SAIC has an opening for a ServiceNow Requirements Manager (SETA) in **Chantilly, VA** with experience capturing customer business needs, quantifying them into a software enhancement requirement package, and then facilitating the allocation of those requirements to a development team. A strong acumen of IT Service Management (ITSM) practices, such as ITIL, CMMI, and SAFe is a must as candidates will be required to evaluate proposed changes to a ServiceNow platform and prioritize requirements delivery of enhancements during delivery sprints. RESPONSIBILITIES:
The successful candidate must be able to:
+ Receive vague customer requests for enhancements to ServiceNow workflow.
+ Interview those customers to capture a robust set of needs.
+ Document those needs within a comprehensive set of draft business requirements, which will be used to validate the completeness of work prior to production delivery.
+ Assess enhancement requests for commonality with other enhancement requests, consolidating where appropriate.
+ Pre-coordinate the draft business requirements with the development team to ensure they have sufficient details for a future development effort.
+ Provide assessments and Courses of Action (COA) recommendations in written and oral presentations to Program Office personnel that detail the intended/unintended effects of proposed changes.
+ Prioritize the draft business requirements against other features and enhancements in backlog.
+ Facilitate formal (i.e., documented) requirements allocations meetings with the developer to ensure hand-off and acceptance of the finalized business requirements.
+ Negotiate proposed prioritization and delivery of those business against existing backlog.
+ Facilitate periodic Program Increments with the development team to initiate a set of development sprints that will deliver chunked portions of the prioritized backlog.
+ Validate the completeness and quality of the delivered enhancement at the end of the sprint to ensure the customer's expectations, which were documented within the finalized business requirements, are being met.
+ Assess the general level of success associated with each sprint and program increment.
+ Identify service delivery deficiencies and suggest rework to improve offerings.
+ Capture success assessment in the form of Award Fee feedback inputs.
+ Review service provider Contract Data Requirements Lists (CDRLs), Engineering Change Proposals (ECPs), and other contract management products to guide cost, schedule, and performance objectives.
+ Mentor other Program Office personnel on appropriate ITSM practice implementations.
**Qualifications**
+ Bachelor degree within a STEM field of study and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
+ Must be a US Citizen.
+ Active TS/SCI security clearance with current polygraph required to start and must be maintained.
+ Demonstrated knowledge of software requirements development.
+ Demonstrated experience with ServiceNow enhancements.
+ The ability to work proactively, independently, and/or as a member of a highly effective technical team in a fast-paced work environment while developing approaches.
+ **ServiceNow CSA (Certified System Administrator) required.**

The Department of War (DoW) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. The TRMC funds T&E infrastructure projects in the areas of hypersonics, space systems, nuclear modernization, autonomy and AI, cyber, electronic warfare, directed energy, and DoW test range instrumentation. RESPONSIBILITIES:
The successful candidate must be able to:
Receive vague customer requests for enhancements to ServiceNow workflow.
Interview those customers to capture a robust set of needs.
Document those needs within a comprehensive set of draft business requirements, which will be used to validate the completeness of work prior to production delivery.
Assess enhancement requests for commonality with other enhancement requests, consolidating where appropriate.
Pre-coordinate the draft business requirements with the development team to ensure they have sufficient details for a future development effort.
Provide assessments and Courses of Action (COA) recommendations in written and oral presentations to Program Office personnel that detail the intended/unintended effects of proposed changes.
Prioritize the draft business requirements against other features and enhancements in backlog.
Facilitate formal (i.e., documented) requirements allocations meetings with the developer to ensure hand-off and acceptance of the finalized business requirements.
Negotiate proposed prioritization and delivery of those business against existing backlog.
Facilitate periodic Program Increments with the development team to initiate a set of development sprints that will deliver chunked portions of the prioritized backlog.
Validate the completeness and quality of the delivered enhancement at the end of the sprint to ensure the customer's expectations, which were documented within the finalized business requirements, are being met.
Assess the general level of success associated with each sprint and program increment.
Identify service delivery deficiencies and suggest rework to improve offerings.
Capture success assessment in the form of Award Fee feedback inputs.
Review service provider Contract Data Requirements Lists (CDRLs), Engineering Change Proposals (ECPs), and other contract management products to guide cost, schedule, and performance objectives.
Mentor other Program Office personnel on appropriate ITSM practice implementations.
Bachelor degree within a STEM field of study and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
Must be a US Citizen.
Active TS/SCI security clearance with current polygraph required to start and must be maintained.
Demonstrated knowledge of software requirements development.
Demonstrated experience with ServiceNow enhancements.
The ability to work proactively, independently, and/or as a member of a highly effective technical team in a fast-paced work environment while developing approaches.

Required Qualifications:

The Satellite System Engineering Manager leads a proven technical team of system engineers and satellite subject matter experts. In partnership with the SAIC Program Management Team, the Satellite System Engineering Manager is a servant leader that guides the team's support to multiple satellite programs, relays guidance from the PM, and serves as the voice of the team to improve culture. The Satellite System Engineering Manager also directly supports multiple satellite missions providing system engineering expertise through the system's lifecycle.
Role Responsibilities:
* Be a servant leader to a team of 8-10 satellite system engineers. Be the voice of the team, collaborate with Govt and SETA mission leadership to apply staff to critical SE and SME roles across multiple satellite missions, and implement PM guidance to execute the program.
* Develop decision briefings for senior leadership reflecting deep analysis of alternative views and options. Facilitate meetings with SMEs across the program to collect input.
