The Director of Occupational Health & Safety leads the development and execution of CWC's company-wide health and safety program, promoting a culture of safety across all job sites. Key Responsibilities:
Develops and implements a clear vision and program for health and safety for the company, aligning strategies, policies, and programs to build a health and safety culture with industry-leading practices.
Leads and manages Health and Safety Department team to achieve a high performance, customer-oriented work team, through hiring, motivating, coaching, appraising, creating accountability, and resolving issues related to staff.
Provides proactive leadership by anticipating problems, providing solutions, sharing knowledge, and providing training as needed.
Interacts cross-functionally with CWC team members, clients, subcontractors, and inspectors to ensure teams are operating in accordance with CWC's safety programs, and contractual and regulatory requirements.
Develop, analyze, and maintain safety performance metrics that are specific, measurable, achievable, relevant, and timely. Provide recommendations for continuous improvement.
Participate in the review of CWC's Subcontractor Default Insurance program health and safety submittals. Assist with evaluation and assessment of health and safety programs of subcontractors including performance on past projects.
Regularly evaluates the effectiveness of safety initiatives and monitor results to make improvements or take corrective action.
Ensure health and safety training criteria meets the needs of internal and external (CWC, client & regulating entities) requirements. Develop training programs as needed to ensure understanding and execution of criteria.
Develop and manage personnel training and certifications, keeping up to date records for expirations, reporting, and actively tracking/setting up training for new employees and those with expiring certifications.
Leads incident investigations, ensures participation in the incident review process, and disseminates lessons learned to appropriate stakeholders.
Manages hazard assessment activities to ensure projects are properly planned and coordinated to achieve project schedule timelines while maintaining health and safety expectations.
Develop annual plans & budgets for health and safety initiatives.
Provide expertise and guidance on safety-related issues to management, employees, and outside vendors/consultants
Conduct site-specific safety audits and inspections to assess compliance of safety plans, effectiveness of safety managers and identify potential hazards and recommend corrective actions.
Collaborate with cross-functional teams to ensure ongoing alignment and coordination of safety-related initiatives.
Leads the Corporate Safety Committee.
Actively participates in industry organizations at board or committee level; represent the Company at networking functions, career fairs, trade shows, etc.
Integrate technology and software solutions into health and safety management practices as appropriate.
Work with CWC Human Resources as required to manage workers' compensation claims.
Qualifications:
Minimum of 10 years' commercial construction safety management experience; or a combination of education and experience.
Extensive knowledge of Federal and State-specific OSHA and EM385 regulations.
Experience in leading and managing teams to achieve established and measurable goals.
Familiarity with best practices in loss prevention, post-injury response, and claims management.
Excellent communication, collaboration, and change management skills.
Preferred Qualifications:
Bachelor's degree in Industrial Hygiene, Safety Management, Environmental Science, Occupational Health or other related field.
Certified Safety Professional (CSP) credential.
Wage Transparency
In accordance with the Maryland Wage Transparency Law, the base salary range for this position is: $150,000.00 - $190,000.00

* Tours and inspects Southlands Fabrication facilities, to ensure compliance with company, state and federal Occupational Safety and Health Administration (OSHA) rules and regulations. Partners with Operations management to mitigate risks. Reports concerns to safety senior management. Ensures Enforcement of OSHA regulations and company safety policies.
* Documents safety inspections, citing dangerous areas/procedures and recommending corrective procedures. Provides recommendations for correcting non-compliance issues. Ensures cited issues are corrected within designated timeframe.
* Maintains all site required documentation related to safety issues, including accident reports, inspection reports and training logs. Uses information to track trends and injury rates. Develops current and future loss control strategies and implements corrective actions to prevent similar incidents.
* Provides emergency response to employees as needed. Participates in and documents information for the investigation of accidents and injuries and submits data to regulatory agencies as required.
* Contributes to updating training materials and manages employee training as necessary.
* Acting as a lead, guides less-experience safety roles as needed which may include direct management of those employees.
* Leads and manages ad-hoc safety projects.

Qualifications
* Bachelor's degree in Safety, Health or Environmental Applied Sciences or related discipline preferred.
* 7-10 years' experience in related field, including employee training experience.
* Certifications in CPR/AED and First Aid required.

The Role: Built for Safety & Impact

As a Safety Engineer, you will ensure the safety of employees, trade partners, and the general public on our world class projects. The Safety Engineer is responsible for creating a culture of care while enforcing Clark's Safety and Health Policy, as well as, local and federal safety standards on jobsites. This role participates in the safety education in partnership with project supervisors to develop safe work plans for all phases and tasks. To us, no project is successful unless it is built safely.
Responsibilities
Drive the Clark safety culture on a project.
Oversee and ensure the safety of employees, trade partners, and general public.
Enforce corporate and project specific safety and health programs as well as federal, state, and local safety standards.
Lead the review of specialized safety plans (i.e. crane, confined space, Job Action Analysis, etc.).
Partner with subcontractors to ensure all documentation is submitted timely.
Identify known or potential exposures and recommend corrective action.
Understand your project's schedule and relevant Contract Documents.
Develop, coordinate, and implement overall project specific safety programs.
Partner with field supervision to ensure safety hazard mitigation measures are included in the planning of project construction activities.
Develop project specific safety education for jobsite personnel, including subcontractors, based upon upcoming work activities or recent at-risk trends.
Drive and create a safety vision and aligns the team to deliver and achieve a safe workplace for everyone.
Facilitate third party safety reviews including OSHA.
Cultivate a network of industry relationships to bring potential business opportunities to Clark leadership.
Cultivate industry relationships to help attract and recruit top talent to Clark. A mindset of "All team members are recruiters".
Exceed our stakeholders' expectations by anticipating their needs, desires, and goals.
Basic Qualifications
2+ years of relevant construction safety experience with an undergraduate degree in safety and health (or related discipline) or demonstrated construction safety and trade experience.
Ability to communicate and influence supervisors, peers, and external partners.
Proof of training and experience in managing crane, fall protection, excavation, scaffolds, and heavy equipment safely.
Strength in managing multiple competing priorities in a deadline driven environment.
Agile, energetic, data driven approach to achieving individual and organizational objectives while balancing short term and long term goals.

The work environment and requirements described below are representative of those necessary for an employee to successfully perform the essential functions of this role.
The Physical Side of the Role: This is an active, hands-on role. You can expect to be on your feet frequently, navigating active job sites with uneven terrain, stairs, ladders, and hoists. The work is physically demanding and requires a full range of motion, including bending, kneeling, and reaching. You'll need to be comfortable frequently lifting and carrying materials up to 25 pounds, and occasionally up to 50 pounds. This role requires the ability to communicate effectively, as well as visual acuity for reading plans and inspecting work. The role does include desk time in the office that may require prolonged periods of sitting for tasks like computer work, document review, and meetings.
Your Work Environment: You'll spend a significant amount of your time on active construction sites, which means being adaptable to all kinds of weather and moderate to loud noise levels, and comfortable in elevated or confined work areas with moving mechanical equipment and with the fast-paced nature of a project in progress. You will also spend time in a typical office setting with moderate noise levels. Your safety is our top priority, and you'll be expected to follow Clark Construction's safety policies and procedures, and all applicable laws, at all locations.
