The Specifics of the Role

Key Responsibilities
Field Safety Leadership
Provide full-time, on-site safety oversight for Downtown Houston civil construction operations.
Conduct daily field safety inspections, hazard analyses, and equipment audits.
Enforce all HBC safety policies and OSHA 1926 regulations.
Underground Utilities Safety
Monitor trenching, excavation, manhole access, and utility installation.
Ensure proper sloping, benching, shoring, and shielding are in place.
Verify JHAs, utility locates, and competent person designations.
Environmental & Storm Water Compliance
Enforce SWPPP requirements and maintain stormwater records.
Inspect and maintain BMPs (silt fencing, inlet protection, rock check dams, etc.).
Ensure compliance with TPDES Construction General Permit rules.
Conduct environmental walkthroughs and implement corrective actions.
Construction Stagegate Compliance
Support and document each Stagegate milestone.
Verify safety and environmental controls before advancing to the next phase.
Collaborate with PMs to ensure compliance gaps are resolved promptly.
Revegetation & Restoration Oversight
Inspect erosion control, restoration and revegetation activities.
Ensure compliance with environmental restoration specifications.
DOT COMPLIANCE & TRAFFIC CONTROL
This is a critical component of the position.
The Safety Specialist will:
Ensure DOT compliance for equipment, fleet, and trucking operations.
Conduct walk-throughs of haul routes, delivery paths, and access points.
Verify driver certifications, logs, inspections, and compliance documentation.
Ensure all traffic control plans (TCPs) are implemented correctly.
Inspect signage, barricades, lane closures, flagging operations, and detours.
Coordinate with city inspectors, traffic engineering, and third-party MOT providers.
Ensure TCP modifications are approved and compliant with MUTCD standards.
Training, Documentation & Reporting
Lead daily safety briefings and weekly toolbox talks.

Qualifications
Required

A bachelor's degree in Environmental Science, Occupational Health and Safety, or a related field is required
Experience leading safety in an industrial manufacturing environment required, in an extrusion environment a huge plus
Proficiency with computers and Microsoft Office products required

The Korte Company is seeking an experienced Site Safety and Health Officer (SSHO) willing to travel up to 100% for commercial/government construction projects to maintain safety for every aspect of the project. Safety is critical to the success of our construction projects and this position will be the key person responsible for adherence to our safety standards. The ideal candidate will provide proactive, visible leadership in developing the safety culture on the project site.
ESSENTIAL FUNCTIONS
* Conduct and document daily safety and health inspections
* Conduct mishap investigations and complete required reports
* Maintain safety reference materials on the jobsite
* Attend all preparatory and periodic in-progress meetings
* Ensure subcontractor compliance with safety and health requirements and inspections
* Conduct new employee safety orientation
* Lead on-site safety meetings and toolbox talks
* Perform project hazard analysis and maintain hazard communication programs
* Verify safety training of all workers
* Traveling/relocation will be required
MINIMUM QUALIFICATIONS
The characteristics listed below are representative of those sought to perform this job successfully.
* 30 hour OSHA certification training within last 5 years
* Proof of 8 hours or more of formal safety training each year for the last 5 years
* must be able to provide dates and hours
* First Aid and CPR certified
* 24 hour Competent Person for Fall Protection training that complies with EM 385-1-1 section 21 (Current within 2 years)
* Certificate of training on the following:
* Excavations
* Scaffolding
* Fall protection
* Hazardous energy
* Confined space
* Health Hazard recognition
* Personal Protective Equipment
* Strong analytical, problem solving, organizational, multi-tasking, communication and conflict management skills
* Computer knowledge in sending emails, daily reports, construction look-ahead schedules, and iPad use

EDUCATION + EXPERIENCE
Qualified applicants will have:
* Corp of Engineers EM 385-1-1 experience
* 5 years of experience on similar construction projects - must be able to provide dates and descriptions of previous projects including dollar amounts
* Experience on large ground-up; DOD/USACE; vertical projects of 15M+ preferred
* BCSP certification as a Safety Trained Supervisor (STS), Construction Health and Safety Technician (CHST) Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), and/or Associate Safety Professional (ASP) preferred.
