Qualifications
The Lead IT QA Consultant shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
Required Qualifications And Experience:
A Project Management Professional (PMP) certification with Project Management Institute (PMI ) Preferred
A Master Project Management (MPM) certification from a recognized college or institute Preferred

Lead IT QA Consultant Candidates shall work to support requirements for Program Support and lead IT QA Consultant will conduct independent quality assurance (QA), Independent Verification and Validation (IV&V), oversight and assessment activities in alignment with the Client Organizations requirements, policies, guidelines including but not limited to the Chief Information Officer (OCIO) Policy 132. The focus will be made on enterprise professional services covering Commercial Off The Shelf (COTS), Modified Commercial off The Shelf (MOTS), custom build applications/systems, .etc as part of System Modernization and Business Transformation (BT). Enterprise QA Professional Services are required for current application/technology/Process/People Solutions as well as future BT Related Procurements (including projected procurement timeframes) which may include: Enabling Technologies, Enterprise Content Management (ECM) Systems, Customer Relationship Management (CRM) Systems, Conveyance Management Systems, Workers' Compensations System Modernization (WCSM) project and other agency projects.
Quality Assurance is a discipline to ensure that project management standards, processes, and procedures are appropriate and effectively implemented to increase the probability of a project's success. Quality Assurance applies to the entire project, from initiation through implementation and closeout. Quality Assurance provides its greatest value when it is engaged as early as possible, beginning with the feasibility study. Professional QA Practitioner findings and recommendations are based on a combination of evidence, knowledge of industry standards, knowledge of the project, and professional judgment drawn from experience.
As such, it is expected that the Lead IT QA Consultant be knowledgeable and practiced in all aspects of Information Technology system life cycle project management processes as defined in the Project Management Institute (PMI) Project Management Book of Knowledge (PMBOK). Duties would include reviewing, monitoring, and observing project management activities, processes, and deliverables. The Lead IT QA Consultant is expected to ensure that QA services are provided in alignment with a client's overall project schedule. Additionally, they would be responsible for supporting the written assessment reports developed by the team and overseeing the recommendations developed to ensure they provide early warning to our clients of potential risks; including, actionable input and recommendations that can be tracked to completion.
Provide IT QA consulting services during the specific timeframe (e.g., procurement development through solution implementation and Go-Live of the initial project phase, project start-up through completion of a key critical event, etc.) and as defined under any authorized Statement of Work (SOW).
Leading QA methodology development and refinement in designing the right mixture of manual and automation tests to deliver quality effectively on time and budget to monitor progress against schedule (status and stage of completion), costs, requirements, and project Deliverables in compliance for risk indicators.
Inform Client Stakeholders, Project Sponsors, Development Teams, User Acceptance Testing, and functional representatives of risk factors and recommend corrective actions to reduce or prevent risk.
Document accomplishments and key Deliverables for the project and, if applicable procurement, which may include evaluation events, assessment of deliverables and tasks specified in the Project Plan for all tracks of each project, etc.
Review the quality of deliverables and products produced by Client Stakeholders, Project Sponsors, Development Teams, User Acceptance Testing, and functional representatives if applicable, the selected vendors for business transformation processes and technology.
Meet regularly with the project team, as needed, upon intervals based upon current project activities.
Attend required meetings with the project steering committee(s), agency leadership, project teams (and, if applicable, Vendor project staff), and other stakeholders as required.
Support the implementation of project management processes, methodologies, and tools to minimize risk and validate content.
Conduct project management reviews and assessments of client and vendor activities, work products, and deliverables that includes identification of potential risks and recommendations for mitigation.
Supports the delivery of all QA services, work products, and deliverables.
Working in an Agile environment and assist the development team (Developers and Architects) in automating tests at multiple levels of testing: unit, functional, system, and performance
Helping establish and support a Quality Assurance framework for Automating Continuous Build (CB) / Automating Continuous Integration (CI)/ Automating Continuous Deployment (CD) of any necessary software into configuration management systems and running system integration tests and unit tests of code/applications/processes in the stage environment which is a close replica of our production environment
Work with business users in defining and writing User Acceptance Testing, test cases and plans and ensure that quality processes are carried out through all phases of the Software Development Lifecycle while meeting all project-related deadlines
Preparing and rolling out of testing methodology and Ensuring the customer solution is stable and building robust and yet simple and flexible test documentation
Qualifications
The Lead IT QA Consultant shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
Required Qualifications And Experience:
A Project Management Professional (PMP) certification with Project Management Institute (PMI ) Preferred
A Master Project Management (MPM) certification from a recognized college or institute Preferred
Minimum of five (5) years providing QA services for a large scale (multi-million dollar) state or Govt. agency IT projects.
A combination of prior QA or PM experience totaling five (5) or more years providing services on information technology (IT) projects of similar or greater size, risk, and complexity when compared to the project being undertaken.
A Bachelor's degree in computer science or five (5) equivalent work experience
Proficient Experience with one or more automated testing applications/tools such as Groovy, Selenium, Junit, Cucumber, or other similar tools for object-oriented programs
Experience working with one or more of the following: JavaScript, .Net, JSON, XML, EDI, SQL transactions
Experience writing test plans and test cases and exposure to DevOps, Continuous Integration and Agile methodologies
Experience in resolving issues found in automated testing
