Legal Counsel for the Elderly Intern (Summer)

AARP's Legal Counsel for the Elderly (LCE) champions the dignity and rights of vulnerable Washington, D.C. seniors 60-plus, providing free legal and social work services to those in need - empowering, defending, protecting, and helping thousands of clients each year in many areas of civil law.
Under the supervision of an experienced and licensed attorney, the LCE intern will be exposed to and participate in various legal functions related to law practice in an elder law setting for low-income older persons. Interns will complete the internship, gaining client interaction skills, subject area knowledge, and supervised experience in individual client representation and systemic advocacy.
Students interested in issues related to landlord-tenant, economic security, healthcare benefits, long-term care services, homeownership preservation, combatting fraud and financial abuse, and identifying solutions to systemic problems should apply. This paid internship position will begin in Summer 2026 and end in August.
Responsibilities
The intern will engage in a variety of functions, typically including but not limited to the following:
* Interviewing current and prospective clients
* Meeting clients in the community (at home or in various facilities)
* Conducting fact-finding investigations
* Drafting correspondence
* Performing legal research and writing
* Preparing discovery requests
* Drafting motions
* Aiding in the preparation of court cases
* Observing the formulation and implementation of legal strategies
* Observing attorneys in court or in administrative proceedings
* Following settlement negotiations
* Documenting in computerized case management database
Qualifications
* Prospective intern must be currently enrolled in an accredited law school, classified as a rising 2L, 2L, rising 3L, or 3L at the start of the internship; have demonstrated interest in serving the needs of low income 60+ individuals and have a sensitivity to the needs of the elderly
* The ability to speak languages in addition to English is a plus but is not required

Principle Duties and Responsibilities:
Provides mental health and/or chemical dependency treatment, assessments, and individual or group clinical services.
Coordinates patient referrals for substance abuse treatment, accommodations for homeless patients, Medicaid, Medicare, SSI, SSD, bus cards, shelters, and work therapy as needed.
Provides accurate patient assessment; evaluates data; develops individualized Plan of Care following guidelines for Person-Centered Plans that include the participation of the patient to identify and understand the patient's problems and circumstances. Explores available resources and services; educates and supports the patient regarding recipient rights, treatment options, and services available.
Provides for a multi-disciplinary approach to treatment by coordinating with other staff and with persons identified by the patient; coordinates care with referring physicians or agencies; assesses patient progress and modifies the treatment plan accordingly
Maintains availability to patients for whom he/she is the primary clinician or arranges appropriate clinical coverage.
Maintains timely documentation in patient clinical records according to clinic policy and procedure. Ensures that documentation meets licensure, accreditation, and third-party payer standards.
Maintains timely contact as needed with third-party payers to ensure authorization for services provided.
Networks as applicable with referral sources, courts, third-party payers, and other appropriate resources.
Participates in case conferences to maintain a level of supervision
Participates in the quality management program and adheres to accessibility, safety, and infection control standards.
Conforms to the ethical code of conduct of his/her professional organization, to clinic policies and procedures, and to legally sound business practice
Maintains a current professional license, professional liability insurance, and credentialing by Wayne Health or DMC as applicable.
Attends required meetings
Participates in professional development activities to keep current with healthcare trends and practices
Obeys confidentiality as required by all federal, state, regulatory, and Wayne State University Physicians Group policies.

Education, Licensure/Certification, and Training Required for the Job:

Job Description
Therapist - Counseling Center - 60% Full-Time (21 hours per week)
The Trauma Therapist position is 60% of a full-time position (21 hours per week) and is a hybrid position with 11 hours onsite and 10 hours remote. Onsite hours include 4 hours every Saturday and one shift from 12:00 to 8:00 during the week. This is an excellent position for clinicians in need of licensing hours and who wish to become experts in several evidence-based treatments for survivors of all ages of interpersonal violence.
The Safe Horizon Counseling Center (SHCC) is a New York State-licensed outpatient mental health clinic that specializes, exclusively, in the trauma-focused treatment of child and adult survivors of interpersonal violence and other forms of abuse. SHCC also functions as the mental health “hub” of Safe Horizon, the largest crime victim's assistance agency in the country. Our main clinic is located at 41 Flatbush Avenue in Brooklyn, and we operate two satellites that are co-located at other Safe Horizon programs. Nearly half of SHCC's clients are referred by one of Safe Horizon's vast arrays of programs. The Trauma Therapist will receive paid training and supervision in a variety of evidence-based treatments for trauma survivors, and the client hours meet New York State's experience requirements for LCSW licensure.
Responsibilities:
Learn and integrate a trauma-informed, client-centered approach, using an anti-oppressive lens, into your work with clients.
Demonstrates exceptional engagement skills and clinical expertise in the provision of trauma-focused mental health treatment to SHCC clients (at least 60% engagement rate after 6 months);
Provides time-limited, evidence-based trauma-focused individual treatment to clients of all ages;
Develops and maintains expertise in the clinic's chosen methods of treatment including TF-CBT and Seeking Safety, as well as CPP, ARC, SPARCS, and CFTSI, as assigned;
Monitors treatment fidelity following training in evidence-based treatments;
Responds to the occasional client crisis, as necessary, with the support of the Clinical Director and/or Clinical Supervisor;
Requests and participates in case conferences as necessary;
Maintains a caseload of 16 clients at all times
Maintains a productivity level of 12 billable services per week (totaling 564 billable visits per year)
Participates in weekly supervision and treatment planning meetings;
Maintains timely and accurate documentation of all case activities such that it is in “audit-ready” compliance with all Safe Horizon City, State, and Federal requirements;
Performs other job duties as assigned
Qualifications & Requirements:
Must be able to attend weekly meetings on Zoom every Wednesday from 10:00 am to 1:00 pm for training and group supervision.
Must be able to work 4 hours onsite every Saturday indefinitely. While there is an option to transition to onsite hours from Saturday to a day Monday through Friday, this is based on vacancy and seniority.
Candidates must have HIPAA-compliant remote work spaces and equipment to ensure client privacy.
Expertise in delivering time-limited, evidence-based mental health treatment approaches that can be utilized with target client population;
Strong interpersonal skills required and a deep understanding of and commitment to the mission of Safe Horizon and our clients.

Participates in meetings, workgroups, and committees with other OCHN Teams, such as involvement in Access, Quality Management, or benefits coordination initiatives, etc.
Actively participates in the development of contracts, as well as the evaluating of performance for contract continuation, including outcome measures, business practices, quality indicators, grievance, and Recipient Rights trends, etc.
Participate in the resolution of systems issues identified by Customer Service staff and other members of the OCHN or SUD Team, including communicating relevant information, analyzing data / trends, and making recommendations, arranging provider education / training, and ensuring development and evaluation of improvement plans.
Participates in the resolution of Provider issues / complaints, including involvement in the Dispute Resolution process and Appeals process, if needed.
Implements identified initiatives and projects via participation in local, state, and federal collaborative activities.
Conducts annual audits for contracted providers to ensure contract compliance and quality service delivery.

Job Requirements and Qualifications
Education:

Clinical Rehabilitation Therapist
Screen and assess clients to identify and eliminate barriers to self-sufficiency as well as identify and clinically address behavioral health issues. Provide a range of assessment services: provide specialized mental health or alcohol and other drug services including mental health assessment, chemical dependency or dual diagnosis assessment, psycho-social assessment, pre-employment screening assessment, community support treatment or case management. Provide consultation to outside agencies on client problems, assessments and recommendations based on interview and assessment data. Provide consultation to clients related to their specific individual service plan (ISP) defined needs, priorities established or related to recommendations based on clinical assessment of client employability.
Responsibilities:
Under direction, ensure that the activities of this position and relevant programs are consistent with the mission, vision and values of Catholic Charities, Diocese of Cleveland.
Within scope of practice, implement site/corporation approved treatment practices, procedures or interventions. Conduct a Diagnostic, Needs or Employability Assessment on referred clients. As applicable, monitor psychiatric symptoms of clients. Administer screening tools with client to access vocational and psycho-social needs (i.e., gather information regarding client's disability, functional limitations, work history, social history, educational background, treatment background and special interest) and prepare detailed report of assessment.
Make recommendations as to client's employability and need for additional treatment or support services.
Develop, maintain and monitor assigned clients' ISP: review assigned clients' progress in treatment and communicate with other qualified mental health, AOD and other providers, childcare, administrative, educational staff and referring agency staff regarding the progress of assigned clients. Provide referrals to other services as required or necessary. Monitor client's progress via review of progress reports, meetings and telephone contacts and identifies service plan amendments or need for additional services.
Coordinate services which may include medical, mental health or drug treatment, job training and utilize community resources when available to assist client in treatment engagement, gaining self-sufficiency, meeting goals.
Under clinical supervision, assist and support clients served in crisis situations.
Assist clients in strengthening communication skills: access appropriate physical and mental health care and chemical dependency resources as needed: access additional needs and provide opportunities to build social skills. Consult with other professionals regarding client needs/concerns.
Counsel clients toward increased functioning and develop goals. Advise clients on personal problems, career planning and emotional effects of disability and mutually agreed upon goals.
Provide psychoeducation to clients and family members.
Participate in Quality Improvement activities and service evaluation.
Attend and participate in meetings, supervision and in-service trainings regarding specific areas of responsibility.
Maintain case records according to funder policies and Federal and State regulations.
Maintain professional licensure requirements of the organization, the Ohio Counselor, Social Worker and Marriage and Family Therapist board and/or the Ohio Chemical Dependency Professionals Board.
Adhere to ethical standards specified by the Ohio Administrative Code, Professional Licensing Organization and Catholic Charities Code of Ethics.
Perform other duties as necessary to accomplish program objectives.
Meet the productivity standard as defined by contract requirements.
Requirements:
Combination of education and experience normally represented by a bachelor's degree and a LSW or LPC.
Must have excellent written, verbal, and interpersonal communication skills
Must have a valid Ohio Driver's License, provide a copy of driver's license, and are subject to a Moving Vehicle Report (MVR) check through the Department of Motor Vehicles annually. Any MVR grade of “unacceptable” is not permitted to operate a company or personal vehicle on behalf of Catholic Charities.
Must have knowledge and utilization of community resources depending on clients served.
Must be able to form good working and therapeutic relationships.
Must be able to effectively and productively work with people of a very diverse economic, cultural and administrate backgrounds.
Must be knowledgeable and responsive to cultural diversity issues presented in the coordination of services.
Must be able to work independently with general instructions.
Must have good working knowledge of computers, to include Microsoft Office Software, and able to learn and operate Electronic Medical Record.
