The Data Analyst Team studies Residential, Commercial, and Industrial sales trends county-wide to support the Jackson County Assessor's Office's mission of performing fair and equitable assessment of all properties under its jurisdiction. With diligent research, application of accepted statistical practices, and careful administration of a Computer Aided Mass Appraisal system, the Data Analyst team ensures compliance with state statutes and drives ongoing improvement of assessment quality.

I. Position Summary
Reviews and analyzes property sales, and, develops and presents a report describing trends in property sales/values. Perform a significant portion of the work assigned to the next higher level, but without the independence or full responsibility expected at the next level, initially under immediate supervision, progressing to general supervision.

* Analyzes sales of property.

* Prepares a summary and a final ratio report of the analysis of sales.

Education and Experience
* Certification as a registered property appraiser with the state of Oregon AND four years of experience as a registered property appraiser.
License, Certificate or Other
Certified as a Registered Property Appraiser with the state of Oregon as provided in Oregon Revised Statute 308.010. Adhere to continuing education requirements as provided in Oregon Revised Statute 308.010 3(a).

The Data Analyst serves as the primary resource for operational reporting and data validation across the organization. This recruitment will be used to fill one full-time Research Analyst 3 position for the Oregon State University Human and Ecosystem Resiliency and Sustainability ( HERS ) Lab, located in Bend, Oregon at the OSU -Cascades Campus..
The Oregon State University Human and Ecosystem Resilience and Sustainability ( HERS ) Lab is a research institution that delivers expertise in ecological assessment and monitoring, restoration, and native plant materials to support evidence-based conservation for the 21st century. The HERS Lab hosts the Upper Columbia Basin Inventory and Monitoring Network of the National Park Service ( UCBN ), East Cascades Native Plant Hub ( ECNPH ), Wildlife Connectivity Hub and the Northwestern Bat Hub on the OSU Cascades campus in Bend, OR. The Lab is hiring one Research Analyst 3 for a four-year (through 6/15/2029) full-time appointment, with a possibility for extension subject to availability of funds and/or project requirements.
This position will be part of an analysis team that supports an existing project in collaboration with the National Park Service Inventory and Monitoring Division. The project entails working with staff representatives for NPS I&M and HERS Lab to design and implement a coordinated data analysis plan for pre-existing long-term monitoring datasets collected over the last 20 years for bats and other wildlife, forest, shrubland, rare plant, and wetland communities, freshwater and marine ecosystems, and wildfire and climate impacts on these and other natural resources in national parks. The Research Analyst 3 will use R and Python programming languages, GIS , and related tools to establish and conduct complex and reproducible analysis workflows, summarize information using maps, graphs, tables, and statistical tools, and report findings in technical reports, peer-reviewed manuscripts, and conference presentations. The Research Analyst 3 will work with a Research Associate and the broader analysis team to propose recommendations to NPS I&M for analysis interpretation and translation into management strategies, identify needs for and contribute to updates and revisions to existing data collection and analysis protocols associated with projects, and assist analysis team members in maintaining a dynamic program of quantitative ecological discovery applied to conservation decision-making in and around National Parks and protected areas. The Research Analyst 3 will report to the lab director/project PI and will work closely with the National Park Service and HERS Lab team members to prioritize and complete project tasks.

Key Responsibilities
This position is responsible for the day-to-day coordination and implementation of quantitative analyses and communication of findings for a portfolio of long-term monitoring projects in and around National Parks and protected areas.
70% Data analysis
+ Participates in NPS research study design and analysis teams.
+ Responsible for analysis of complex study designs and analysis. This will include the use of statistical randomization procedures such as the Generalized Random Tessellation Stratified ( GRTS ) design approach commonly used in contemporary ecological studies where robust inference and analytical flexibility is required. Analyses of long-term trends in populations and ecosystems where rotating panel designs and unequal-probability design weights need to be accounted for, as well as challenges including imperfect detection and missing data. Approaches required may include Bayesian methods with informative priors.
+ Interprets and draws conclusions from analyses that will be used to inform NPS and partner agency management decisions about restoration and conservation actions such as species habitat requirements and efficacy of actions such as herbicide applications.
+ Report findings in technical reports and peer-reviewed manuscripts; makes recommendations to the NPS I&M for interpretation and translation into management strategies.
20% Science communication and decision support
+ Responsible for refining existing and establishing new analytical and science communication techniques for use with NPS managers.
10% Teamwork, including effective participation in Lab strategic planning
What We Require
Two years of research experience independently gathering, compiling, and analyzing data using statistical methods (inferential, multivariate analysis, etc.); using statistical software packages to manipulate the data; and preparing narrative or statistical reports and college-level course in statistics (at least six quarter hours); OR An equivalent combination of training and experience. NOTE : Some agencies may require experience in using trends (such as social, economical, industrial, etc.).
What You Will Need
+ At least two years of research experience applying research methods, procedures, and techniques in the natural resources management and conservation fields, and specifically related to protected area management; applying statistical and forecasting principles and procedures; planning and designing research projects and/or inventory and monitoring programs specifically tailored to protected area management; writing technical research reports and/or documents; and using statistical computer software packages.
