ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Technical Responsibilities:
· Conduct air dispersion modeling analysis in accordance with project requirements and/or published guidelines.
· Calculate air emissions, determine required control technologies, and document process information to ensure client operations, and work practices are in accordance with all applicable regulations.
· Remain current regarding the latest developments in air pollution control technologies.
2. Regulatory Knowledge:
· Assemble permit applications, permit amendment applications, standard exemptions, source inventories, and emission fee calculations for submittal to state regulatory agencies for industrial clients.
· Understand existing regulations and continually review new and proposed regulations as they relate to industrial clients.
3. Maintain relationships with existing clients solicit new project work as appropriate; communicate results of analyses internally and externally in verbal and written form.
4. Assist new project engineers with projects and participate in internal training.
5. Update client information in internal database in a timely manner.

By joining the Division of Oil and Gas as an EnvironmentalScientist II in Franklin County and surrounding areas, you will have the opportunity to significantly contribute to our federal plugging projects by providing assistance and technical oversight the to well plugging contractors, landowners, mineral owners and other agencies.
Holders of the EnvironmentalScientist II position will complete tasks such as:
* Evaluate Division, PVA, and other records to determine surface ownership related to orphaned oil and gas well. Prepare correspondence to affected surface ownership related to reclamation proposals and activities with the implementation of the KY Abandoned Storage Tank and Orphan Well (KASTOW) program. Prepare written analysis based upon the findings.
* Conducts methane gas measurements to detect emissions. Coordinate field activity with the Kentucky Geological Survey for in-depth analysis. Review emission monitoring reports, summarize findings and report the data in the Federal Plugging Management System.
* Conduct Orphan Operator Investigations and assess collected data. Make recommendations to declare well operators defunct based on findings.
* Conduct field inspections, issue inspection reports and non-compliance citations. Evaluate well sites and make recommendations for plugging projects. Oversee well plugging activities as needed.
* Prepare reports and technical documents for the Division related to reclamation of orphaned well and tank sites.

Assists with special events, projects, exhibit preparation, interpretive signage, and community programs.
Provides outstanding customer service and visitor engagement for families, school groups, and the general public.
Minimum Qualifications:
Associate or Bachelor's degree in natural sciences, environmental education, interpretation, or a related field, or equivalent experience preferred.
One (1) to two (2) years of experience teaching children preferred.
Prior experience delivering environmental education or interpretive programs preferred.
Position Requirements:
Must possess a valid driver's license and be insurable under the Park District's liability policy.
Must complete and maintain all required training (e.g., emergency communication, hazardous materials, PPE, harassment prevention).
Ability to work independently and as part of a team, often under varying weather conditions.
Must be able to perform moderate physical labor and safely operate Park District vehicles, equipment, and small hand tools.
Excellent communication, presentation, writing, and interpersonal skills.
Ability to hike and lead programs on uneven terrain and in all weather conditions.
Pre-employment background check required.
