SUMMARY:
DCA is seeking one qualified candidate to join our team as a Budget Analyst. We are open to hiring at the 1, 2, or 3 level, as we are looking for the best talent regardless of where you are in your career. The final job title and salary will be based on the selected candidate's specific education and years of experience.
Experience Level Guidelines:
* Budget Analyst 1: Entry-level. Focuses on learning state systems and foundational budget monitoring. (Meets minimum requirements).
* Budget Analyst 2: Professional-level. Requires previous experience with complex analysis and higher independence.
* Budget Analyst 3: Senior-level. Requires extensive experience, likely in state government budgeting, with the ability to lead projects and provide strategic recommendations.
This position reports directly to the Budget Manager and, under broad supervision, develops, prepares, analyzes, and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and recommends appropriate courses of action to management. Performs expenditure analysis and prepares budget-related financial summaries and recommendations for management review.
MINIMUM ELIGIBILITY REQUIREMENTS
Bachelor's degree in public administration, business administration, accounting, finance, or related field from an accredited college or university
OR
Associate's degree in public administration, business administration, accounting, finance, or related field from an accredited college, AND Two years of fiscal analysis experience
OR
Four years of fiscal analysis experience.
PREFERRED QUALIFICATIONS
Preference will be given to applicants who, in addition to meeting the entry qualifications, possess 2 or more of the following:
* Experience analyzing and interpreting complex financial data
* Demonstrated proficiency with Microsoft Excel (pivot tables, VLOOKUP)
* Experience running queries in PeopleSoft Financials (TeamWorks)
* Experience working in Workday
* Completion of Budget and Financial Management Certification Program
JOB DUTIES AND RESPONSIBILITIES
* Performs job responsibilities with minimal supervision.
* Assists with the development and preparation of the annual operating budget and subsequent amendments.
* Monitors budget, expenditures, and revenues to ensure budgetary compliance.
* Ensures timely review and processing of all financial transactions to maintain expenditure controls.
* Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
* Serves as an adviser to program staff regarding the appropriate utilization of funds.
* Assists with coordination, collection, and analysis of information for and with the Office of Planning and Budget, House Budget Office, and Senate Budget Office.
* Reviews, interprets, and writes policies and procedures associated with budget and other accounting.
* Completes special projects and performs other duties as assigned.

This position is currently designated as an in-office position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

Core Responsibilities:
As a Senior FinancialAnalyst, you will:
• Apply your professional financial, statistical and programmatic knowledge and analytical skills to a wide variety of DHHS analytic/financial initiatives.
• Interpret policy, operational, clinical and financial analytic/reporting.
• Translate outcomes into supporting analysis for fiscal impact forecasts, budgets, utilization and/or actual fiscal outcomes.
• Assist with troubleshooting and evaluating work program, budget, and finance related issues.
• Work both individually and as part of multi-discipline teams on projects varying in size and scope from short-term ad-hoc requests to long-term strategic initiatives to validation of application system upgrades, updates and conversions while collaborating with DHHS offices and the Department of Administrative and Financial Services.
• Collect and analyze financial, utilization, health care and quality data; preparing reports, analyses, and forecasts in support of, operational and budgetary initiatives; and general ledger and transactional claims reconciliations.
• Assist in validating and maintaining integrity of data within and extracted from our data systems.
• Research and analyze internal and external data and monitor macro-level trends to inform decision-making.
• Work with and manage teams from across the department so as to improve financial outcomes and operational efficiency.
Minimum Qualifications:
In order to qualify, you must have an eight (8) year combination of education and/or experience which includes a Bachelors Degree in Business Administration, Statistics, Mathematics or a closely related field -AND- four (4) years of responsible experience in accounting, cost, budget and/or financial analysis. Directly related professional experience may be substituted for education on a year-for-year basis. Prior experience in analyzing Medicaid financial or program data is preferred.
The background of well-qualified candidates will demonstrate the following competencies:
1. A demonstrated ability to obtain, synthesize and integrate a broad range of data (financial and/or programmatic) from multiple sources for use in analytic/financial reporting initiatives.
2. Knowledge of finance and/or standard operational business processes.
3. A history of utilizing data and statistical analysis to test, challenge and defend assumptions. Experience with large scale ERP (Enterprise Resource Planning) and data warehouses is preferred.
4. Advanced technical skills in the use of spreadsheets (pivot tables, functions, macros/VB script, etc.), database query/reporting methodologies and statistical analysis skill sets.
5. Prior experience with Business Intelligence and/or Analytic software suite is preferred (i.e. SQL Server SSRS/SSAS, Cognos BI, Business Object, SAS, SPSS, etc.).

Essential Functions:

Manages airport noise abatement and environmental programs and assists in coordinating and addressing airport operational needs and issues.
Develops, implements, and manages comprehensive noise abatement and environmental compliance programs to ensure adherence to federal, state, and local regulations governing airport operations.
Operates, maintains, and troubleshoots the Airport Noise and Operations Monitoring System (ANOMS), including associated flight tracking software, remote noise monitoring terminals, microphones, and related hardware; and ensures system functionality through routine diagnostics, data archiving, equipment calibration, and coordination with technical support as needed.
Conducts detailed analyses of aircraft noise and flight activity data using ANOMS, FAA radar data, and other aviation sources to identify noise trends; assesses compliance with established procedures; and supports long-term mitigation strategies.
Investigates community noise complaints by correlating flight and noise data to reported incidents; prepares formal responses and summaries for airport leadership; and provides timely information and updates to residents.
Leads and monitors environmental sampling efforts, including the collection and analysis of water samples; and documents findings and coordinates corrective actions in response to potential environmental concerns.
Prepares technical reports and presentations to support internal planning and regulatory reporting requirements, including monthly noise compliance summaries and quarterly/annual performance reports.
Assists in maintaining operational compliance by conducting airfield self-safety inspections, wildlife mitigation, and working with airport security and maintenance departments to complete airport operations tasks.
Conducts annual airport operations, communications and driver safety training for airport employees, contractors, and tenants having driving access in the movement areas of the airport.
Minimum Qualifications:
Bachelor's degree in Airport Administration, Aviation Management, Civil or Aeronautical Engineering, or a related field required; three years of experience in airport operations, or aviation sector required; and noise and environmental monitoring for airport operations preferred; or any combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
Specific License or Certification Preferred: Must possess and maintain a valid Georgia driver's license. Accreditation as a Certified Member (C.M.) by the American Association of Airport Executives (AAAE) and/or AAAE Airport Certified Employee - Airfield Operations (ACE-Ops) credentials preferred.

Duties and Responsibilities

Responsible for taking general direction from and assisting Controller as needed with the annual audit by preparing work papers, schedules and analyzing account balances.
Prepares special reports and financial analysis as requested by the Controller and Chief Financial Officer.
Collaborates with Budget Manager in maintenance of general ledger chart of accounts structure and accounting system updates.
Maintains and reconciles a variety of ledgers, reports and account records; examines and corrects accounting transactions to ensure accurate recording, balancing and classification of all revenue and expenditures to proper accounts in accordance with City procedures.
Assist auditors with financial audit of City; provide financial statements and information as necessary. Analyze various funds, financial summaries and statements; initiate improvements or revisions in the accounting system or its procedures.
Responds to a variety of inquiries from the public, various agencies, and contractors regarding accounting procedures and other fiscal matters
