DESCRIPTION OF WORK
The Civil Engineer Trainee in this position participates in a 12-month training program designed to develop basic engineering skills through a "hands-on training" approach in an on-the-job environment.
This is training work used to develop practical proficiency in the use of engineering knowledge, skills, and abilities in a bridge engineering, transportation engineering and/or soils engineering environment. Participates in an on-the-job training program designed to develop practical proficiency in the use of engineering training received in school. As part of the training, but not limited to, are some of the following duties: assists in performing surveys for highways and bridges in a transportation engineering environment; assists in performing bridge design duties, bridge safety inspections, preparation of bridge plans and preparation of highway plans, geotechnical reports, etc.; assists in the preparation of highway and bridge construction projects; assists in the District and/or county maintenance organizations with assigned maintenance and traffic engineering duties; assists in performing other related duties as required for the training phase.

Work Schedule and Additional Information:
* Full-time employment.
* Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.

Minimum Experience and Training Requirements:
* Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
* A bachelor's degree in civil engineering, or in a closely related field, which includes or was supplemented by major course work in civil engineering; or
* An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
* Applicants will be considered to have met the educational requirements once they are within nine months of graduating with a qualifying degree.

Salary Range: $70,964 - $106,447.20 annually.

Minimum Skills and Requirements:
* Minimum of Bachelor of Science in civil or environmental engineering, geology/hydrogeology, environmental science, or related field.
* Minimum of 7-10 years of environmental experience.
* Experience working in the New York State Brownfield Cleanup Program and New York City Office of Environmental Remediation Program.
* Professional Engineer and/or Professional Geologist licensure in the State of New York or the ability to obtain licensure within 1-year is highly preferred.
* Computer Skills - Strong computer literacy skills including proficiency in industry standard software.
* OSHA 40-hr. HAZWOPER training required.
The salary range for this position in New York City, NY and White Plains, NY is $97,000 - $216,000 annually. Actual compensation will be based upon a variety of factors such as education, related work experience, certificates, skills, and current market conditions. RESPONSIBILITIES:
This position is critical to support the mandated inspection program, provide technical guidance to Infrastructure Iron, ICC and the Division of Stations to ensure that our structures are kept in a state of good repair. CE is needed to support Design-Build Station and Structure Capital Projects by way of verification and joint condition surveys, tracking and prioritizing repairs, PRDC and design drawings review, pre-pour steel, rebar and form verification inspections, and pre-final and final inspections. We are already seeing the strain by being short staffed, most notably not participating in all design phase inspections. The operational portion of our mission is mandated by New York State and Federal Law. We need this reimbursable position to free our non-reimbursable staff to perform their core mission. Having this position will allow non-reimbursable staff to have more time to perform special inspections for recurring issues such as terracotta ceilings, decorative slats.
EDUCATION AND EXPERIENCE
Civil Engineer I - III
A valid New York State Professional Engineer's License and four years of full-time
experience in civil engineering. A master's degree in civil engineering from an accredited
college will be accepted as equivalent to one year of the full-time experience in civil
engineering.
Special Note:
In addition to above qualification requirements, to be eligible for placement in
Assignment Levels II and III, individuals must have at least one year within the last
three years of experience as a major contributor or a project leader on a complex project
requiring additional and specific expertise in the disciplines needed to design or construct
the project.

FV-H Duties: Reviews, evaluates and makes recommendations on all aspects of the Airport Improvement Program (AIP) grants-in-aid program regarding the Airports Capital Improvement Plan (ACIP) and/or Passenger Facility Charge (PFC) funding eligibility, justification, and conformance with the approved Airport Layout Plan (ALP). Reviews and comments on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements. Attends pre-design, preconstruction and construction meetings. Collaborates with senior engineer or supervisor to ensure development projects meet FAA regulations, standards, and guidance.
Reviews data from field inspections, status reports, and project closeout reports. Coordinates findings with senior engineer/supervisor to ensure projects meet technical compliance and alignment with requirements. Visits airports and current and proposed construction sites to observe construction progress and perform construction inspections. Provides results to senior engineer or supervisor to ensure acceptable levels of safety are provided. Serves as point of contact with internal FAA stakeholders to coordinate assigned AIP development projects. With support of senior engineer or supervisor, contacts local, state, and federal officials in the coordination, evaluation, and approval of federal grants for airports.
FV-I Duties: Reviews and comments on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements. Conducts field inspections and reviews status reports/project closeout reports to ensure technical compliance and alignment with project requirements; identifies areas of noncompliance and provides resolution to complex problems/issues. Participates in pre-design, preconstruction and construction meetings to ensure conformance with FAA approved project documents. Ensure development projects meet FAA regulations, standards, and guidance. Develops presentation for conveying technical information.
Performs multiple, varying, and complex assignments to ensure timeliness and technical compliance. Defines, plans, and organizes assigned resources to accomplish organizational objective. Visits airports and current and proposed construction sites to observe construction progress and perform construction inspections to ensure acceptable levels of safety are provided. Basic Requirements for a Civil Engineer, FV-0810:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,
B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

FV-H Duties: Reviews, evaluates and makes recommendations on all aspects of the Airport Improvement Program (AIP) grants-in-aid program regarding the Airports Capital Improvement Plan (ACIP) and/or Passenger Facility Charge (PFC) funding eligibility, justification, and conformance with the approved Airport Layout Plan (ALP). Reviews and comments on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements. Attends pre-design, preconstruction and construction meetings. Collaborates with senior engineer or supervisor to ensure development projects meet FAA regulations, standards, and guidance.
Reviews data from field inspections, status reports, and project closeout reports. Coordinates findings with senior engineer/supervisor to ensure projects meet technical compliance and alignment with requirements. Visits airports and current and proposed construction sites to observe construction progress and perform construction inspections. Provides results to senior engineer or supervisor to ensure acceptable levels of safety are provided. Serves as point of contact with internal FAA stakeholders to coordinate assigned AIP development projects. With support of senior engineer or supervisor, contacts local, state, and federal officials in the coordination, evaluation, and approval of federal grants for airports.
FV-I Duties: Reviews and comments on engineering design drawings, specifications, construction safety, and phasing plans for compliance with established requirements. Conducts field inspections and reviews status reports/project closeout reports to ensure technical compliance and alignment with project requirements; identifies areas of noncompliance and provides resolution to complex problems/issues. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,
B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Minimum Experience and Training Requirements:
* One year of civil engineering experience and a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
* A bachelor's degree in civil engineering or a closely related field that includes or is supplemented by major coursework in civil engineering.
* Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.
Conditions of Employment:
* This position also requires possession of a valid driver's license which is not under suspension.
Other Requirements:
* PA residency requirement is currently waived for this title.
* You must reside in or be willing to relocate to Bucks, Delaware, Chester, Philadelphia or Montgomery county within 6 months.
* Enrollment and completion of designated PHMSA Training and Qualifications (T&Q) courses in Oklahoma City, OK will be required upon hire.
* You must be able to perform essential job functions.
