We have an outstanding opportunity for a UWPD Quartermaster and Logistics Specialist to administer, facilitate and manage all UWPD non-IT equipment and supplies in support of Police and Public Safety operations. The incumbent will possess a working knowledge of all specialized equipment and will manage the budget and maintain equipment records including inventory of uniforms related to equipment and equipment inventory in compliance with standards set by the Commission on Accreditation of Law Enforcement Agencies (CALEA). The Quartermaster and Logistics Specialist serves as the key specialist in the handling of all department inventory and is responsible for the space considerations for patrol operations. Space considerations include responsibility for: • Specialized equipment and space for evidence collection • Specialized equipment and space for interview of witnesses and suspects • Specialized equipment to temporarily secure and account for prisoners in a modern temporary holding facility within the police department. • Operate, maintain and responsible for satellite office operations within Husky Stadium The Quartermaster will be responsible for ensuring that all UWPD personnel have the uniforms and equipment appropriate for their positions and will ensure that the UWPD station is equipped with all necessary supplies; they will also track the issuance of such items to maintain accountability. The Quartermaster will also be responsible for managing property brought into the police station including items of evidence, abandoned property, found property and property in safekeeping. In general, abandoned property, found property and property in safekeeping. The incumbent will implement policies specific to the handling of property in accordance with CALEA standards. The incumbent will be responsible for inventory, control of property and release of property. The incumbent will be responsible for the purchase of equipment as related to the duties of a Quartermaster. The incumbent will perform routine inspection of all UWPD non-IT equipment and supplies and will be responsible for regular inspections of the Police Department facility and grounds and arrange for technical inspections and certifications related to the building's systems and equipment. Inspections will also focus on preventing security breaches to the building as well as some routine maintenance non-technical tasks. The incumbent will create work orders and coordinate all non-IT work in the police facility in accordance with specific state regulations related to the security of Criminal Justice Information Systems. The incumbent will implement polices related to building operations in coordination with the Deputy Chief of Police and with Environmental Health and Safety. The incumbent will represent UWPD at UW EH&S safety committee meetings. The incumbent will work with the Deputy Chief for long-term planning of facility operations and will be responsible for the operation of satellite UWPD facilities including the Husky stadium office and other satellite facilities as they are developed. Duties & Responsibilities Quartermaster Responsibilities: - Primary Functions - 50% • Assists in maintaining operational readiness for personnel and vehicles. • Orders, issues and inventories uniforms and standard issue equipment for all the divisions within the police department. Collects and disposes of un-serviceable uniforms and equipment. • Receives, inspects, and maintains inventory of Department equipment, supplies, and uniforms by filing inventory data and tracking expiration/replacement dates of equipment. • Coordinates vehicle repairs with UW Fleet Services personnel. • Researches equipment related to police services, evaluates cost and durability of the same and makes recommendations to management. • Participates in the preparation of bid proposals and makes purchase recommendations. • Coordinates and schedules repairs and maintenance on equipment and supplies. • Implements policies related to equipment purchasing, use and disposable as well as building operations in coordination with the Deputy Chief and UW EH&S. • Manages procurement of all equipment. • Assists with the preparation, set-up, and recovery of UWPD Departmental briefings, trainings, exercises, deployments of equipment and supplies on campus • Conducts vehicle audits and inspection verifications, inventory reports, and tracks operational status of vehicles both in and out of service. • Assesses fleet suitability on an ongoing basis. • Partners closely with maintenance and operations to ensure effective management and utilization. • Manages asset end of life process. • Works with third party equipment suppliers to ensure camera-monitoring systems are functional and actively always tracking. • Coordinates repairs and new installations as required. Property and Evidence Custodian: - 40% • Performs intermediate protective service work securing, storing, and documenting obtained evidence. • Responsible for the management and control of found, recovered, and evidentiary property in the custody of UWPD that is critically important in investigations. • Prepares evidence for proper disposal. • Responsible for transportation of evidence to lab for testing, contacts owners of property to be returned and maintains property reports for evidentiary chain of custody. • Participates in audits of property and evidence standards. • Responsible for implementing and enhancing current policies and procedures related to property and evidence. • Attends training seminars to ensure or enhance policies and procedures. Building Coordinator Responsibilities: - 10% • Submits facilities maintenance and custodial services requests to the appropriate facilities shops or departments also coordinates all other building-related needs and services. • Reports unsanitary conditions or hazards to the appropriate office within the Environmental Health and Safety Department. • Functions or serves as the building's fire safety representative and maintains building evacuation plans. • Responsible for communicating to all building occupants that may be affected by service interruptions in order to ensure that adverse effects are minimized. • Coordinates the issue of building keys and locks assigned to the building coordinator. Manages the storage of keys and submits service requests as needed to the Lock Shop. Required Qualifications Bachelor's degree, or equivalent experience Two (2) years of progressive record keeping and documentation management and/or purchasing and inventory control or general office experience in high volume, detail oriented environment Experience with both physical and electronic records management software and programs Demonstrated knowledge of policy interpretation and management Knowledge of municipal government purchasing methods and procedures Ability to communicate effectively orally and in writing Ability to establish and maintain effective working relationships with subordinates, peers, and supervisors Ability to maintain and manage inventory and standard equipment for personnel Ability to learn the applicable laws, ordinances, and department rules and regulations Ability to communicate effectively orally and in writing Ability to follow oral and written instructions Ability to maintain confidential information Ability to maintain regular and punctual attendance Equivalent education and/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and/or registration.
