McCarter began his career with Blueprint Technologies as a strategic planner, where he also learned to run a small business. Prior to founding Chartis Federal, he helped develop the enterprise architecture practice at Project Performance Corporation and grew it into a multimillion-dollar practice.

McCarter lives in Leesburg, Virginia with his wife and twin boys.
