Position Summary
We are seeking multiple Field Construction Managers to oversee on-site construction activities for major power infrastructure projects across the state of New York. The FCM is responsible for day-to-day supervision of civil, electrical, and mechanical construction work, ensuring that all activities comply with safety, quality, cost, and schedule requirements. This position serves as the key interface between field teams, contractors, and project leadership.
Key Responsibilities
Manage daily construction operations, coordinating subcontractors and ensuring field work aligns with project plans and technical specifications.

Conduct daily safety briefings, weekly progress meetings, and maintain two-week lookahead schedules.
Review contractor invoices, manage material deliveries, and maintain accurate as-built documentation.

Review and enforce contractor Health and Safety Plans, ensuring full compliance with OSHA and site-specific requirements.
Monitor and document environmental compliance, including inspections, reporting, and corrective actions in collaboration with regulatory agencies (e.g., EPA, NYSDEC).
Track and manage field change orders, RFIs, design revisions, and claims; maintain documentation in ProjectWise and SAP.
Validate material submittals, test results, and inspection records to support project closeout.
Coordinate outage requests and field work with utility operators through E-STAR or CONVEX systems.
Support commissioning, testing, and turnover activities by ensuring readiness and proper documentation.
Prepare and submit daily, weekly, and monthly reports summarizing progress, safety, and quality metrics.
Qualifications
Bachelor's degree in Engineering (ABET-accredited) or equivalent technical experience.
10+ years of relevant field experience in construction management, testing, commissioning, or maintenance within the power or utility sector.
Strong understanding of substation, transmission, and distribution systems, including relay protection and SCADA systems.
Knowledge of NERC, CIP, NEC, NESC, FERC, and OSHA standards.
Demonstrated experience with outage coordination and field safety audits.
Proficiency in ProjectWise, SAP, and related project management tools.
Certifications required: OSHA 30-Hour Training, First Aid/AED, and valid driver's license; must pass background check per IUSA contractor policy.
Some Field Construction Manager positions will also require NICET Level II certification and NERC certification.

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.

Formal Training: You will be required to complete a paid pre-academy orientation for approximately two (2) weeks at your home port. You will then attend a 101-day training program - CBP Field Operations Academy - conducted at the Federal Law Enforcement Training Center (FLETC) located in Glynco, GA. This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.

Your Role: The CNC Operator III is a key member of the Elliott Manufacturing Machine Shop department. Under little to no supervision, the CNC Operator III will be responsible for programming, operating and implementing machine processes while maintaining company safety and quality expectations. Additionally, the CNC Operator III will manage related inventory and keep accurate records of daily production. The CNC Operator III has responsibility for operating all relevant CNC machinery, tools, and equipment and undertake standard and complex production tasks (based on experience level) safely and in accordance with instructions. The CNC Operator III will perform TPM's on equipment, troubleshoot problems, and/or arrange to have equipment repaired or serviced by appropriate technicians. What You'll Be Doing:
· Independently set up, operate and program various CNC Machines (methods, tooling, and fixtures to assure proper methodology) with minimal training and have proficiency in multiple competencies within the Machine Shop.
· Detect and troubleshoot system malfunctions through taking measurements, adjusting controls, reprogramming machines, and closely monitoring grooving, drilling and cutting.
· Accomplish company objectives by accepting responsibilities for completing innovative and new requests while also exploring value-adding opportunities.
· Identify opportunities to reduce machining time through process improvements.
· Advise the maintenance department or supervisor of any machine issues, crashes, or needed repairs.
· Use standardized guidelines for setups, tooling, fixtures and equipment and suggests process improvements.
· Maintain the necessary paperwork for the CNC Machine and other operations within the Machine Shop.
· Input to revise methods (setups and fixturing to correct deficiencies).
· Check and report repairs and make necessary adjustments to tools and fixtures before returning to assigned storage area.
· Ability to use DNC software to upload/download programs. Ability to program Mazatrol controls is a plus.
· Ability to use and understand inspection tools and equipment.
· Knowledge of blueprints and tolerancing.
· Provide training as necessary to other operators and serve as a mentor to improve overall operation of the machine shop.
· May be required to work overtime. · Produce production runs of work orders as necessary.

Train, supervise, direct, and evaluate program staff. Participate in the selection process to identify the best camp staff. Manage the staff schedule to ensure staff to child ratios are met.
Plan and facilitate components of the pre-camp staff training program.
Provides for and organizes equipment and supplies for camp activities.
Ensure effective communication between staff and parents of campers.
Develop and maintain positive, open communication between campers and camp staff.
Implement and maintain work rules and regulations as required by YMCA Buffalo Niagara and the NYS Health Department.
Maintain the cleanliness and organization of program/work areas. Follow and enforce camp protocol to clean commonly used areas. Ensures PPE compliance.
Pursue new and innovative program initiatives.
Participate with campers when needed in the pool during swim lessons and free swim.
Oversee and perform the administrative functions including attendance, camper development, program planning, and evaluation.
Perform the responsibilities of the Overnight Camp Director during absences.
Implement ongoing safety checks to ensure a healthy and safe camp environment. Implement emergency procedures when necessary.
Performs additional duties as assigned.
QUALIFICATIONS:
Must have at least 24 weeks of previous administrative or supervisory experience in camping or equivalent experience acceptable to the NYS Commissioner of Health.
Must have a Bachelors' degree or be at least 25 years of age to meet overnight camp regulations.
Strong leadership, communication and organizational skills.
American Red Cross, American Health Association, American Safety & Health Institute certification in CPR/AED (Adult, Child, Infant).
American Red Cross Responding to Emergencies is preferred.
Pay: $100 per day
