He was an active Board Member of NJ HIMSS where he was Co-Chairman of the NJ HIMSS Membership Committee and a member of the NJ HIMSS Security, Privacy & Compliance Task Force.Mike is actively engaged with the Delaware Technical Community College, where he led the development of a for-credit internship at Beebe Healthcare for top performing students to gain relevant industry knowledge and is currently working with the local high school to develop the same.Mike has strong interests in collaboration and building teams/partnerships to drive the advancement and transformation of healthcare using technology. As a result, he and his team:• successfully implemented a new Cerner EMR with approximately 50 solutions, within nine (9) months• met all CMS Meaningful Use Stage 1 measures the first week of Cerner’s go live• received Cerner Consulting Project Excellence Award• significantly elevated HIMSS Analytics’ EMRAM score from Stage 3 to Stage 6 within three months of going live• are actively engaged with development and testing of various latest technologies (SMART/FHIR, CommonWell, etc.)• were recognized as 2015 Top 5 Best Hospital IT Departments by HealthcareITNews.Mike sits on several Boards and Advisory Committees in both Healthcare IT & STEM.

Mark J. Jacobs, MHA is respected health information technology (HIT) executive who has demonstrated and pushed conventional HIT boundaries and has lead the charge for positive change in healthcare while respectful of the care workflow. An innovative and influential leader with more than 30 years of experience in hospital, integrated delivery networks and health information exchange (HIE). Mark is Delaware Health Information Network's (DHIN) first Chief Information Officer, the nation's oldest and most sustainable statewide HIE. Mark brings considerable healthcare technology, interoperability, health policy, and information technology experience, and he has a proven track record of executing innovative IT infrastructure strategy, design, innovation and implementation initiatives. Mark is an action/results-oriented collaborator who focuses on efforts that enable meaningful information for providers whom deliver care, improves administrative simplification and enhances revenue/incentive management in the care ecosystem(s) and beyond. Mark is frequently called upon by Health IT leadership nation-wide for insights into successful, innovative, and meaningful Health Information Exchange in then new healthcare model.

Michael Sims is a CFO at Delaware Health Information Network and is based in Greater Philadelphia Area. He has worked as Financial Director at BANK OF AMERICA CORP /DE/. Michael studied at University of Chicago, University of Delaware between 1986 and 1990, and University of Delaware between 1995 and 1998.

Randy Farmer joined the Delaware Health Information Network (DHIN) in September of 2011 and currently serves in the role of Chief Operating Officer. As DHIN’s COO, Farmer is responsible for all customer facing aspects of the organization specifically in the areas of new business strategies, marketing, product development, member engagement and customer service. In addition to his responsibilities at DHIN, Farmer also serves as Vice Chairman of the Board of Directors for Delaware Public Media.

Prior to joining DHIN, Farmer spent over a decade at JP Morgan Chase in Wilmington, DE, where he served most recently as senior segment manager of strategic partnerships. He also served as senior communication and public affairs manager during his 10 years at Chase. Prior to working in financial services, Farmer served as the Director of Student Development at Villanova University. Farmer earned a Master of Science in Human Organization Science at Villanova. He also earned a Master of Education in Higher Education Administration, and a bachelor’s degree in communication from the University of Delaware.
