range.
In this position, you will be eligible to participate in the company's discretionary incentive bonus program. This position's bonus target amount, which is not guaranteed and is dependent on individual performance and overall company results among other factors, is provided below.
