Responsibilities:

Pro-Actively communicate across the organization scheduling issues and opportunities to ensure deliveries are met and objectives are achieved.
Confer with department supervisors to determine status of assigned scheduled work.
Generate daily status reports and act as the information hub for all issues concerning/impacting delivery schedules.
Expedite operations that delay schedules and alter schedules to meet unforeseen conditions.
Interface with purchasing to expedite problem parts and to reschedule material deliveries that will result in excess inventory.
Responsible for coordinating timely shipments to customers.
Troubleshoot various issues.

The Role

Job Summary
EMCOR Government Services is seeking a Master Scheduler to oversee and manage our scheduling and coordination activities supporting a major customer in the intelligence community located in Springfield, Virginia. Essential Duties and Responsibilities include:
* Serves as the principal manager responsible for the scheduling of facilities operations and construction activities performed at NGA Washington facilities and grounds.
* Creates, implements, and maintains a master schedule for all contract operations and construction activities.
* Coordinates operations workflow for one or multiple lines of services or products.
* Determines manpower, equipment, and materials needed to fulfill contract requirements and activities.
* Works closely with the production and operations management teams to set priorities and manage conflicts.
* Analyzes service requirements, production specifications and workforce capacity data to optimize scheduling.
* Resolves scheduling conflicts and works with contract staff and the client to resolve unforeseen delays - addresses issues when they arise aiming for minimum disruption.
* Monitors jobs to ensure they will finish on time and within budget.
* Working closely with the client, gains an understanding of their needs and requirements and communicates them and the appropriate performance standards to the contract staff and supporting vendors.
* Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
* Devises ways to improve the full spectrum of the base operations and services service delivery process to ensure high-quality goods and services are delivered on time and within cost.
* Oversees product and service delivery procedures to identify any deviations from quality standards; recommends and/or implements corrective action such that products and services meet or exceed expectations.
* Keeps accurate documentation and when necessary, performs analysis of activities and processes to improve contract performance.
* Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.
Security Clearance Requirement: This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance
Qualifications
* A minimum of 5 years of experience as a scheduler in programs and contracts of similar size, scope and complexity
* A minimum of 3 years of experience using Microsoft Project software. Experience with other industry recognized project management software - e.g. Primavera, Smartsheet, Autodesk, etc. - is a plus.
* A minimum of 1 year of experience scheduling construction activities or facilities operations.
* A bachelor's degree from an accredited university in a technical or business related field
* Successful completion of an advanced Microsoft Project course. Certification as a Microsoft Project Professional is a plus.
* Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.
* Demonstrated ability to lead in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.
* Strong technical knowledge of facilities maintenance and construction operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations, is highly desired.
* Industry recognized certification in Program and/or Project of Facility Management (e.g. Project Management Professional (PMP), Program Management Professional (PgMP), Certified Facility Manager (CFM), etc.) is desired.

The Role
Plans, prepares, issues and controls production schedules and coordinates with material requirements to ensure a controlled flow of approved materials timed to meet production requirements. HII-MT is looking for a Planner Production Scheduler 1 (PPS1). Report to the Program Manager for HII-TSD RCOH group. The responsibilities of this person will include, but are not limited to, planning, preparing, issuing, and controlling production schedules and coordinating with production managers (MPP1), Government Representatives and Newport News Shipbuilding (NNS) integration team to ensure production schedules meet milestone and Key Events. The PPS1 requires knowledge of work practices within the Refueling Complex Overhaul (RCOH) to support CVN-74 and CVN-75 work package. The PPS1 interacts daily with HII-TSD ROCH Production Team.
Essential Job Responsibilities
* Plans, prepares, issues and controls production schedules and coordinates with production team to ensure production schedule meets milestones and key events.
* Advises management team of the status of schedule risk, opportunities and impacts to ensure accuracy of schedule.
* Perform time impact and delay analysis to determine the extent of the impacts of potential delays during production. Identify the need for schedule revisions.
* Review, track and submit Condition Reports from production team to government representative.
* Review, Track and Update Authorization Work Packages (AWP) to cover HII-TSD work packages.
* Attend Production Meetings to identify schedule conflict and determine corrective action and help develop a recovery plan.
* Review, maintain and update government production report (SFIMs).
* Ability to develop production brief for government presentation. Brief program managers on weekly changes of schedule.
* Create, Review, track and submit Statement of Work (SOW) from production team to sub-contract dept.
* Interact with Contracts Department to ensure subcontract
Minimum Qualifications
* Must have 0-1 years experience with Bachelors in related field or a High School Diploma or equivalent and 4 years relevant experience.
* Must have proven success working with all levels of management, including strong stakeholder, vetting, and influencing skills.
* Must have the ability to establish and build strong relationships across a diverse network.
* Must possess strong Computer Skills, specialize in Microsoft Word, Excel, Access & Project.
* Must have effective reporting and strong written and verbal communication skills.
* Must have experience in preparing high level project reports and documentation.
* Must have the ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
Preferred Requirements
* 4 years combined of Manufacturing, Shipbuilding, Trades, Navy military experience or other relevant exempt experience
* Associate's degree or other formal 2-year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

The ideal candidate will be responsible for creating, maintaining, and managing production schedules to ensure timely delivery of products while optimizing resource utilization. This role requires a highly organized individual with strong analytical skills and the ability to collaborate with various departments, including engineering, procurement, and quality assurance.
What You Will Do
* Plans, prepares, issues and controls production schedules and coordinates with material requirements to ensure a controlled flow of approved materials timed to meet production requirements.
* Advises management of the status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials and services are provided as needed.
* Schedules equipment and personnel, confirms material supply and demands, prepares work orders or purchase requests for the production or purchase of components or parts based on a master production schedule, shop load and inventory requirements.
* Coordinates interdepartmental activity with quality assurance, manufacturing, purchasing, engineering, inventory control, traffic, etc.
* Sschedules and expedites the movement of parts by means of move orders, stock transfers and requests for shipping orders.
