JOB SUMMARY:
This is a Communications Services Tax Coordinator - Revenue Program Administrator I - SES position in the General Tax Administration Program (GTA), Tax Law Administration Process. The incumbent serves as a member of the Department's leadership team and is responsible for operational, technical, legislative, and procedural issues related to the communications services tax (CST), estate tax, and gross receipts tax.
The incumbent participates in legislative matters, including concept development, review of draft legislation, preparation of operational impact statements for Executive staff review, and implementation of legislation that has passed. This includes legislation impacting the Clerk of Courts Revenue Remittance System (CCRRS) and distributions required of the Department, as well as all matters related to CST, estate tax, gross receipts tax, and sales and use tax (SUT) holidays and exemptions.
The incumbent also serves as the business champion for major communication efforts, such as the publication of bulletins, forms, and instructions to keep taxpayers informed of law changes; responds to questions and inquiries related to CST, estate tax, and gross receipts tax; and assists the Sales and Use Tax Compliance Coordinator as needed.
MINIMUM REQUIREMENTS:
* Currently employed with the Florida Department of Revenue.
* Five years of experience working with taxes administered by the General Tax Administration Program.
* Two years of experience as a lead worker or supervisor.
* Experience writing, editing, and proofing Department of Revenue publications or communications.
* Experience using Microsoft Office products.
SUBSTITUTIONS:
* Bachelor's degree from an accredited college or university may substitute on a year for year basis for the required experience working with taxes administered by the General Tax Administration Program.

Your Specific Responsibilities:
This position provides case management to persons infected and affected by HIV/AIDS within the two-county area of Volusia and Flagler Counties (Area 12). This position provides case management activities through office or field visits according to the guidelines established by the Florida Department of Health Bureau of Communicable Diseases HIV/AIDS Section and the Area 12 HIV/AIDS Program Office. This position reports to the SENIOR HUMAN SERVICE PROGRAM SPEC-SES (64067641). Specific duties are as follows:
Completes Comprehensive Needs Assessments of individuals presenting themselves for assistance through the agency. Develops individualized care plans to address identified needs. Responsible for the implementation and oversight of care plans. Ensures Ryan White services are consistently used as the payer of last resort. Updates all required information regarding payer source eligibility on his/her clients in the FL RW Portal, CAREWare and HMS Databases within three business days. Completes and maintains accurate documentation of all client-specific activities. Case notes, scanned documents and all required information on clients are entered in the FL RW Portal and CAREWare database three business days. Promptly links clients to appropriate agencies for services and activities required to assist the client in achieving the goals and objectives identified in their care plan. Facilitates linkage and re-engagement activities for clients who appear to be out of care. Position Summary
This is a professional position responsible for all activities associated with the recruitment, enrollment and maintenance of iBudget waiver applicants; issuance and renewal of Medicaid Waiver Service Agreements (MWSA), processing provider expansion requests, and processing changes of ownership in APD iConnect.
The Work You Will Do
Review incoming Medicaid Waiver provider application packets and notify applicant of application deficiencies within 30 days. Close applications and send notice of closure if the complete application is not received within 45 days of notice of deficiency. Maintain record of all correspondence with the applicant in the provider record. Issue APD Initial iBudget Waiver Sign-off notice to applicants for submission to the AHCA provider enrollment portal once a complete application is received and applicant's background screening clearance, education and experience has been verified.
Track provider progress through the AHCA application process, close out applicants who do not complete the process and notify State Office Provider Terminations team. Draft, route and issue the initial Medicaid Waiver Service Agreements for those who meet AHCA enrollment requirements. Enter and track MWSA dates in iConnect to ensure renewals are processed within designated time frames and executed agreements are in place prior to the expiration date of the current agreement. Prior to executing renewal agreements, ensure all Waiver enrollment requirements are met, including but not limited to ensuring the provider has current approved Level 2 background screening and has provided APD with a copy of the current Professional Business Liability Insurance policy naming APD as the certificate holder.
Enter new providers into APD iConnect including adding the MWSA and Business Liability Insurance expiration dates and maintain provider record in iConnect. Add all APD residential licensed providers in ABC for room and board payment processing in addition to other service providers only if general revenue payments will be issued to the provider.
Process requests for access to the AHCA Clearinghouse for provider applicants. Once enrolled, monitor re-screening compliance and process alerts to ensure providers adhere to time frames established in the Florida laws. Maintain communication with the State Office Background Screening unit related to the processing of exemption packets and other screening matters. Provide guidance on Background Screening requirements to provider applicants and existing providers as needed.
Provide technical assistance to providers in regard to service provision requirements. Refer provider to the TRAIN Florida unit for user account setup. Respond to provider inquiries in a timely way regarding Medicaid Waiver enrollment qualifications and processes. Conduct technical assistance with provider applicants related to the completion of the enrollment packet, and on required documentation evidencing qualifications, training, and experience.
Process requests for expansion with existing providers. Submit expansion denial action requests to State Office for their consideration. Communicate the expansion approval/denial to the requesting provider. Assist in the development and submission of Provider Agency Action Forms for providers who are being considered for termination.
Conduct provider recruitment activities, as needed, and target the recruitment of specific types of providers needed in the Region. Participate in meetings, conference calls, training, workshops/workgroups, and other miscellaneous activities as needed.

Position Summary
This is a responsible professional position which provides support coordination to consumers with special needs, resulting from a developmental disability. Employees in this position maintain orderly client central records in the APD iConnect system, independently perform complex and detailed reviews of multiple documents, and complete multiple tasks related to the Pre-Enrollment Workstream often under tight timeframes and with limited supervision.
The Work You Will Do
Track and coordinate the Crisis Waiver Enrollment (CWE) requests, update the client's record in APD iConnect including the Crisis Identification Tool, Programs, Divisions, and Notes Tabs as needed, work with families and agencies to obtain missing supporting documentation when processing CWE requests, provide technical assistance to consumers and their legal representatives regarding the CWE review process, identify immediate local, state and community resources to help alleviate the immediate critical needs of the consumer and their families while the CWE review process is underway, and issue the appropriate written notices of crisis denial or approval upon completion of the CWE process.
Facilitate the iBudget waiver enrollment process for Pre-Enrollment clients who have been approved to enroll on the waiver, complete the closure procedures for clients that meet the closure requirements following existing rules and operating procedures, and update and maintain the assigned clients' central records in APD iConnect in accordance with the iConnect Case Management Manual.
Create and update the short form support plan upon the client's initial placement in Pre-Enrollment and the Annual Status Review Form annually thereafter. Consult with individuals and families to identify resources as well as finding and gaining access to natural supports and community resources. Advocate on behalf of the assigned Pre-Enrollment clients and their families. Document contacts and case management activities in the client's record in APD iConnect. Conduct disaster planning and quarterly review activities for Pre-Enrollment clients in Supported Living. Document ongoing progress notes in APD iConnect to explain coordination activities in support plan development, implementation, use of natural supports and justification of expenditures.
Coordinate and monitor the delivery of APD funded supports and services through the Individual and Family Supports (IFS) program to ensure appropriate delivery of the service and the extent to which the services meet the individuals' needs and expectations. Ensure IFS invoices are authorized and prepared within 5 working days of bills received or services approved, using systems and/or other technology for payment and in compliance with the mandatory requirements in Section 215.422, Florida Statutes and Chapter 3A-20, Federal Administration Code.

Duties and Responsibilities
This position is responsible for the independent coordination, scheduling, and event planning of Florida Licensing on Wheels (FLOW) mobile units. Your Specific Responsibilities:
* Establish a trusting relationship with culturally diverse families by initiating and maintaining regular client contact.
* Provide Case Management to pregnant women and infants referred to the Healthy Start Program.
* Provide face to face contact with clients either in the OB provider's office or in the client's residence.
* Provide Parenting Education one on one with clients.
* Provide Breastfeeding Education and Tobacco Cessation Education to individual clients.
* Document all client contact information in the web-based computer application known as the Well Family System
* Provide referrals to community resources to supplement Healthy Start services.
Required Knowledge, Skills, and Abilities:
* Experience in Counseling techniques and strategies
* Experience working with pregnant women and children.
* Problem solving skills related to advancing client self-sufficiency.
* Ability to work well with others as a team.
* Computer skills: competency and experience.
* Experience in interviewing and assessing to determine the needs of the client.
* Knowledge of community resources.
Qualifications:
Minimum-
* Valid Florida Driver's License
* At least 1 year experience working with high-risk pregnant women and/or families
* Must have reliable and dependable transportation every day for home visitation purposes
Preferred-
* 1 to 3 years of experience working with families
* 1 to 3 years home visiting experience
* 1 to 3 years case management experience
* Bilingual with fluency in English and Spanish
* Associate's degree or higher in psychology, Social Work or related field.
