We are seeking a Network Operations Center (NOC) Analyst Lead to oversee daily operations and personnel within a 0600-1900 M-F environment supporting a Department of Defense (DoD) customer.
The NOC Analyst Lead will manage a small team of analysts responsible for network and security monitoring, incident triage, and operational compliance aligned with the Risk Management Framework (RMF). The Lead will ensure mission-critical systems remain available, secure, and compliant with DoD directives, policies, and cybersecurity standards.
This role is both technical and supervisory, requiring hands-on operational awareness, leadership in shift management, and coordination across network, system, and cybersecurity disciplines.
Leadership & Oversight:
Supervise a team of three (3) NOC/SOC analysts, providing direction, task prioritization, and performance feedback.
Coordinate NOC/SOC shift coverage and ensure 0600-1900 M-F monitoring and response requirements are continuously met.
Serve as the primary escalation point for complex incidents or system outages.
Monitor, assign and triage Helpdesk tickets within one hour of opening.
Maintain situational awareness of network health, security posture, and mission impacts; brief management and stakeholders as needed.
Ensure team adherence to incident response, escalation, and reporting procedures.
Develop and maintain Standard Operating Procedures (SOPs), event escalation matrices, and continuity documentation.
Network Operations Responsibilities:
Oversee enterprise network monitoring using tools such as SolarWinds, Cisco Firepower Management Console (FMC), and Secure Network Analytics (SNA).
Analyze and respond to alerts related to connectivity, latency, and performance degradation.
Review configuration baselines, track outages, and ensure timely restoration of network services.
Coordinate planned maintenance, configuration changes, and patch activities in accordance with DoD and company change control policies.
Security Operations Responsibilities:
Manage and review security event monitoring and triage using SIEM platform Splunk and endpoint management tools Trellix and Tanium.
Oversee team response to cybersecurity incidents in accordance with internal incident response procedures.
Support vulnerability management activities - reviewing Tenable.sc results, tracking remediation actions, and validating compliance closure.
Ensure proper documentation and escalation of all security-related incidents to the ISSO or ISSM.
RMF & Compliance Duties:
Coordinate with system owners, ISSOs, and ISSMs to support RMF continuous monitoring activities.
Ensure team members conduct periodic STIG checks, vulnerability scans, and configuration reviews to maintain system accreditation posture.
Support the development and maintenance of POA&Ms, control evidence, and audit artifacts.
Participate in cybersecurity working groups, readiness reviews, and ATO renewal activities as needed.
Promote a culture of compliance and operational discipline across the team.
Requirements
High School Diploma/GED is required. A Bachelor's degree in an Information Technology field is preferred.
Minimum of 5 years' experience in Linux system administration, ideally with Red Hat.
Proficiency in SQL Server Management Studio, Microsoft SQL, PostgreSQL, and SQLite databases.
Demonstrated experience managing virtualized and physical networking environments.
Practical experience with Tenable.sc, Nessus, or other vulnerability assessment tools.
Strong background in VMware and Nutanix environments.
Familiarity with Kubernetes (K3s) and container orchestration.
Advanced troubleshooting skills across hardware, software, and network layers.
Excellent written and verbal communication skills.
An Active DoD Secret clearance is required to start.
Must have DoD 8570/DoN 5239 IAT Level III certification (i.e. CASP+, CCNP, CISSP, CISA)

DISTINGUISHING CHARACTERISTICS
IT Infrastructure Engineer I is the entry-level class in the IT Infrastructure Engineer series. The IT Infrastructure Engineer I is assigned to work on projects under guidance of experienced IT Infrastructure Engineers. Positions assigned to this class will usually perform daily administration of systems, network, and infrastructure in addition to responsibilities related to system and network security. This position is not expected to function at the same skill level as senior positions and will usually exercise less independent direction and decision making.
IT Infrastructure Engineer II is the professional level class in the IT Infrastructure Engineer series. The IT Infrastructure Engineer II is expected to perform duties associated with all prior position levels as necessary. Positions assigned to this classification are distinguished from the IT Infrastructure Engineer I by a proven track record of successfully completed projects that they have led or provided a leadership role within their functional area. Six (6) or more years of experience at the IT Infrastructure Engineer level in areas related to systems, networking, security administration and/or database management, in addition to project management. Individuals in the Senior IT Infrastructure Engineer level will have experience with operations and security administration, policy development, strategic planning, systems analysis and integration, performance monitoring, security log analysis, computer forensics, and database management and demonstrated success in mentoring and developing junior staff.

Its primary purpose is to implement long-term, regional projects related to water supply and water quality. Position Summary
The Network & Systems Administrator manages, configure, maintains, monitors and enhances IT infrastructure systems; server administration, operation, configuration, maintenance and troubleshooting; provides server hardware installation builds; maintains tight integration of Domain, File, and Application Servers; Maintains User Directories and Unified Communication; installs and maintains LAN+WAN hardware/software; evaluates LAN+WAN hardware/software requirements and capabilities to make recommendations; communicates and coordinates network schedule, backups and downtime to users; installs hardware and peripheral components as needed. This job requires attention to detail, discretion, good judgment, good interpersonal skills, good written and verbal communication skills, the ability to multi-task, teamwork, and the pursuit of excellence.
Designs, configures, implements, operates and maintains servers, storage nodes and network infrastructure devices according to policy and practice of the SJRA.
Maintains hardware and software for server platforms; supports and maintains Active Directory; evaluates hardware and software system components to enhance SJRA infrastructure.
Monitors and maintains physical and virtual server environment.
Conducts and verifies regular backups utilizing industry leading backup and recovery technologies.
Configures, implements, operates and maintains core networking devices such as switches and routers.
Plans, executes, and verifies system backup and recovery processes.
Troubleshoots, isolates and researches networking problems; recommends solution and escalates the issue when necessary.
Provides support to end users in LAN and Wireless Network administration and usage; installs and maintains LAN hardware/software, including servers, peripherals, network attached storage nodes, network devices, terminals and wiring.
Performs analysis of network needs and contributes to design of network architecture, integration and installation.
Maintains overall network stability; prepares and maintains documentation of network configurations and cabling layout.
Coordinates third-party maintenance for network hardware/software.
Performs other duties deemed appropriate and as assigned by his/her direct supervisor, appropriate Department/Division Manager, the appropriate Senior Manager, or the General Manager, including duties outside of regular business hours.
This position is classified as secondary essential personnel. The individual holding this position will be required to work as required in (1) preparation for an emergency event and/or (2) during recovery from an emergency event as directed by their direct supervisor, Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements
Bachelor's degree in Computer Science or related field is preferred. Equivalent combination of education and experience considered.
At least 3 years' experience in server technologies including Windows and Linux, Microsoft 365, storage and backup technology is required.
Experience with server virtualization, Active Directory, blade servers, server enclosures, switching and routing technology and principles, Cisco and Juniper routers, backup and Disaster Recovery concepts and practices, Firewalls, VPN devices, wireless networking technology and principles, TCP/IP, DNS, project management with third-party applications, knowledge of security functions and hardware/software installation is required.
Texas Driver's License with Insurable driving record Required.
Cisco Certified Network Associate preferred.

Plans and coordinates checkout of new facilities provides engineering support to technicians, and designs modifications to improve existing facilities.
Principal Duties and Responsibilities / Knowledge
• Manages multiple priorities and works effectively in a deadline-driven environment.
• Ensures maintenance, testing and upkeep requirements are met for transmission facilities connected to the Bulk Electric System and the Electric Reliability Council of Texas (ERCOT) grids.
• Develop detailed and technically sound maintenance procedures for Rayburn transmission facilities.
• Analyzes Rayburn Transmission System to identify upgrades and support growth.
• Works together with Member cooperatives to comply with protocols and various interconnection projects, construction projects, and required programs.
• Drives Rayburn vehicle to service sites; may involve exposure to live electrical hazards and inclement weather conditions.
• Assists in preparation of Engineering budget.
• Provides support for processing meter data.
• Assists in SCADA support, to include troubleshooting SCADA issues during normal and emergency conditions
• Responsible for programming field communications devices to interface with SCADA and Relays.
• Subject to on call after normal business hours as business needs dictate.

Job Specifications / Skills Required
Education: Bachelor's in Electrical, Civil, Mechanical or other accredited Engineering degree is required. Registered Engineer in Training or Professional Engineer license in the State of Texas is preferred.
Experience: 2+ years of experience in field of power engineering preferred.
Skills:
