WAGE RANGE: $62,000 - $68,000/annually
JOB SUMMARY:
Catholic Charities is seeking a dynamic people leader with experience in day shelter operations and who is compassionate, trauma-informed, and culturally aware to be its next Program Manager II in our housing division at our Higher Ground- St Paul location.
The Program Manager II is responsible for more than one program and/or manages a program with considerable complexity and/or larger numbers of staff, fundraising and funding proposals, and contract compliance activities.
They will provide input on policy and procedure changes, policy implementation, planning and development of new and existing program services, and budget preparation and management.
They are responsible for the delivery of client services within Catholic Charities standards, and legal and licensure requirements.
They will participate in conferences, training, and in divisional and agency strategic planning process, as requested by the direct supervisor.
ESSENTIAL FUNCTIONS:
Ensures the program meets accreditation, licensing and best practice standards.
Ensures data tracking and compliance requirements are met. Prepares reports and statistical information as requested.
In conjunction with HR, recruits, hires, coaches, reviews, supervises and terminates as necessary program staff members. Builds team of professional colleagues.
Collaborates with the Volunteer Coordinator in the placement of volunteers and interns.
Responsible for reviewing and ensuring the relevance, accuracy, and timeliness of data and reporting for purposes of accountability and client outcomes.
Works with direct supervisor to develop and implement program vision and goals.
Connects with the community via outreach, and through additional methods, to ensure program information is accessible and available to the community.
Works with supervisor and Development staff to monitor and/or negotiate contracts/grants as required.
Other duties, as assigned.
Develops and implements multiple and/or complex program strategies and goals.
Responsible for ensuring the timely completion of program billing.
Manages multiple program budgets, including revenue, expenses, and capital budgets.
MINIMUM QUALIFICATIONS:
Post-secondary education preferred.
Minimum of three (3) years of relevant experience.
Must have at least three (3) years of supervisory experience.
Must have a valid driver's license, and proof of insurance coverage.
Ability to work with low-income populations, including those who may be experience homelessness, unstable housing, and/or mental illness required.

JOB SUMMARY:
Catholic Charities is seeking a dynamic and self-motivated people leader who is compassionate, trauma-informed, and culturally aware to serve as a Program Manager II at our Higher Ground - Minneapolis shelter location.
The Program Manager II provides leadership and operational oversight for the Higher Ground Minneapolis Shelter, ensuring services are delivered with dignity, safety, and a focus on housing outcomes. This position manages daily operations, staffing, and budgetary performance, including the Pay-for-Stay program, while fostering a compassionate, accountable, and mission-driven team culture.
The successful candidate combines strong business acumen with trauma-informed leadership, viewing shelter as a pathway to housing and long-term stability. The Program Manager partners closely with internal teams, community organizations, and funders to achieve measurable outcomes that align with Catholic Charities' mission and service standards.
This role requires flexibility to be present during business hours for meetings and coordination, as well as evening or occasional weekend hours to provide on-site leadership when the shelter is open.
ESSENTIAL FUNCTIONS:
Provide day-to-day and strategic leadership for shelter operations to ensure compliance, quality, and safety standards.
Supervise, develop, and evaluate program staff; build a high-performing and collaborative team culture.
Oversee program budgets, billing, and Pay-for-Stay revenues; ensure responsible stewardship of resources.
Monitor data accuracy, reporting, and outcomes to meet funder and agency expectations.
Lead program planning and improvement initiatives aligned with division and agency goals.
Strengthen community partnerships and participate in coordinated response systems supporting guests' housing stability.
Uphold trauma-informed, inclusive, and equitable practices across all program areas.
Represent Catholic Charities in external meetings and collaborative networks.
Perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Has the ability to work with diverse and/or low-income populations, including those who may be experiencing homelessness, unstable housing, and/or mental illness.
Commitment to trauma-informed care, harm reduction, and housing-first principles.
Equivalent experience or bachelor's degree in human services, public administration, or a related field
Minimum of three (3) years of progressive program management and supervisory experience.
Demonstrated experience with budget oversight and data-driven program management.
Knowledge of issues related to homelessness, mental health, chemical dependency, and housing systems.
Proven ability to lead and inspire diverse teams in a fast-paced environment.
Excellent communication, collaboration, and problem-solving skills.
Valid driver's license and proof of insurance required.

The Program Manager II provides leadership and operational oversight for the Saint Paul Opportunity Center (SPOC) - a welcoming, daytime program within Catholic Charities' Dorothy Day Place campus. The Opportunity Center is an integrated, one-stop location connecting adults to critical services that improve health, income, housing stability, and overall well-being.
This role ensures coordinated, high-quality services delivered in partnership with community organizations such as Ramsey County, Minnesota Community Care, veteran services, and mental-health providers. The Program Manager cultivates a trauma-informed, inclusive environment that fosters dignity and belonging while maintaining strong operational, financial, and compliance standards.
The successful candidate demonstrates collaborative leadership, strong business acumen, and a deep commitment to Catholic Charities' mission of ending homelessness and poverty.
ESSENTIAL FUNCTIONS:
Provide strategic and day-to-day leadership for the Opportunity Center's operations and service coordination.
Supervise, coach, and support program staff to deliver high-quality, trauma-informed services.
