Health & Safety Officer - Vertical Demolition Project
Duration: 6-Month Project with Potential for Direct Hire

large-scale, high-risk vertical demolition project in Crows Landing, CA.

🚧 Demolition Experience is a MUST
Candidates must have prior experience managing safety on demolition projects, particularly involving vertical structures. This is a critical requirement due to the complexity and risk profile of the work.
Key Responsibilities
Enforce safe work practices on-site, especially during vertical demolition activities
Maintain training and certification records across multiple platforms
Conduct Safe Work Observations (SWOs) and lead field safety meetings
Review incident reports and support investigations
Prepare and manage project-specific safety documentation (HASP, field binders)
Analyze safety data: near-misses, incidents, stop works, observations
Oversee subcontractor HSE qualification and compliance
Perform root cause analyses and recommend corrective actions
Conduct weekly safety audits and inspections
Develop AHAs and JSAs tailored to demolition and construction tasks
Collaborate with regional leadership to support safety programs
Provide training and administrative support to field teams
Track HSE and KPI metrics to measure performance
Respond to pre-qualification and compliance inquiries
Job Requirements:
Qualifications & Skills
Strong knowledge of OSHA regulations, demolition safety, and construction HSE standards
Familiarity with industrial hygiene, COCs, and exposure action levels
Experience with behavior-based safety programs and site-specific safety plans
Proficiency in Microsoft Office and strong administrative skills
Excellent communication and public speaking abilities
Proven ability to lead by example and work across all levels of the organization
Must be comfortable in both field and office settings
Education & Certifications
Bachelor's degree or 5+ years of relevant industry experience
Background in engineering or environmental construction safety preferred
Certifications: Title 17 Lead CDPH, BAAQMD Rule 8, OSHA #500 or #510 (preferred)

DUTIES AND RESPONSIBILITIES

Act as onsite safety representative for the duration of a given contract.

The SSHO is required to have a minimum of 5 years of construction industry safety experience on similar projects
Familiarity with requirements of USACE EM 385-1-1
SSHO shall have Construction Health & Safety Technician (CHST) certification
30-hour OSHA construction safety class within the last 5 years
40-hour HAZWOPER Certification
An average of at least 24 hours of formal safety training each year for the past 5 years
Must be a United States Citizen and able to pass DOD security checks
Completed the USACE EM 385-1-1 40 hour course within the last 2 years
Current CPR/First-Aid certification
Competent person training as needed
Safety Trained Supervisor (STS) certification from the Board of Certified Safety Professionals preferred
Bachelor's Degree preferred

Assist in the implementation of DSMB-related Standard Operating Procedures (SOPs) and Working Practice Guidelines in accordance with GCP, FDA, EMA, ICH, and NIH standards.
Maintain and manage accurate documentation for DSMB charters, rosters, COI forms, DSMB summaries/meeting minutes, and regulatory correspondence.
Support audits and quality checks related to DSMB activity and compliance status.
Coordination & Logistics Support
Lead or support meeting logistics, including agenda coordination, calendar invites, and material distribution for both open/blinded and closed/unblinded data reports
Track action items, meeting outcomes, and follow-up requests to ensure timely resolution.
Coordinate onboarding and conflict-of-interest (COI) documentation for DSMB members and serve as a key point of contact for meeting logistics.

Summary

Job Summary:

About the Job
The Safety Specialist is responsible for the execution of MLC safety systems and culture for Ste. Genevieve operations. Understand and assist in the development, execution, and measurement of safety goals, metrics and KPI's. Work with and assist other members of the safety & health department, as needed.
+ Stay current on safety and health regulations. Provide guidance for compliance with current MLC and governmental safety rules and regulations for all management, supervision and work force.
+ Work with safety pillar teams to address employee reports of unsafe acts or conditions and follow up to ensure any problems are resolved in a timely manner. Facilitate the sharing of best practices and areas of opportunity for safety pillar teams. Work with employees to risk rank major tasks and develop defenses where needed for those that represent significant risk.
+ Through learning teams, execute outstanding response and corrections to significant deviations/errors and preventive actions to reduce the likelihood and severity of future incidents. Work with employees to develop new and update existing Safety Standards, as necessary.
+ Conduct periodic inspections of plants, mines, and contractor work, to ensure working conditions and practices are in compliance with all safety rules and regulations. Consult with department management, and supervision on any safety violations noted, and provide guidance for corrective action. The primary responsibility of Safety Personnel is guidance; however, they have the authority to suspend work in an area or with equipment if required safety standards and/or safe work practice are being violated.
+ Coordinate safety inspections with regulatory agencies (primarily MSHA), in addition to Management and Labor unions. Accompany inspectors on all inspections and report proceedings of inspection activities, including following up to ensure any discrepancies are addressed and corrected, and closing out meetings after inspections.
+ Maintain and administer current Safety Incentive Programs and develop new programs as needed. Maintain continued interest in safety by promoting safety through communications.
+ Respond to emergencies as necessary, including off shifts, holidays, and weekends. Record reports of injury and arrange for medical treatment and transportation if required. + Develop and maintain monthly reports for the Safety Department. Data management required. Develop and conduct OSHA and MSHA training as necessary. Develop and conduct additional safety training programs as necessary.

Required Qualifications
+ Education: BS/BA Degree in Safety or equivalent safety experience required. MSHA Training Instructor Certification (IS, IU) a plus.

Job Overview
The Site Safety and Health Officer (SSHO) will prepare and enforce Chugach's safety program for maintenance operations support team of skilled and semi-skilled tradespeople at Naval Air Facility, El Centro, CA. The contract will cover general service work, general maintenance, base support vehicles and equipment, environmental, and other base services. The SSHO is responsible to implement and administer Chugach's safety program and Government-accepted Accident Prevention Plan. This position is designed to establish a culture of safety throughout the contractual organization.

Responsibilities
Essential Duties and Job Functions:
* Responsible for risk mitigation of all of the hazards identified in Chugach's Safety and Health Program IAW the accepted Accident Prevention Plan and shall be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed.
* Acts as primary point of contact for all safety-related issues.
* Ensures a high level of internal and external customer service; investigates and corrects safety-related problems and risks.
* Develops, implements, and maintains safety practices associated with assigned departments and interrelated departments and which align with Chugach's culture of safety.
* Establishes programs for safety with the goal of aligning all operational functions with a structure that is focused on forward looking, i.e., preparing/approving safety procedures, providing work instructions/procedures/check sheets, maintain internal safety programs.
* Develops and presents company and contract information at all hands meetings.
* Ensures departmental reporting and data calls are executed in a timely, complete, and accurate manner.
* Fosters teamwork between departments on safety-related issues.
* Provides clear and decisive written and oral communication.
* Establishes and maintains good working relationships with Government and internal customers.
* Works professionally and collaboratively with all contract and company personnel.
* Maintains a high degree of professionalism and works well with all levels of the organization.
* Operates Government and Chugach-owned motor vehicles.
* Adheres to established company safety personnel and SOPs and policies.
* Performs other duties as assigned.
Job Requirements
Mandatory:
* Five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity.
* If possessing a Certified Safety Professional (CSP) certification, must possess five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity within the last three years.
* Completed the OSHA 30-hour construction safety class or equivalent.
* Must maintain competency through 24 hours of formal safety- and health-related coursework over four years.
* Meets the requirements of EM 385-1-1 Section 1.
* Skill in the use of MS Office Suite at an intermediate level.
* Knowledge of generally accepted standards of workmanship in maintenance of facilities.
* Knowledge of Government contracting terminologies and applications.
* Ability to effectively communicate, read, and write in English.
* Ability to be on site during the Government's regular working hours and shall be available on site within two hours after the Government's request after regular hours.
* Knowledge of equipment maintenance.
* Must have, and maintain, a valid Real ID driver's license with acceptable driving record.
* Must be able to pass a Pre-Employment background check and drug screen test.
