It involves senior-level computer systems analysis work to support Texas's 28 Aging and Disability Resource Centers (ADRCs). The Systems Analyst IV performs highly advanced systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems to meet the needs of the OADRC. Work involves analyzing user requirements, automating manual processes, improving existing systems, providing technical guidance, and ensuring the ongoing optimization of data systems. This position collaborates with data providers, local ADRC partners, and internal stakeholders to ensure system integration and compliance. This role provides stakeholders with effective technical solutions to support reporting, data analysis, and program management initiatives. The Systems Analyst IV evaluates and implements data management tools, develops and maintains technical documentation, and prepares flowcharts, diagrams, and reports to guide analysis and decision-making. The analyst consults with agency leadership on technology strategies and emerging applications and may recommend system modifications or policy updates to improve business processes. The Systems Analyst IV works under minimal supervision, exercising initiative and independent judgment. The position may train other staff, ensuring adherence to established standards and promoting technical excellence. Essential Job Functions System Implementation and Data Integration (20%) Supports the implementation of cloud-based SaaS solutions and assumes responsibility for ongoing system maintenance for the ADRC program in coordination with HHSC Information Technology and CS Operations Support. Duties include comprehensive planning, data assessment, cleansing, mapping, and process automation to ensure compatibility with new systems. Designs and implements workflows that enable seamless migration and optimal functionality. Documents all phases of the system life cycle-using flowcharts, data models, and system diagrams-and ensures clear communication throughout the Software Development Life Cycle. System Transition and User Support (20%) Facilitates the transition of ADRC providers to new systems by providing strategic oversight and post-migration support. Develops training materials, user documentation, and FAQs; conducts end-user training; and recommends performance optimization strategies. Serves as a subject matter expert for ongoing training, system monitoring, and issue resolution. Provides technical guidance to others as appropriate. Communication and Coordination (20%) Provides regular status reports on enhancement activities, identifies issues affecting system functionality, and communicates progress to the OADRC Director and project stakeholders. Participates in meetings with developers, analysts, database administrators, and project managers to ensure collaboration and transparency. Updates task assignments in ticketing systems and prepares technical reports, charts, and presentations-including data analysis and reporting-for both technical and non-technical audiences, including internal business units, external partners, and contracted providers. Analyzing Data and Reporting (15%) Collects data from relevant systems to generate reports for both internal and external stakeholders. Collaborates with leadership to review data, identify trends, and highlight areas for improvement. Analyzes and reports on data to guide decision-making and evaluate project outcomes. System Testing and Quality Assurance (10%) Performs testing of assigned programs, including generating test data, writing test scripts, executing test sequences, and diagnosing errors. Applies current software development and testing methodologies to ensure the quality, security, and maintainability of applications. Ensures design and implementation comply with HHSC and state IT standards. Compliance, Audit, and Data Integrity (5%) Validates and audits system processes to maintain data integrity and compliance post-migration. Evaluates system performance, scalability, and workflow limitations and recommends improvements. Collaboration and Relationship Management (5%) Collaborates effectively with OADRC team members and stakeholders to achieve project goals, maintain timelines, and foster an environment of trust and cooperation across programs and divisions. Other Duties as Assigned (5%) Performs related work as assigned, including participation in emergency or disaster response operations as required by HHSC policy. Registration Or Licensure Requirements * Certified Information Systems Auditor (CISA) preferred * Information Technology Infrastructure Library (ITIL) certification or related certification preferred * Scrum Certification preferred Initial Selection Criteria * A bachelor's degree or higher in a technology-related field is generally preferred. May substitute direct work experience in a technical field on a year-for-year basis in lieu of education for up to four years. * Four years of experience implementing Cloud-Based SaaS solutions within Amazon Web Services (AWS), Microsoft Azure, or other cloud service providers. * Experience supporting large-scale system implementations, migrations, or process automation projects * Experienced in written and verbal communication, adept at explaining complex technical concepts to non-technical audiences.
