More About the Role: This Information Technology and Agile Services opportunity provides a challenging role on a high-visibility DoD program through engineering support to the Navy Marine Corps Intranet (NMCI), the largest information technology (IT) network in the world. Leidos is seeking a Network Operations Site Lead-East for the Service Management, Integration, and Transport (SMIT) contract. For this program, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.
The candidate will be responsible for on-site Network Operations (NetOps) leadership at the Norfolk W143 Site and providing on-site NIPRNet and SIPRNet support at Norfolk W143 Facility, reporting to the Senior NetOps Manager (operates out of the Leidos SMIT NMCI NOC Facility - Meridian ID) including providing on-site leadership and oversight of the SMIT NMCI Network Operations Center (NOC) - East ensuring the SMIT NMCI capabilities team properly follow NOC processes, procedures, work instructions and knowledge articles ensuring all capabilities with the SMIT NMCI enterprise are operated 24x7x365, including providing on site-leadership and meeting support with NNWC customers at Suffolk VA. Primary duties include leadership support to our NAVNETWARCOM (NNWC) Battle Watch Liaisons which operate directly on-site in the NNWC Battle Watch at Suffolk. NetOps Leader will conduct operational meetings with the NNWC Battle Watch Captain (BWC) to ensure synchronized support to the BWC.
What You'll Get to Do:
•Provide direct on-site interaction with our Navy customers at Suffolk, VA to ensure their concerns are addressed while looking for opportunities to increase value to the customer.
•Provide on-site leadership support to the SMIT NMCI Network Operations - East location in Norfolk, VA and reporting to the Senior NetOps Manager.
•Responsible for situational awareness improvements and modernization of the SMIT NMCI Norfolk Network Operations Center with emphasis on achieving Network Operations SLRs
•Lead and manage IT capabilities teams across the SMIT NMCI Network Operations (NetOps) area of responsibility, including leadership and oversight to ~200 personnel.
•Responsible to communicate and coordinate across Network Operations Center (NOC), Current Operations (CO), Command Center (CC) and Battle Watch (BW) Liaison in NIPRNet and SIPRNet environments in Norfolk VA; Suffolk VA; Meridian ID and Pearl Harbor HI.
•Provide leadership and support to Enterprise Operations Managers (EOMs), Critical Situation Managers (CSMs), Watch Officers (WOs), Command Center Watch Technicians (CCWTs), Tier 2 Information Technology (IT) Subject Matter Experts (SMEs) and Battle Watch Liaisons.
•Maintain SMIT NMCI Enterprise situational awareness by attending the Battle Watch Daily Touchpoint, the NMCI Daily Operations Brief and the NMCI Daily Operations call.
•Provide active participation and expertise during the NNWC N3 Ops Sync, the NNWC N6 Service Operations bi-weekly meeting, NNWC SECDEVOPS and NNWC RAP meetings.
•Develops, reviews and maintains policies, procedures, work instructions and knowledge articles to ensure compliance with customer requirements and Industry, Leidos, Navy and DoD best practices.
•Support other Enterprise Operations activities as assigned to ensure overall operations success.
You'll Bring These Qualifications:
•Typically requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.
•Must be a U.S. Citizen with an active Secret Clearance, preferably Top Secret.
•Valid DoD 8570 IAT Level II: Security+ or higher Certification.
•Must have experience in large DoD Enterprise Operations capabilities.
•Must have experience leading 100+ IT professionals across multiple Enterprise Operations locations across a large and diverse geographical area.
•Must be able to work independently to assess and assign simple to complex actions.
•Ability to assess and assign Information Technology (IT) tasks to the various IT capabilities teams, including effectively communicating between the Government and Leidos Teams.
•Understanding of key ITIL processes with emphasis in Incident, Problem and Change Management with understanding of Request Fulfillment, Configuration and Release and Deployment Management
•Strong written and verbal communication skills to collaborate with customer representatives, domain experts, and other stakeholders.
•Ability to work well with people from many different disciplines with varying degrees of technical experience.
•Understanding of Managed Services contracts in Government Owned Contractor Operated (GOCO) environments.
•Travel may be required.

+ Analyze change proposals from other entities for potential impact on USAF systems and joint/allied interoperability, providing written evaluations.
+ Assess interoperability test trouble reports to determine affected systems and the criticality of each deficiency.
+ Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels.
**Program and Requirements Coordination:**
+ Coordinate with USAF requirements and program offices to provide TDL expertise for integration into USAF platforms and systems.
+ Participate in reviews and the development of operational concepts and architectures that utilize existing and emerging TDL capabilities.
+ Review Information Support Plans (ISPs) to verify correct MIL-STD references.
**Strategic Communications and Research:**

The ideal candidate will possess deep experience in naval intelligence operations, with expertise supporting Maritime Intelligence Operations Center (MIOC) operations or MOC N2 functions, and integration of Intelligence Community (IC) capabilities into Fleet-level exercises and training.
