Dover Police Department company history timeline

1835

B. The first town records that specifically mention the Dover Police Department were the 1835 Town reports which listed the "services" of 7 Police Officers.

1838

In an article published in The Dover Enquirer January 30th, 1838, the Judge of the Dover Court of Common Pleas found Elijah Nutt of Wolfeboro guilty of stealing a sheep and sent him to the State Prison for 5 years.

In 1838 Dover Police Officer Benjamin F. Guppy was listed as receiving $16 from the fines of 5 individuals.

1851

A. The Dover Police Department received its first Police badges in 1851 according to the incidental expenses portion of the town report.

1856

In 1856 the City Marshall’s office was put into the City hall which was located at the Corner of Washington Street and Central Avenue.

1857

In July 1857 a "lock up" was built within this office.

1882

F. Additionally, as the city began to recognize the need for additional police protection it passed an ordinance in March 1882 requiring the City Marshall to post a policeman at the police department from 10:00 p.m. to 7:00 a.m.

1885

In 1885 a City ordinance ordered the City Marshall to post a night watchman at the Sawyer Mills (on the south side of town) from 7:00 p.m to 4:00 a.m.

1888

H. On December 31, 1888, Dover Police Special Officer George E. Pray was killed in the line of duty.

1903

On January 28, 1903, a Police Commission was created in Dover that lasted a little more than 50 years.

The Dover Police uniform in 1903 consisted of a dark blue double breasted frock coat, a blue vest made single-breasted, blue pants, a light helmet for summer and a dark blue helmet for fall and spring.

1905

In 1905 the first police call boxes were installed throughout the downtown area.

1907

By 1907 the work week of the officers was changed from 11 hour shifts to 10 hour shifts for the "day officers" and 9-hour shifts for the "night officers". The work week was still 6 days on and one day off.

1912

The first police vehicle came in 1912 when a motorcycle was purchased for motor-vehicle enforcement.

1920

By the early 1920’s the Police Department had Officers assigned to traffic posts in the downtown area to help the increasing number of vehicles moving.

1925

The City of Dover Police Department was established in 1925 when Mr.

In 1929, a charter change resulted in Council President Woodford being selected as Dover’s first Mayor.

1936

By 1936, the Dover Police Department boasted seven full time sworn officers, including Chief Farr, a Lieutenant and five Patrolmen.

1945

In 1945, City Marshal Andrew H. McDaniel appointed clerk and stenographer Claire St Cyr a police officer.

1949

The last Dover chief to come from outside the department was James Turner Sr., who was sworn in on May 16, 1949.

1956

Personnel in 1956 numbered eighteen sworn officers and eight civilian employees.

1967

On November 31, 1967, Chief Turner retired after serving the citizens of Dover for eighteen and one-half years.

1968

In 1968, there were 24 sworn officers, 5 civilians and a budget of $42,154.00.

1969

In 1969, there were approximately 16,000 residents in the City of Dover’s nine square mile area, which was protected by 38 officers and 7 civilians.

1979

Chief Spence retired in 1979.

1982

On November 19, 1982, the City of Dover Police Department building was rededicated and named the James E. Turner Sr. building.

1988

On March 20, 1988, the Dover Police Department became the first police agency in New Hampshire and the 62nd agency in the United States to be nationally accredited by the Commission on Accreditation of Law Enforcement Agencies Inc.

Chief James L. Hutchison was appointed as Chief of Police in May of 1988.

In 1988, there were 56 officers and 18 civilians employed by the police department.

Chief Hosfelt’s career began in 1988 when he attended the police academy after serving seven years active duty with the United States Air Force.

1991

Drigon was purchased in 1991 and was assigned to Officer John Usher.

1992

In 1992, Chief Hutchison retired.

In 1992 the Dover Police Department obtained its first Police K-9.

1993

Dover Police Department first established a 24 hour a day crisis support unit for victims and survivors of crime in 1993.

Chief Mailey began his career with the Dover Police Department in 1993, after working with the Delaware Department of Correction and United States Air Force.

1996

Johnson began his law enforcement career as a patrol officer with Upper Darby Police in May 1996.

1997

Chief Smith retired from the department in 1997.

For the year ending in 1997, there were 81 sworn officers, 26 civilian employees and 5 volunteers and a budget of $7,040,000.00.

2001

On March 2, 2001, the Honorable Mayor of the City of Dover, Mayor James L. Hutchison, swore in Major Jeffrey Horvath as Chief of Police.

2002

May 22, 2002 was a fantastic day for the Dover Police Department and Chief Horvath; Pfc.

In December 2002, inspectors from CALEA returned to Dover Police Department for our first re-accreditation.

2003

During January 2003, Chief Horvath was able to re-create a position, which had been lost approximately 5 years previous.

2004

August 5, 2004 was another mile stone in the history of the Dover Police Department and Chief Jeffrey Horvath.

September 9, 2004 the department received funding from the COPS office in the form of a grant which enables the department to place two officers into our local schools.

2005

July 1, 2005 the authorized strength of the Dover Police Department was increased from 87 sworn members to 90 sworn officers.

During December 2005, the Dover Police Department again welcomed the inspectors from CALEA who arrived to conduct our second re-accreditation.

2007

From there, he advanced to criminal investigator and then served as a sergeant in the detective division for five years before being promoted to lieutenant in 2007.

2010

In 2010, Chief Hosfelt created the Crime Scene Investigation (CSI) Section.

2012

In 2012, Chief Hosfelt secured a grant through Homeland Security which allowed the department to purchase a Bearcat Armored Response Vehicle and a new inventory of patrol rifles.

Also in 2012, the Dover Police Department partnered with the Bureau of Alcohol, Tobacco and Firearms and assigned a detective to their task force.

2013

In 2013, Chief Hosfelt continued to find new ways to not only solve crime, but prevent it by making Dover a safer city through information sharing.

2014

After serving four years as Chief of Police and 26 years with the department, Chief Hosfelt retired in April of 2014.

In April 2014, Chief Bernat reinstated the Police Prosecution Project at JP7, allowing officers to remain on the streets instead of the court room.

2015

In March 2015, the Dover Police Department again welcomed the inspectors from CALEA who arrived to conduct our re-accreditation.

In May 2015, Chief Bernat re-established the City of Dover Police Department Cadet program.

2016

February 2016 marked the initiation of Police Athletic League (PAL) program with the dedication of one full time police officer in hopes of connecting with community youth.

Finally, in December 2016, the Dover Police Department launched its first Unmanned Aircraft Systems (UAS) Unit.

2017

In May of 2017, Chief Marvin C. Mailey was named the selected to lead the Dover Police Department.

2019

In 2019, the Dover Police Department’s Public Assembly room was re-named the “Chief James L. Hutchison Public Assembly Room” in honor of Chief Huthcison (who also served as the Mayor of Dover).

Chief Mailey retired from the Dover Police Department in May of 2019, ending his 25+ years of service to the City of Dover.

2020

The Dover Police Department swore in it’s 15th police chief in its 95th year of serving the City of Dover on February 13th, 2020 in the Chief James L. Hutchison Public Assembly Room at the Dover Police Department.
