The Role:
Job duties include, but are not limited to:
* Directs staff and operations of statewide Long-Term Services and Supports (LTSS) programs including Nursing Home Diversion and Transition, Mental Health Waiver, Acquired Brain Injury Community Services, 60 West, and Senior Outreach and Engagement Program.
* Develops, implements, and maintains standard operating procedures, policies, manuals, MOUs, training materials, and procedural guidance documents.
* Develops, implements and evaluates policies, goals, and objectives to ensure conformance with federal and state regulations, administrative policies, and statutory provisions.
* Coordinates with human resources to ensure hiring, retention, and training of qualified staff.
* Develops unit budget and oversees fiscal management of all programs and contracts and audit compliance of funded providers.
* Maintains close working relationships with sister state agencies, service providers and stakeholders.
* Oversees and participates in development, analysis, planning, implementation, evaluation and coordination of department policies, actions and programs as they relate to purchase of services.
* Supports workforce planning and organizational development initiatives.
* May represent Commissioner on legislative councils or committees.
* Ensures compliance with quality assurance findings and recommendations.
* Implements and manages direct program initiatives.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.
NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.
PREFERRED QUALIFICATIONS
* Experience with the development and implementation of statewide clinical programming focused on services for persons with serious mental illness, substance use disorders, older adults, acquired brain injury, Home and Community Based Services and rebalancing initiatives.
* Experience with the operations and oversight of Center for Medicaid and Medicare Services (CMS) programs for persons with serious mental illness and/or substance use disorders.
* Experience with coordinating with nursing facilities, state agencies, and community providers to monitor the Preadmission Screening and Resident Review (PASRR) process for persons with serious mental illness.
* Maintain the appropriate current license for clinical social work, or professional counselor.
SPECIAL REQUIREMENTS
Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist, alcohol and drug counselor or hold a Multistate or Compact Registered Nurse license.

PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Correction this class is accountable for administering mental health services in an assigned region to offenders and inmates under the care and custody of the agency including offenders assigned to Parole and Community Services supervision. EXAMPLES OF DUTIES
Directs staff and operations relating to mental health care in an assigned region;
Coordinates, plans and manages daily delivery of mental health services programs to the offender, inmate and parole population;

In the Department of Correction this class is accountable for administering mental health services in an assigned region to offenders and inmates under the care and custody of the agency including offenders assigned to Parole and Community Services supervision.

PREFERRED QUALIFICATIONS

SPECIAL REQUIREMENTS
