Candidates selected for hire will enter into a 23-week Police Academy as a Public Safety Trainee. FrontLine National Testing Network (NTN) Exam:
There are three components to the written examination: a video-based human relations test, a reading ability test, and a written language ability test. Testing takes approximately 2 ½ hours.
Upon completion of the written examination, NTN will provide applicant scores to the City of Oxnard Human Resources Department. Applicants who attain a passing score on the written examination will be placed on the City's eligibility list.

ELIGIBILITY LIST

PHYSICAL AGILITY TEST
Applicants who are successful in the department selection interview may be invited to participate in the physical agility test. The Physical Agility Test consists of the following components:
* Agility Run: Run a 99-yard course with abrupt changes in lateral and vertical movement in 34 seconds
* Dummy Drag: Lift and drag a 165-pound dummy 25 feet in 10 seconds
* Fence Climb/Run: Run 5 yards, climb a six-foot high chain-link fence, continue running 25 yards in 15 seconds
* 1 Mile Run: Run 1 mile with no obstacles in 10 minutes
* Push-Ups: Complete 15 push-ups in 1 minute
FINAL SELECTION AND HIRING COMPONENTS
The final selection hiring components include: polygraph, background investigation, post-offer psychological and medical examinations.

This non-sworn classification participates in a formal academic and physical police training program and is expected to successfully complete the basic training courses as prescribed by the California Commission on Peace Officer Standards and Training (P.O.S.T.). During the 22-weeks academy, the salary is $7,727 per month. Upon successful completion of the academy, the candidate will advance to the classification of PoliceOfficer and will serve a one-year probationary period.

Minimum Qualifications:

EMPLOYEE BENEFITS FOR POLICEOFFICER
SALARY RANGE: Composed of 5 steps-Step 1 through Step 5. Each step represents an increase of approximately 5% per year during the first five years of service.
MEDICAL INSURANCE: Choice of 12 CalPERS medical plans. City pays 89% of medical insurance premium for employee and eligible dependents. Employee contributes 11% toward premium and admin fees.
CASH-IN-LIEU: Employees who elect to waive medical coverage due to spouse's medical coverage are entitled to a payment equal to the cost of the current employee only premium rate under the PORAC plan per month. Payment is provided bi-weekly.
DENTAL INSURANCE: An HMO and PPO plan are available. Premiums fully paid by the city for employee and eligible dependents.
VISION INSURANCE: One plan available. Premiums fully paid by the city for employee and eligible dependents.
FLEXIBLE SPENDING ACCOUNT: Employees may elect to contribute pre-tax dollars towards a Flexible Spending Account to pay for qualifying health and dependent care.
EMPLOYEE ASSISTANCE PROGRAM: Premiums fully paid by the city for employee and household members.
CalPERS RETIREMENT: Retirement formula and employee contributions are based on appointment date and membership status with CalPERS. City employees are vested after 5 years and do not participate in Social Security. Employees pay a 1.45% contribution towards Medicare.
SUPPLEMENTAL RETIREMENT PLAN: 457(b) plan is available for voluntary participation.
PREMIUM REIMBURSEMENT PLAN: The City makes a monthly contribution of $142 into a retiree trust to allow eligible separated employees to reimburse healthcare premiums. Employees contribute $257 monthly.
VACATION: 60 hours following the completion of the first six months of continuous service. Thereafter, up to and including five completed years of continuous service, 10 hours for each completed calendar month of service.
* Accrued vacation leave can be cashed out based on years of service on two occasions each calendar year.
SICK LEAVE: One sick leave day per month (96 hours per year).
* Sick leave accrued but not used can be cashed out at the end of the fiscal year based on the formula outlined in the POA MOU.
TUITION REIMBURSEMENT: Full-time employees who have passed probation will be reimbursed for the cost of tuition and study materials for career improvement or job enhancement courses that meet the policy guidelines.
The maximum amount shall not exceed $2,500 per fiscal year.

REQUIREMENTS
Minimum Requirements:
Education:
* Graduation from high school or the equivalent.
* Completion of a California P.O.S.T. approved police academy.
Experience:
* One year of full-time, paid experience as a sworn peace officer with an organized, local government agency.
* Applicants must be currently employed as a sworn peace officer in State of California.
Licenses and Certificates:
* Possession of a valid Class C driver license.
* Possession of a regular Basic California P.O.S.T. Certificate.
Other Requirements:
* Applicants must be U.S. citizens or permanent resident aliens who are eligible for and have applied for U.S. citizenship. Resident aliens must obtain citizenship within three (3) years from date of application.
* Upon hire, policeofficers must be non-users of tobacco products.
* Applicants for PoliceOfficer-Lateral Transfer must pass an extensive background investigation and must not have been convicted of a misdemeanor involving domestic violence or a felony.
* Effective September 23, 2021, all incoming Santa Monica PoliceOfficer/Lateral Transfers must maintain California residency and live within a 95-mile radius from the Santa Monica Police Department.
Supplemental Information
HOW TO APPLY: Applicants must file a clear, concise, completed on-line City application with the Human Resources Department by the filing deadline.
An on-line City application and required supplemental questions must be completed to be considered for this position. Oral Interview: 100%
Background Investigations: Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation. The investigation is used to determine a candidate's moral character and suitability for employment in law enforcement. The investigation shall include but is not limited to, the following checks: criminal record, polygraph, driving history, credit history, military record, previous record(s); and references.
Medical Examination: Prior to appointment, candidates must successfully complete a thorough medical examination, including a treadmill stress test and drug screen to determine if they meet the City's medical standards for the position of PoliceOfficer/Lateral Transfer.
EMPLOYEE BENEFITS
SALARY RANGE: Composed of 5 steps-Step 1 through Step 5. Each step represents an increase of approximately 5% per year during the first five years of service.
MEDICAL INSURANCE: Choice of 12 CalPERS medical plans. City pays 89% of medical insurance premium for employee and eligible dependents. Employee contributes 11% toward premium and admin fees.
CASH-IN-LIEU: Employees who elect to waive medical coverage due to spouse's medical coverage are entitled to a payment equal to the cost of the current employee only premium rate under the PORAC plan per month. Payment is provided bi-weekly.
DENTAL INSURANCE: An HMO and PPO plan are available. Premiums fully paid by the city for employee and eligible dependents.
VISION INSURANCE: One plan available. Premiums fully paid by the city for employee and eligible dependents.
FLEXIBLE SPENDING ACCOUNT: Employees may elect to contribute pre-tax dollars towards a Flexible Spending Account to pay for qualifying health and dependent care.
EMPLOYEE ASSISTANCE PROGRAM: Premiums fully paid by the city for employee and household members.
CalPERS RETIREMENT: Retirement formula and employee contributions are based on appointment date and membership status with CalPERS. City employees are vested after 5 years and do not participate in Social Security. Employees pay a 1.45% contribution towards Medicare.
SUPPLEMENTAL RETIREMENT PLAN: 457(b) plan is available for voluntary participation.
PREMIUM REIMBURSEMENT PLAN: The City makes a monthly contribution of $142 into a retiree trust to allow eligible separated employees to reimburse healthcare premiums. Employees contribute $257 monthly.
VACATION: 60 hours following the completion of the first six months of continuous service. Thereafter, up to and including five completed years of continuous service, 10 hours for each completed calendar month of service.
* Accrued vacation leave can be cashed out based on years of service on two occasions each calendar year.
SICK LEAVE: One sick leave day per month (96 hours per year).
* Sick leave accrued but not used can be cashed out at the end of the fiscal year based on the formula outlined in the POA MOU.
TUITION REIMBURSEMENT: Full-time employees who have passed probation will be reimbursed for the cost of tuition and study materials for career improvement or job enhancement courses that meet the policy guidelines.
The maximum amount shall not exceed $2500 per fiscal year.

WORKING CONDITIONS:
Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. THE POSITION
Under general supervision, performs law enforcement and crime prevention work for the protection of life and property; patrols assigned area in police car, on motorcycle or on foot enforcing, Federal, State and Municipal laws and ordinances; issues warnings and citations for violations; responds to a variety of calls for public service; maintains constant radio contact with communications center; conducts preliminary investigations; testifies in court; apprehends, arrests and books suspects; and does other work as required.
SPECIAL PAY:
Officers may qualify for a variety of special pays in addition to the salary listed above including: bilingual pay, educational pay for Intermediate and Advanced Post Certificates, and bonus pay for special assignments such as Detective, Investigator, Canine Handler, F.T.O., DARE, Beat Coordinator, D.D.T., Community Relations, Training Officer, Traffic, School Resource Officer and a variety of grant funded assignments.
EMPLOYMENT STANDARDS
Eligibility: To be eligible as a PoliceOfficer-Academy Graduate/Attendee candidate, applicant must be currently enrolled in or have passed a P.O.S.T. approved Academy. Out-of-state applicants may also be eligible for hire as a Academy Graduate candidate by successful completion of the "Basic Course Waiver Process" administered by P.O.S.T.
Knowledge of: Oral and written communication skills required for report writing, verbal explanations of the law and court testimony; Basic Peace Officer Standards of Conduct and public relations.
Skill in: Using and maintaining firearms and police-related equipment.
Ability to: Think and act quickly in emergency situations, assess the situation accurately and apply police training and proper conduct in stressful situations; make accurate observations, document and communicate details, and recognize hazards, potential hazards, and crime problems; understand and follow written and oral directions and established police procedures; deal tactfully and effectively with members of the community and explain laws, rules and regulations; accurately communicate details of a situation in courtroom testimony; learn procedures and techniques involved in specialized police work such as crime scene investigations, traffic investigations and detective work; learn and enforce the applicable Federal, State and Municipal codes and Motor Vehicle Codes, including laws of arrest, search and seizure. Ability to speak Spanish is highly desirable.
License Requirement: Applicant must possess a valid California Driver's License at time of appointment. Traffic positions may require possession or acquisition of a Class "M" California Driver's License to operate motorcycles.
Age: Applicants must be at least 21 years of age at time of appointment.
Physical: Weight proportionate to height, normal hearing and color vision; at least 20/100 vision, correctable to 20/25 (20/200 correctable to 20/25 with soft contact lenses); excellent health. Must also meet physical and psychological standards required to perform PoliceOfficer duties.
