The very first house erected upon the ground now occupied by Rushville, was a large double cabin built by Doctor W.B. Laughlin, in December of 1820, near the river, back of where John Fouts now resides.
The first school taught in the township and county, was by Doctor W. B. Laughlin, in 1821.
The first postmaster in Rushville was Charles Veeder, in 1822.
To begin with, there were few, if any buffalo in Rush County in 1822.
Lauman, in 1823, opened one west of the courthouse, and Job Pugh, one north of the courthouse.
Thomas Wooster opened a dry goods store in 1828.
Joseph Hamilton came to Rushville in 1830, and opened a dry goods and grocery store, in a room where Toolen's block now stands.
1838 – Rushville Becomes an Incorporated Town
Mills In 1840, Harvey W. Carr, Joseph Nichols, Joseph McPike, and Doctor William Frame formed a company and built the steam mill to which was attached a saw mill.
In the spring of 1845, John and Jesse Carmichael bought it.
The railroad, built in 1850, created a frenzy of business openings including factories, mills, grain elevators, and a bank.
In February 1870, H.G. Sextons's first addition was made to the northwest part of town.
In 1870, John Carmichael bought out the interests of Winship and Estell Moffett, it being the one-half interest of the concern; he paid for this $20,000.
The opening minutes of the proceedings of the board at the meeting following September 20, 1875, shows that the clerk was ordered to buy a new set of record books for the corporation.
As the story goes: On the evening of September 11, 1875, two ordinance books, the corporation records of the town, and minutes from the first board meetings were stolen from the justice of the peace’s office.
The City Mills were built by J. B. Fouch, in 1881, and are now doing a fine custom business under the present proprietor, T. W. Hilligoss.
These gentlemen had been elected to the respective offices named, at a special election held on September 4, 1883.
The city of Rushville began as a settlement called Rush Valley, two miles north of its present location, in 1884.
The village of Rushville was incorporated on October 9, 1885.
When the Fremont, Elkhorn, and Missouri Valley Railroad churned westward across Sheridan County in 1885, the tracks missed the established community.
In Doctor John Arnold’s History of Rush County 1888 there is no mention of a population.
From good-natured pranks by the “Brothers of the Brush” and “Sisters of the Bustle” to a Sesquicentennial Queen and Court contest to a parade to a 300+ person production of “One World,” a tribute to 1940 Presidential Candidate Wendell L. Willkie.
He would, however, travel to foreign countries at the request of The President to share his political ideologies expressed in his book, “One World.” Wendell Willkie died and was buried in East Hill Cemetery in Rushville, Indiana in 1944.

1976 – Sesquicentennial Celebration The city of Rushville celebrated its 150th Anniversary of incorporation with a week of events and a season of festivities.
Rich and Lee bought their farm in 1994.
In December 2006 work began on the conversion of the former fire truck bay in the village Hall.
2016 – Stellar Designee The City of Rushville was recognized as a Stellar Community.
In 2016, to commemorate the Indiana Bicentennial, 23 buffalo were released at the Kankakee Sands Preserve in northwest Indiana.
