Founded in 1978, CONCERN began as a pioneer of treatment foster care, believing that children placed into care should live in a traditional family setting in the community, rather than in a residential or institutional setting.
Since 1978, CONCERN has served nearly 18,000 children and youth in placement services, including placing nearly 2,000 children into adoptive families.
The Older Youth Program incorporates the Foster Care Independence Act of 1999, a federal legislation, which introduced the John H. Chafee Foster Care Independence Program in each state.
The Family First Prevention Services Act (FFPSA) was signed into law as part of the Bipartisan Budget Act on February 9, 2018.
