EnvironmentalScientist II is responsible for performing complex environmental studies, fieldwork, and regulatory compliance tasks. This mid-level role supports environmental protection initiatives, permitting and site assessments. The position requires a strong understanding of environmental regulations and the ability to manage projects with moderate supervision.
The ideal candidate should have 2-5 years of experience in environmental compliance. 70% office work and 30% travel. Candidate should be familiar with environmental state and federal regulation. He/she should have worked into TPDES/NPDES programs, including but not limited to Industrial MSGP's SWPPP, SPCC Plans, and wastewater permitting, and Air, EPCRA, and Industrial waste program areas.
Duties/Responsibilities:
Assist clients with multi-media environmental compliance programs (Air, EPCRA, Water/Stormwater, Industrial Waste [SQG/LQG]) through monthly compliance meetings, site inspections, and ongoing support under a Compliance-as-a-Service (CaaS) model.
Prepare, review, and submit environmental permit applications and reports, including air, water, and waste permits, in accordance with local, state, and federal regulations.
Prepare and submit Annual Waste Summaries in compliance with TCEQ requirements.
Prepare and submit Tier II and TRI Form R reports in accordance with EPCRA regulations.
Develop and conduct peer reviews of Stormwater Pollution Prevention Plans (SWPPPs) under MSGP TXR050000 and Spill Prevention, Control, and Countermeasure (SPCC) Plans under 40 CFR 112.
Monitor compliance with environmental regulations such as the Clean Air Act, Clean Water Act, RCRA, and other applicable standards.
Coordinate with regulatory agencies and internal stakeholders to ensure timely approvals and effective implementation of compliance measures.
Conduct field inspections, collect data, and maintain accurate documentation for audits and regulatory reviews.
Stay current on environmental regulations and industry best practices to proactively manage risk and support continuous improvement initiatives.
Mentor and provide guidance to entry-level colleagues, fostering professional development and technical competency within the team.
PAY RANGE: $65,000-$75,000/ANNUALLY (Depending on experience)

Performing Phase I/II environmental assessment field activities, including the use of complex instrumentation or equipment, and overseeing subcontractors.
Report writing for Phase I/II environmental assessments, including interpretation and presentation of collected data in reports that include text, tables, and figures suitable for client and regulatory review.
Assist Project Managers with running projects including handling project-related tasks, such as setting up Purchase Orders, scheduling subcontractors, scheduling field personal, tracking deadlines for client submittals, etc.
Must be able to work as part of a team while at the same time taking ownership of your individual projects, managing time, effort, and duties within budgetary constraints and a timeline that shifts with client needs.
Uses best practices and knowledge of internal/external business issues to improve products or services in own discipline.
Applies knowledge and skills to a wide range of standard and nonstandard situations.
Basic Qualifications:
Bachelor's degree in Geology / Environmental Science or related degree required
3 years experience at a minimum
Working experience in the petroleum cleanup field
Working knowledge of regulations related to environmental investigations and permits.
Must have good interpersonal skills, as you'll be interacting with clients and regulatory agencies on a regular basis.
Must have strong written communication skills and an attention to detail.
Proficiency in Microsoft Office and Excel required.
Able to work outside in typical outside conditions, during all seasons, for up to 12 hours at a time.
Valid Driver's License.

As of the date of this posting, a good faith estimate of the current pay range for this position is $23.56 - $38.49/HR.. The individual will complete work associated with Texas Department of Transportation (TxDOT) NEPA regulations, wetland delineations, waters of the U.S. reports, federal 404 permitting and other aspects of NEPA regulations.
Responsibilities
Conduct various environmental analyses (field and desktop), develop recommendations, and prepare technical reports under TxDOT guidance and applicable state regulations and programs.
Complete waters of the U.S. reports and wetland delineations.
Provide quality assurance and quality control for all final products to ensure technical accurateness and regulatory compliance.
Document and summarize results of field investigations and analyses.
Provide client and regulatory agency coordination.
Assist in the preparation of proposals and other marketing endeavors.
Conduct desktop studies using ArcMap GIS software.
Review and interpret planning studies and/or preliminary design plan sets or concepts.
Interact with coworkers, designers, clients, regulatory agencies, and sub-consultants to achieve project objectives.
Assist other team members with various NEPA studies.
Assist with work in additional states as needed.
Assist with public involvement efforts.
Requirements:
BS in Environmental Science, Natural Resources, or related field.
Requirement: 5+ years of experience with wetland delineations and NEPA, as it relates to transportation projects.
Demonstrated written and oral communication skills.
Have current TxDOT prequalification's.
