About the Role:
As a Program Evaluator supporting our Federal government client, you will be trusted to lead evaluation of large-scale grant programs that advance broadband access nationwide. The ideal candidate is driven, proactive, and mission-oriented, with a strong sense of urgency to move projects forward and deliver impactful results.
Key Responsibilities include (but are not limited to):
Project lead for the continued design and implementation of evaluation frameworks to assess the effectiveness and impact of a broadband Federal grant program.
Develop performance metrics and reporting tools to track program outcomes, efficiency, and compliance with Federal requirements.
Collaborate with program managers, policy analysts, and data teams to identify trends, risks, and opportunities for program improvement.
Collect, analyze, and interpret qualitative and quantitative data from program participants, stakeholders, and beneficiaries to inform decision-making.
Prepare clear and actionable reports, dashboards, and presentations that communicate findings to leadership and Federal partners.
Provide recommendations for program improvements based on evidence and best practices in grants management and evaluation.
Stay current on Federal grants policy, evaluation methodologies, and broadband program priorities.
Drive progress independently; actively identifying barriers, proposing solutions, and ensuring deliverables are met with quality and timeliness.

Required Experience/Skills:
Bachelor's degree.
8+ years of experience in program evaluation, performance measurement, or grants management supporting Federal programs.
Strong understanding of Federal grants processes, including program design, performance reporting, and outcome measurement.
Deep background in broadband access and deployment issues.
Demonstrated experience using data and evidence to drive recommendations and communicate insights to non-technical audiences.
Proven ability to work independently and proactively, balancing multiple priorities and deadlines in a fast-paced environment.
Excellent written and verbal communication skills, with the ability to translate complex information into actionable insights.
Advanced proficiency in MS Excel, Power BI, or other data analysis and visualization tools.
US citizenship and the ability to pass public trust clearance or suitability

The candidate will provide subject matter expertise in benchmarking from both industry and government perspectives, and in integrating the efforts into a plan that leverages technology to improve maintenance and modernization throughout the US Navy. The candidate will be supporting C300 and will be required to travel to CNRMC field activities.
General responsibilities and tasking include:
+ Support CNRMC in the World Class Planning (WCP) and SCORE - MA improvement initiative
+ Provide oversight to assigned RMC Project Team members, particularly the Project Scheduler in executing WCP activities
+ Provide support to the Project Team to develop courses of action with different availability durations to support the maintenance and operational needs of the ship

Basic Qualifications
Specialized Experience (for positions at GS-4 and above): Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the NZ-08/GS-08 level in the Federal Service. For this position specialized experience is defined as: 1) coordinating and supervising Police Operations, 2) supplying data for estimating budgetary requirements particularly for uniforms, equipment, supplies, etc.; 3) providing recommendations to the Commanding Officer regarding staffing requirements, performance standards, new policies, procedures and instructions for a more efficient police service; 4) rating and reviewing performance of police personnel; and 5) promoting high morale and maintaining discipline.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Provide daily telephone and email support, including technical support, for BEST Plus and BEST Literacy test administrators and programs.

Position Description:
We are seeking an experienced Data Solutions / AI Architect to design and deliver modern data architecture solutions supporting a Federal Government client in Arlington, VA. This role is ideal for a hands-on architect with deep expertise in Azure data platforms, data warehousing, and AI-ready architectures who enjoys solving complex business challenges through scalable, secure, and analytics-driven solutions.
In this role, you will serve as the technical lead for data warehousing initiatives, collaborating closely with business stakeholders, engineers, and analysts to design optimized data models, ETL pipelines, and analytics platforms. You will play a key role in enabling AI and advanced analytics by ensuring data environments are well-architected, performant, and scalable.
This position offers flexible part-time hours and the opportunity to work on mission-critical systems with real-world impact.
Key Responsibilities:
Serve as the lead Solutions Architect and AI Architect for enterprise data platforms.
Design and implement data warehouse architectures to support reporting, analytics, and AI workloads.
Develop and optimize Azure ETL pipelines using Azure-native tools and Databricks.
Design and maintain logical and physical data models using dimensional modeling techniques.
Build and optimize PL/SQL packages and tune databases for high-performance workloads.
Translate complex business requirements into scalable technical solutions.
Ensure high data quality through profiling, cleansing, auditing, and validation processes.
Lead QA efforts including unit, system, and integration testing.
Partner with Business Analysts to produce functional and technical specifications.
Produce clear system documentation and user-facing materials.
Provide guidance on cloud data architecture and AI enablement best practices.
Required Skills / Education:
Bachelor's degree in Computer Science, Engineering, Data Science, or a related field (or equivalent experience).
3+ years of experience with Azure data services and ETL processing.
3+ years of experience with data warehousing methodologies and architecture.
Strong expertise with Azure Databricks.
Hands-on experience writing and optimizing PL/SQL.
Proficiency in data modeling (logical and physical).
Strong understanding of dimensional modeling techniques.
Experience with database performance tuning and query optimization.
Solid understanding of full SDLC in data and analytics environments.
Excellent written and verbal communication skills.
Consulting experience in Agile environments preferred.
Familiarity with enabling data platforms for AI, analytics, and machine learning.

The Digital & Design Team
The Digital & Design Team is seeking a full-time or part-time intern to assist with digital content, graphic design, and social media. The selected candidate will support the design of FDD-branded materials across digital/print platforms. This includes editing videos, creating graphics, and helping prepare multimedia content for online distribution. Previous knowledge and skills in Adobe Premiere, InDesign, Illustrator, Photoshop, Figma, and Canva are preferred. An interest or background in international affairs is also a plus.
Eligibility
Must have at least a 3.2 GPA (on a 4.0 scale).
Should have a relevant course of study and have completed coursework in any of the following fields: Digital Design, Marketing, Branding, International Relations, Security Studies, History, Communications, Journalism, International Economics, Political Science, Computer Science, and/or a relevant STEM field of study.
Interns should have knowledge of Microsoft Office programs.
Must be able to commit to a minimum of 22 hours per week, remote or in-office.
Must be eligible to work in the United States.

Main Duties:
Properly document In-Home Usage Tests as instructed in the In-Home Usage Test Daily Schedule (screenshots, audio recordings, videos, product journal entries, etc.)
Take care of the product being tested and use it responsibly
Read and strictly follow the In-Home Usage Test Daily Schedule provided with each product testing project (may include tasks such as unpacking, reading instructions, journal entries, online or mobile feedback, usage of product for a certain amount of time, writing reviews, taking pictures, etc.)
Some In-Home Usage Tests projects may require participants to use MFour's Mobile In-Home Use Test Technology (cutting-edge smartphone technology to capture Point-of-Emotion insights to gain unparalleled depth of responses)
There are times when the product being tested may be discussed in a private chat room that is opened by a market research firm
Write reviews as requested in the In-Home Usage Test Daily Schedule for each project
Requirements:
