Under general supervision, this role assists in the implementation of the Pure Water Silicon Valley (PWSV) project, including planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water for direct potable reuse (DPR). Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.
The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.

Key Responsibilities include, but are not limited to:
* Supporting the planning, design, piloting, and validation studies of the advanced water treatment facility (AWTF) as well as the distribution of purified water, while also assisting in the formulation of water quality testing strategies, validating treatment processes, providing technical assistance for design, operational planning, and monitoring strategies, ensuring adherence to DPR regulations, managing Reverse Osmosis Concentrate, and facilitating the incorporation of purified water into the existing water supply and distribution network.
* Articulating the needs for various stages of PWSV such as Pilot/Demo phase and outlining a clear pathway to implementation through technical support for design reviews, engineering support, submittals, change orders, RFls, etc., and acting as a technical oversight during the design and construction phases for the Pilot and Demonstration Facilities and supporting the sampling, testing, data management, report preparations, etc.
* Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting potable use and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
* Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

* Experience reviewing and contributing to engineering design documents, construction submittals, RFIs, and change orders.

* Water resources and environmental engineering work.
* Water quality parameters, analytical testing methods, and laboratory QA/QC procedures.
* Working on regulation and with regulatory agencies.
Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civilengineering or a field related to assigned functional area(s).

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Essential Duties & Responsibilities
Include the following. Other duties will likely be assigned.
Support Project Manager in driving project's overall flow effectively from inception to completion.
Review contract and bid documents from estimating; review and understand scope for project turnover. Attend walk-throughs.
Assist with project document control, including but not limited to, insurance, bonding, permits, submittals, RFI's, change orders, correspondence, etc.
Ensure documents are centrally saved in the project's chosen document control software.
Verify correct drawings are distributed to field.
Assist with schedule of values, or billing format as required by the contract documents.
Support project schedule showing completion, delivery dates and sub requirements. Integrate into overall project and manpower schedule as required.
Request PO's for major equipment and subs indicating shipping requirements, and anticipating delivery dates. (Request proper delivery notice at that time.)
Facilitate material takeoffs by trade foreman.
Attend all necessary meetings with both internal and external entities to review scheduling and delivery, work plans, job progress, manpower, and solutions to setbacks.
Support accounting department in monthly billings and collections and follow up on outstanding balances.
Collaborate with foreman regarding project safety. (Toolbox talks and weekly walk through.)
Gather information for changes in work and turnover to estimating for pricing. P.M. will finalize C.O. pricing after estimating completes takeoff and attempt to maximize profit on C.O.s. Ensure no work starts prior to approval or notice to proceed.
Assist field personnel in closeout of project.
Obtain as-builts from field; request CAD from engineering.
Escalate critical and/or sensitive issues to the Project Manager with recommendation for resolution.
Comply with all Company operating policies, procedures, and safety programs as established.
Perform additional assignments as required by the needs of the company or as directed by executives.

ESSENTIAL FUNCTIONS:
Responsible for the development of long-term and short-term capital improvement plans for urban water infrastructure and systems for the 2027 General Rate case.
Oversees and manages the work of external consultants.
Participates in the development of processes and standardized approaches to capital planning and asset management.
Analyzes district project needs and critical facilities and life cycle cost calculation to determine the best project selection.
Evaluates prepared justification by different stakeholders and/or prepares well-written project justification for capital projects, including scope, schedule, and budget.
Performs preliminary design of water supply, distribution, and transmission facilities to define project scope, schedule, and budget accurately.
Performs quality control of written justifications, project estimates, and the capital program submittal for each district.
Gathers and analyzes supply, storage, water quality, and operations data to properly propose capital improvements.
Works with the Rates Department to understand the companywide rate case process, participates in the Company's rate case filings, and facilitates the rate impact discussions. This may include multi-disciplinary meeting coordination and follow-ups.
Provides quality assurance and responses for California Public Utility Commission tours, data requests, rebuttals, and settlements.
Travels to Company districts periodically to visit project sites and performs follow-ups and coordinates meetings to understand and document districts' future project needs. This might need an overnight stay.
Participates in presentations to internal and external staff regarding proposed capital projects.
Analyzes capital project completion results and makes recommendations for improvement.
Trains Company staff on how to properly access and create project justification documents for proposed capital projects.
Participates in and supports the Company's Continuous Improvement program and projects.
Performs work on-site at assigned location

MINIMUM QUALIFICATIONS
Bachelor's degree in civilengineering or related field and or equivalent relevant experience; Master's or Ph.D. degree preferred.
Two years of experience working in an engineering capacity with water system planning, design, construction, and cost estimating is highly desirable.
California Professional Engineer registration is preferred and EIT registration is strongly preferred.
Excellent verbal and written communication skills, including the ability to write clear and concise project justifications, procedures, and detailed instructions.

Qualifications
