General Position Description
Manage project quality requirements in civil and structural construction. Responsibilities include daily quality control reporting, subcontractor management, submittal management, conducting quality phase meetings and frequent field quality control inspections aimed at preventing contract non-conformance. Must be able to demonstrate and be champion of continuous process improvement throughout the project and company.
Responsibilities
Accurately collects, processes, and analyzes data to formulate a solution.
Coordinates with the Project Manager to ensure timely submission of daily reports.
Writes clear and concise documents.
Studies and masters all aspects of the contract, specifications, addendum, pre-bid information, and plans.
Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors.
Attentively executes responsibilities/tasks with accuracy and precision. Pays close attention to details.
Maintains the project Non-Conformance Report Logs and timely generates accurate reports on actions and trends.
Gathers data and creates user friendly reports for management action on project performance measurables for Quality, including rework costs, first time quality, non-conformance reports, etc.. Uses this data to drive continuous improvement.
Conducts and accurately documents all project meetings and timely records, issues, and distributes minutes.
Continually strives to improve processes and procedures to reduce waste. Develops or discovers new methods to make the company more competitive and profitable.
Has a solid time management system and demonstrates excellent organizational skills.
Performs multiple tasks simultaneously without compromising values or quality.
Coordinates the availability of adequate testing personnel, equipment and laboratory compliance.
Ensures activities and actions (i.e., submittals, work plans, schedules, pre-construction meetings with client) are conducted in a timely manner to ensure effective project startup.
Reviews the specifications and knows the client expectations for deliverables. Ensures compliance through in-depth reviews of the project documents including the safety and health plan, work plans, and quality control plans.
Knows the schedule and estimate strategy. Ensures the quality management systems are properly integrated to provide the most efficient and goal-oriented program possible.
Reviews test methods and procedures with in-house technicians and subcontractor labs. Discusses the requirements with the Superintendent to ensure all testing is performed according to the proper procedures and all of the data is properly collected.
Ensures incoming products and materials are acceptable (i.e., specification, grade, timeliness).
Initiates, communicates, and tracks non-conformance corrective actions. Discusses resolution ideas with the project team and properly dispositions.
Conducts the Three Phase Quality System at the project level on a daily basis. Works with the project team to ensure meetings are thorough and conducted in a timely manner.
Oversees the assembly of Sampling and Analysis Plan (SAP) documents, whether self-performed or written by a team member, Subcontractor, or other. Ensures compliance for each phase from initial schedule to final printing and distribution.
Complies with safety procedures/policies and addresses and/or elevates non-compliance among all employees, subcontractors, and vendors.
Leads the Project Management team in the preparation of technical project submittals. Ensures the completeness and quality of every submittal.
Qualifications
For Security Clearance Requirements - must be a US Citizen, as required.
Bachelor's degree in Engineering, Architecture or Construction Management with a minimum of 5 years of construction experience on construction similar to the size and scope of this project. Federal construction experience preferred.
Current USACE Construction Quality Control for Contractors certification
Proficient in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies
Training in and experience with the USACE Resident Management System (RMS) 3.0
Experience with submittal management
Must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability.
Ability to read and understand contract drawings and specifications
Strong verbal and written skills
Proficient in Microsoft Suite (Excel, PowerPoint, Outlook, Word, etc.)
American Concrete Institute (ACI) Certifications preferred
Physical Requirements
Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling or stretching.
Must be able to lift up to 50 pounds at a time.

The Site Construction Quality Specialist ensures the documentation of quality assurance and quality control for project installations at a designated active construction site. ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Reviews customer specifications to confirm compliance with quality standards.
* Assigned to a specific project site to oversee quality-related activities.
* Provides quality oversight on assigned construction project(s). Ensures Construction Managers implement Beta's Quality Assurance Program, supports them in resolving quality issues, and performs inspections to verify compliance.
* Plans and evaluates all quality submittals related to materials, observations, and test reports for Beta, customer, and subcontractor scopes of work.
* Audits third-party suppliers and subcontractors to ensure quality plans and procedures are being followed.
* Reviews and approves third-party quality certifications for personnel performing work on the project site, as required.
* Assists in reviewing plans for constructability concerns, validating drawing notes, confirming material specifications, and verifying material quantities.
* Assists in construction oversight for a specific project. Reviews Beta and subcontractor schedules to ensure quality submittals and inspections are appropriately planned.
* Supports Project Managers or Construction Managers in resolving site-specific construction issues.
* Assists Project Managers and Construction Managers in final inspections and development of subcontractor punch lists. Supports project close-out, final work items, and demobilization.

Key Responsibilities

Responsible to map and document Supplier's Quality processes in compliance with ISO 9001 requirements (Process Approach).
Update the documentation required for Supplier's Audit process: Audit plan, Schedule, Checklists and Report templates.
Maintain the supplier's quality database (Documents Control)
Supplier qualification, non-conformance management, supplier surveillance and quality initiatives supporting RCAs (Root Cause Analysis) of field events
Review and approve supplier quality documentation, including Inspection & Test Plans (ITPs), FAT procedures, and quality control documentation packages
Conduct supplier assessments and audits to verify compliance with company standards and industry standards
Participate in Factory Acceptance Tests (FATs) at OEM and ensure test results and documentation meet approved criteria
Identify, log, and track non-conformances (NCRs); drive timely root cause analysis and corrective actions with vendors.
Review and validate supplier material traceability records, certificates, and inspection reports
Collaborate with Engineering and Supply Chain to qualify new vendors and support supplier onboarding
Provide supplier performance feedback and input to quality metrics and supplier scorecards
Maintain complete, accurate, and traceable quality documentation packages for each project
Support development and continuous improvement of quality standards, templates, and best practices across equipment types
Requirements
Qualifications
· Bachelor's degree in Mechanical, Electrical, Industrial, or Quality Engineering (or a closely related technical field)
· 3-7 years of experience in supplier or product quality engineering within the energy or manufacturing industry
· Hands-on experience with electrical power systems, BESS, inverters, transformers, switchgear, or other similar equipment is preferred
· Working knowledge of quality management systems (ISO 9001) and manufacturing quality tools (8D, PFMEA, control plans)

Summary

Responsibilities
Lead, mentor, and develop a team of QA engineers

The Site Construction Quality Specialist ensures the documentation of quality assurance and quality control for project installations at a designated active construction site. This is accomplished through communication with Construction Managers, ongoing evaluation of material submittals, monitoring of construction activities, assessment of inspection reports, site inspections, review of construction schedules, and examination of customer specifications. This position is required to interpret policies as needed, maintain official document files, and manage company equipment and property. This role can be performed at our main offices in Pineville, LA or remotely.
ESSENTIAL DUTIES AND RESPONSIBILITIES:• Reviews customer specifications to confirm compliance with quality standards. • Assigned to a specific project site to oversee quality-related activities. • Provides quality oversight on assigned construction project(s). Ensures Construction Managers implement Beta's Quality Assurance Program, supports them in resolving quality issues, and performs inspections to verify compliance. • Plans and evaluates all quality submittals related to materials, observations, and test reports for Beta, customer, and subcontractor scopes of work. • Audits third-party suppliers and subcontractors to ensure quality plans and procedures are being followed. • Reviews and approves third-party quality certifications for personnel performing work on the project site, as required. • Assists in reviewing plans for constructability concerns, validating drawing notes, confirming material specifications, and verifying material quantities. • Assists in construction oversight for a specific project. Reviews Beta and subcontractor schedules to ensure quality submittals and inspections are appropriately planned. • Supports Project Managers or Construction Managers in resolving site-specific construction issues. • Assists Project Managers and Construction Managers in final inspections and development of subcontractor punch lists. Supports project close-out, final work items, and demobilization. • Performs additional duties as assigned by the Manager of Construction Quality or Director.
SUPERVISORY RESPONSIBILITIES AND DUTIES:• The Site Construction Quality Specialist will have no employees reporting directly to this position.
EXPECTATIONS:• Performs quality work within established deadlines, with or without direct supervision, and maintains professional interactions with colleagues and customers. • Contributes effectively as a team member on all assignments. • Operates independently while recognizing the importance of communicating and coordinating efforts with employees, teams, subcontractors, and partner organizations. • Communicates regularly with the supervisor regarding construction quality matters. • Serves as Beta Engineering's representative on the construction site and consistently demonstrates an attitude and attributes that reflect Beta's core values. • Operates a company vehicle as required for the position and must maintain a clean driving record.

* Develop and implement comprehensive QA strategies, processes, and best practices
* Ensure that testing processes are aligned with overall project timelines and goals
* Oversee the creation and maintenance of test plans, test cases, and test scripts
* Work closely with development, product management, and other stakeholders to understand requirements and define acceptance criteria
* Facilitate communication between QA and other departments to ensure seamless integration and delivery of high-quality software
* Continuously evaluate and improve QA processes, tools, and methodologies
* Implement and manage automated testing solutions to enhance testing efficiency
* Monitor and report on key QA metrics and KPIs to track progress and identify areas for improvement
* Manage multiple projects simultaneously, ensuring timely and effective testing
* Coordinate with product managers to prioritize testing efforts based on project needs and deadlines
* Ensure that all testing activities are properly documented and adhere to the standards that are in place
* Conduct 1 on 1's weekly with your direct reports to promote growth and eliminate roadblocks
Experience
* Bachelor's degree in Computer Science, Information Technology, or a related field
* 10 years of experience in software quality assurance, with at least 5 years in a managerial or leadership role
* Strong knowledge of QA methodologies, tools, and processes
* Experience with Automation and API testing tools and frameworks (e.g., Selenium, Postman, GitHub)
* Excellent leadership, communication, and interpersonal skills
* Proven ability to manage and prioritize multiple projects and tasks in a fast-paced environment
* Strong problem-solving skills and attention to detail
* Familiarity with Agile/Scrum methodologies
* Proven knowledge utilizing AI as a testing tool
