This job announcement will be used to fill two positions within OHI, Homeless Management Information System (HMIS) Administrator and Homeless Systems Data & Reporting Administrator. HMIS ADMINISTRATOR The HMIS Administrator supports the Balance of State (BoS) Continuum of Care's (CoC) participation in the Colorado Homeless Management Information System (COHMIS), the state's designated Homeless Management Information System (HMIS), by providing technical assistance, training, and data quality support to participating agencies. This position works directly with providers to promote accurate, complete, and timely data entry in alignment with BoS CoC policies and procedures, federal HMIS Data Standards, and Coordinated Entry (CE) requirements. The HMIS Administrator provides day-to-day support to COHMIS users through Help Desk responses, in-person and remote site visits, and targeted technical assistance related to system navigation, data collection, data entry, and basic data analysis. This role supports providers across the Balance of State CoC and helps ensure consistent use of COHMIS to support reporting, compliance, and coordinated care efforts. COHMIS Data Quality and Compliance Support * Supports provider compliance with federal HMIS Data Standards and BoS CoC policies and procedures. Responsibilities include: * Assisting agencies with accurate, complete, and timely data entry in COHMIS. * Reviewing data for accuracy and completeness to support monitoring and reporting requirements. * Identifying data quality issues and working with providers to correct errors or gaps. * Providing guidance on project-specific data collection requirements, including CE-related data elements. * Escalating complex compliance or data issues to the BoS HMIS Manager as appropriate. Technical Assistance & Help Desk Support * Provide direct technical assistance to COHMIS end users via Help Desk, email, virtual meetings, and site visits. Responsibilities include: * Troubleshooting and resolving user issues related to system functionality, access, and data entry. * Interpreting and responding to user questions regarding COHMIS workflows and system use. * Owning issues through resolution and documenting outcomes for future reference. * Communicating clearly and professionally with users regarding issue status, next steps, and resolution. * Identifying recurring issues or systemic trends and elevating them to the BoS HMIS Manager. System Configuration, Maintenance, and Training Support * Supports system configuration for new agencies, projects, funding sources, and services within COHMIS. Responsibilities include: * Assisting with routine system maintenance and data cleanup to support accuracy and usability. * Supporting standard and project-specific reporting needs, including validation and basic analysis. * Assisting with development and maintenance of training materials, job aids, and reference documentation. * Supporting onboarding and ongoing training for COHMIS users, including coordination of required trainings. * Assisting with CE-related system configuration and updates as directed by the BoS HMIS Manager. HOMELESS SYSTEMS DATA & REPORTING ADMINISTRATOR The Homeless Systems Data & Reporting Administrator supports the execution of data reporting, analysis, and visualization activities related to state-funded homelessness services. Under the direction of the Homeless Systems Data & Reporting Manager, this position is responsible for implementing data products-including dashboards, reports, and visual summaries-that help stakeholders better understand performance and outcomes from the Colorado Homeless Management Information System (COHMIS). This role plays a critical supporting function in improving data literacy, promoting accountability, and enabling insight-driven decision-making across Colorado's homeless response system. The primary duties and responsibilities of this position include, but are not limited to: * Support the development and maintenance of data dashboards and visual products based on established designs and strategic direction provided by the Homeless Systems Data & Reporting Manager, ensuring clarity, accuracy, and usability for end users. * Produce recurring and ad hoc reports by extracting, formatting, and validating data from COHMIS, ensuring outputs align with pre-established metrics and reporting logic. * Implement data workflows and report automation, including updating queries or scripts, building visualizations, and preparing data summaries in coordination with the manager. * Assist with data quality checks, identifying inconsistencies, gaps, or potential data entry issues, and escalating findings for resolution. * Follow established protocols and documentation to standardize reporting formats, visual styles, and data labeling to support consistency and clarity. * Translate technical outputs into accessible visuals and data summaries, supporting the preparation of public-facing infographics, dashboards, and internal reports. * Maintain organized internal documentation for reporting definitions, dashboard specifications, and version history. * Ensure all work adheres to data privacy, confidentiality, and governance standards, following best practices for handling client-level data securely and responsibly. Travel Requirements: Both positions will travel in-state approximately 5% of the time, using a state provided vehicle, to meet with community partners. In addition, the positions may travel out of state occasionally to attend conferences and/or training. Qualifying experience includes work related to program or project administration or implementation; providing guidance, training, or technical assistance to partners or stakeholders; coordinating across teams or organizations with varying levels of capacity; translating programmatic, technical, or policy-related information into clear written guidance or recommendations for diverse audiences; documenting and improving processes or workflows; and using administrative or program information to support reporting, compliance, performance monitoring, or operational decision-making. This experience may include work with information systems used in housing, homelessness, or human services programs (such as the Colorado Homeless Management Information System), in support of program operations, service delivery, and system coordination. Serves as the HHS Payroll, Time Labor and Leave (PTLL) Subject Matter Expert (SME) and Time Administrator (TA) for the Health and Specialty Care System (HSCS) Facilities. Provides support to employees, managers, and leadership relating to PTLL processes. Work involves coordination and assistance to facility managers and staff they supervise by providing PTLL guidance and entering leave requests on a consolidated timesheet, entering, and approving overtime/compensatory time for accrual and payment purposes, and researching and correcting history of time and leave entries to correct exceptions for managers as needed. Monitors payroll deadlines to ensure pay impacting transactions are correct. Runs time and labor reports and reconciles discrepancies in accordance with agency policy to ensure all known transactions are entered to meet payroll deadlines. Provides analysis of reporting data to leadership to ensure success and continuity of the CAPPS Self-Service method of timekeeping. Develops training material based on guidance from the HHS PTLL office leadership and provides training to employees and managers on Centralized Accounting Payroll Personnel System (CAPPS) application processes in accordance with agency policies. May assist in new hire orientation regarding timekeeping processes. Maintains communication with all stakeholders: HHS PTLL, HHS Employee Service Center, and HHS HR staffs. Acts as a liaison for employees and managers on time and leave issues. Performs other duties as needed and assigned to support the time administration process at the facility. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Attends work on a regular and predictable schedule in accordance with leave policy. (40%) Provides procedural support to managers on time and leave processes. Analyzes reports, logs or forms; researches payroll discrepancies and corrects data or information. Communicates on an intermediate level with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. (20%) Enters leave taken and hours worked for staff from sign-in sheets and/or HR0501's on an as needed basis to provide back up support to other State Hospitals and State Supported Living Center. Enters FLSA overtime & comp time payments for employees in accordance with the payroll processing calendar. Identifies and reports system issues and prepares management reports for facility leaderships, analyzes information to keep facility management and HHS PTLL informed, and responds to questions. Queries data regarding hours worked to ensure compliance according to HSCS policies. (15%) Provides customer service to facility employees and management. Assists with the administration of Family Medical Leave (FMLA), Extended Sick Leave (ESL), Sick Leave Pool (SLP), Employee Donated Sick Leave (EDSL), Family Leave Pool (FLP), Leave Without Pay (LWOP) and Leave of Absence (LOA) and all time reporting code transactions. (15%) Assists with development of training materials and provides training to facility employees on time and leave processes, including use of the consolidated time sheet. Presents time keeping policies and procedures at each facility New Employee Orientation (NEO) class. Responsible for providing maintenance training as needed. Identifies areas/challenges where additional support and training is needed (10%) Monitors On Call documentation for retention and policy compliance. Monitors facilities use of Emergency leave and provides data to facility leadership. Monitors facilities use of unpaid leave and provides data to facility leadership to ensure employees are not on leave without pay (or are on a leave of absence) beyond three months. Audits leave records and may maintain employee file with monthly time reports and other supporting documentation as needed for employees suspected of abusing leave. Duties may include: * Training employees and managers on time and leave processes. * Counseling employees and managers regarding FMLA, ESL, SLP, EDSL, FLP, LWOP and LOA * Sending ESL,SLP and FLP request documents to PTLL * Tracking employees on FMLA, ESL, SLP, EDSL, FLP, LWOP or LOA * Following up with managers who are not following policy regarding LWOP/LOA * Run weekly LWOP/LOA reports to check for policy compliance * Participates in departmental meetings * Participates in training and development programs Knowledge, Skills and Abilities (KSAs): Knowledge of: * Identify and mitigate possible challenges relating to time and leave. * HHS policies and procedures relating to time and leave. * Explain policies and procedures to staff and the public. Skill in: * Microsoft Word, Microsoft Excel, Internet Browsers. * Skilled in Customer service. * Data Entry skills. * Prioritize tasks, schedule tasks, and pay attention to details. Ability to: * Must be able to work in an office setting on-site as well as have the ability and infrastructure to telework.
