The Data Management Analyst will manage and coordinate Nursing Facility Rates and Policy (NFRP) and partner-organization IT systems, data programming, and analysis that produce the Nursing Home Report Card, Performance Based Incentive Payment Program (PIPP), Quality Improvement Incentive Payment Program (QIIP), and related long-term care performance tools. Responsibilities include:
+ Translate policy and program needs into robust information systems, validated measures, and actionable analyses that inform Aging and Disability Services Administration (ADSA) leadership, nursing facility providers, and external partners
+ Design, maintain, and continuously improve information systems that enable NFRP to host the Nursing Home Report Card and Nursing Facility Provider Portal websites, and the PIPP, QIIP, and VBR programs
+ Manage and improve quality measure specifications and other analytic products to meet NFRP and ADSA program goals (e.g., PIPP, QIIP, VBR)
+ Provide policy analysis and fiscal/statistical evidence at the request of ADSA/NFRP leadership (e.g., Directors, Assistant Commissioners) and state legislators and their staff. Because policy and fiscal analyses can change program intent and materially affect MA budget estimates, these analyses require immediate post action reporting to NFRP leadership and the supervisor for oversight and situational awareness
+ Serve as the subject matter expert on nursing facility data systems at DHS, as they intersect with related quality programs such as the Assisted Living Report Card and other initiatives across the Aging and Adult Services Division and the Minnesota Department of Health
+ Manage complex initiatives and transitions to new/improved nursing facility data systems and operational processes
Without this role, ADSA would lack specialized system-development and policy-analysis expertise needed to deliver timely quality measures to internal and external partners and fiscal recommendations for strategic decision-making.

Three (3) years of demonstrated experience with developing programs for continuous process improvement.
Experience must include:
+ Working experience in administering, configuring, developing, and maintaining business systems progressions and related business applications.
+ The application of Lean, Six Sigma or other continuous improvement methodologies and principles to improvement efforts within an organization.
+ Successful participation and/ or leadership of multiple process improvement projects.
+ Expertise with DMAIC/ DMADV or similar methodology to include defining a problem, analyzing data to understand the problem, identification of solutions and process improvements to solve the problem.
+ Experience in integrating core business systems and databases (e.g., Share Point, excel, CRM, ERP, HR systems, or internal databases).

+ Expertise troubleshooting skills to diagnose and resolve complex technical and functional issues across integrated systems.
+ Prior duties that represent support, guidance, and training to end-users of business systems.
**Preferred Qualifications**
+ Certification in Continuous Improvement methodologies such as LEAN, Six Sigma Green Belt or Black Belt certification.
+ Experience training and/or coaching Continuous Improvement tools and methodologies.
+ Formal training or certification in project management tools or methodologies, including using project management tools (e.g. Gantt charts, communication plans, task tracking and project plans, etc.).
+ Experience with Microsoft Power apps to create custom forms and workflows to operate within the SharePoint environment.
+ Strong understanding of or experience in data analysis, interpretation, and synthesis to present accurate and useful information.

The Management Analyst will create and implement detailed solutions for new and existing business processes to improve efficiency, increase customer satisfaction, and make information accessible while ensuring protection of confidential information. The incumbent will evaluate and participate in the design and implementation of project systems and tasks, including researching and advising on potential or proposed operational changes, scheduling meetings to achieve project deliverables, mapping business process flows, and creating charts, visual aids, and other documents. Additionally, they will use data organization and analysis skills and develops policies, procedures, and communication mechanisms to ensure attainment of program goals.
Primary responsibilities include:
+ Provide operational and coordinative support for Health Care Home projects along with leaders and staff and act as business representative for agency-wide and Health Policy technical workgroups (i.e. Tableau, Power BI, eLicensing system, etc.).
+ Provide consultation in the use of data applications, workflows or other tools so that Health Care Home business processes are current and efficient.
+ Assist with planning and implementation of projects that support the functions and objectives of the Health Care Home program.
+ Coordinate collection and compilation of information to produce reports and other communications.
This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside that radius may telework more with division director approval.
