We have an immediate opening for a full-time Senior EnvironmentalScientist-Planner-Engineer in our NYC office. Clients will include various state agencies (NYSDOT, NYSTA, SUCF, DASNY, NYSDEC, OGS, NYCDEP), local governments, and authorities (NYPA, PANYNJ, MTA, etc.) across New York but with an upstate New York focus. Individual projects may include bridge, trail, highway, aviation, building, planning, and institutional redevelopment and expansion projects.
Responsibilities and Duties
Responsible for the completion of environmental assessments and design tasks. Work will include environmental studies and assessments in support of project State SEQR and Federal NEPA reporting requirements. Specialized expertise preferred in one or more areas of practice including: air and noise studies/analyses; historic/cultural resources; ecology/wildlife biology/wetlands; water quality/stormwater; documentation of social/economic/environmental justice impacts, Phase I/II field investigations; and coordination and completion of various regulatory permit applications. Work may also require the development of specifications, drawings, and preliminary cost estimates in support of these projects. The ideal person will have a multi-disciplinary background and also have experience in proposal development and proposal cost estimation. Employee must be equally comfortable in the field and writing reports and conducting analyses.
Work will include:

This role is central to developing ecological intelligence for high-performance environments-natural, built, or hybrid. You will lead scientific research and field data acquisition that feed into the simulation, design, and prototyping of ecologically embedded systems and interventions.

- Conduct monitoring and data collection in support of restoration and management. Support development of study design as needed. Data collection includes, but is not limited to, implementing appropriate methods for: vegetation monitoring, including plant identification, percent cover estimates and plant measurements (density, stem height, stem diameter); wetland delineations, vegetation mapping, bio benchmarks; elevation monitoring using surveying equipment (e.g. RTK GPS); soil/sediment sampling and basic soil analysis; and water level monitoring (e.g. deployment of water level loggers, such as HOBO or similar).
- Manage, enter, and analyze field data, and maintain organized and accurate files.
- Compile, analyze and interpret data and present results. Summarize and interpret monitoring data and provide recommendations for adaptive management and restoration designs based on results and lessons learned.
- Support senior staff in evaluating the effects of restoration and adaptive management actions on natural resources.
- Coordinate within the Agency to ensure necessary resources and materials are available and adaptive management and maintenance actions are completed. Lead or support the implementation of those actions as needed.
- Prepare clear environmental compliance monitoring reports of restoration sites for regulatory agencies.

Role description:
Arcadis is seeking a New York City-based Project Manager to deliver and manage environmental review and permitting projects for public- and private-sector clients.
This individual must possess a technical depth of experience in overseeing and performing activities related to the delivery of environmental review documentation related to local, state and federal regulations, including the National Environmental Policy Act (NEPA), State Environmental Quality Review Act (SEQRA), and City Environmental Quality Review (CEQR).
This role can be based at any of our NYC or NJ offices.
Role accountabilities:
Serve as task lead/project manager for environmental review projects.
Work with internal project leads and lead/review agency staff to establish environmental review strategies to reduce project risk and expedite schedule
Collaborate with and oversee work performed by internal and external Environmental SMEs (Transportation, Air Quality, Noise, Ecological, Cultural, permits, etc.).
Prepare technical analyses in accordance with CEQR Technical Manual requirements, and similar methodologies related to NEPA and SEQRA.
Prepare technical scopes of work related to environmental tasks, projects, and proposals
Qualifications & Experience:
Bachelor's degree in planning, environmental science, or related field.
10+ years' experience in preparing environmental review documentation, and related analyses, in accordance with CEQR Technical Manual requirements.
Understanding of how various environmental disciplines including transportation, air quality, noise, ecology, and cultural resources interact with each other and proposed designs.
Interpersonal and client facing responsibilities will include excellent, clear and concise, oral and written communication skills, and a demonstrated ability to coordinate meetings, resources, and presentations.
Proficiency in GIS, Adobe Illustrator, and Microsoft Excel.
Proven success in delivering environmental review projects.
Process oriented mindset.
Self-Driven and motivated to mitigate risk exposure and be proactive in the entire permitting process.
Understanding of CEQR requirements and methodologies, and experience with CEQR projects.
Familiarity with NEPA and SEQRA
Must work well in a collaborative environment.
Ability to work with multi-disciplinary teams consisting of environmental subject matter experts, designers, project managers and clients including public and private sector clients
Desired Qualifications:
Experience with CEQR lead/review agencies, including DCP, DEP, and NYCDOT.
Experience with MTA and/or NYSDOT NEPA/SEQRA projects.
AICP certification.

The primary duties and responsibilities of the role are:
Working under limited oversight under broad management direction, adjudicate commercial environmental claims at the highest authority limits on assignments reflecting the highest degree of technical complexity, potentially with major impact on departmental results.
Conducting detailed information gathering, analysis and investigation to find solutions to issues that are numerous and undefined.
Reporting to senior management and underwriters on claims trends and developments.
Analyzing claims forms, policies and endorsements, client instructions, and other records to determine whether the loss falls within the policy coverage.
Investigating claims promptly and thoroughly, including interviewing all involved parties.
Managing claims in litigation
Managing diary timely and complete tasks to ensure that cases move to the best financial outcome and timely resolution.
Properly setting claim reserves, taking into account how different policy wordings impact the claims reserving process.
Identifying loss drivers and claims trends to reduce claims frequency and severity through data analysis and improved claim management
Identifying, assigning, and coordinating the assignment and coordination of expertise resources to assist in case resolution.
Preparing reports for file documentation

Core qualifications and requirements for this position include:

A deep knowledge of commercial environmental claims typically acquired through:
A minimum of seven years' experience adjudicating commercial environmental claims with exposure of $100,000 or more.

Major Responsibilities
* Under the direction of Senior Staff in the Division of Environment and Planning leads ecological and environmental monitoring in the City's subtidal estuaries, streams, shorelines, tidal and freshwater wetlands.
* Manage an up-to-date inventory of field equipment, ensuring equipment is functioning and organized.
* Conduct monitoring and data collection in support of restoration and management. Support development of study design as needed. Data collection includes, but is not limited to, implementing appropriate methods for: vegetation monitoring, including plant identification, percent cover estimates and plant measurements (density, stem height, stem diameter); wetland delineations, vegetation mapping, bio benchmarks; elevation monitoring using surveying equipment (e.g. RTK GPS); soil/sediment sampling and basic soil analysis; and water level monitoring (e.g. deployment of water level loggers, such as HOBO or similar).
* Manage, enter, and analyze field data, and maintain organized and accurate files.
* Compile, analyze and interpret data and present results. Summarize and interpret monitoring data and provide recommendations for adaptive management and restoration designs based on results and lessons learned.
* Support senior staff in evaluating the effects of restoration and adaptive management actions on natural resources.
* Coordinate within the Agency to ensure necessary resources and materials are available and adaptive management and maintenance actions are completed. Lead or support the implementation of those actions as needed.
* Prepare clear environmental compliance monitoring reports of restoration sites for regulatory agencies.
* Assist in preparing wetland and stormwater permit applications for state and federal regulatory agencies.
* Use software, including but not limited to R studio and ArcGIS to map, visualize and analyze data.
* Supervise interns and junior staff in tasks related to data collection, entry and analysis.
* Manage a variety of ecological restoration or monitoring and assessment projects as needed.
* Facilitate work of partner organizations, including monitoring and permitting support and relationship building.

Due to the growth of the organization, the Environmental Compliance Specialist is critical to our goal of conducting business in a manner that protects the environment and maintains full compliance with federal, state, and local environmental regulations. This role provides boots-on-the-ground field support to Penske operations across the entire State of New York, ensuring consistent and reliable implementation of the company's environmental programs and procedures across all business units.
This position supports all Penske operations statewide, including truck leasing, logistics, collision repair, and customer on-site maintenance facilities. The Specialist will serve as the primary contact for environmental compliance across the region, overseeing the implementation of corporate environmental policies and programs; assisting during regulatory inspections; managing regulated waste; ensuring storage tank compliance; coordinating with vendors; providing field training; and supporting the ongoing development and improvement of Penske's environmental initiatives.
The Specialist will also collaborate closely with Penske's HQ Corporate Environmental Department to support environmental data collection, permit renewals, regulatory reporting, and maintenance of compliance calendars and documentation necessary for ongoing compliance with state and federal programs.
The role will interact regularly with a variety of federal, state, and local agencies that regulate environmental programs in New York.
This position reports to the Field Environmental Compliance Manager within Penske's Corporate Environmental Services department and will require frequent travel throughout New York. A company service vehicle will be provided.
Major Responsibilities
* Conduct scheduled environmental compliance audits and field reviews across assigned New York locations.
* Provide training, technical guidance, and follow-up support to operations and maintenance teams to correct non-compliance items.
* Represent Penske during inspections or meetings with NYSDEC, NYC DEP, local fire departments, county health departments, and other agencies as required.
* Collaborate with the Corporate Environmental Department to assist with data collection, permit applications and renewals, regulatory reporting, and maintenance of environmental compliance calendars and documentation.
* Support implementation of corrective actions and verify closure within designated timeframes.
* Administer and evaluate corporate environmental training programs at the field level.
* Oversee startup, closure, or operational changes (including mobile maintenance) to ensure environmental compliance during transitions.
* Coordinate and manage environmental vendors for waste disposal, tank services, remediation, and testing.
* Support ongoing management of environmental programs including hazardous waste, petroleum bulk storage, SPDES stormwater, air permitting, spill prevention (SPCC), and recordkeeping.
* Provide field support for environmental incidents, spills, or agency interactions as directed.
* Participate in special projects and corporate initiatives to continuously improve Penske's environmental performance.
Qualifications
* Bachelor's degree in Environmental Science, Environmental Engineering, Earth Science, Occupational Safety/Industrial Hygiene or a related field required.
* Minimum of 3 years of experience in environmental compliance, preferably within the transportation, logistics, or maintenance industry.
* Strong working knowledge of New York State environmental regulations, including NYSDEC petroleum bulk storage, hazardous waste generator standards, spill reporting, and stormwater programs.
* Professional certifications (CHMM, REM, PG, PE) preferred.
* Excellent organizational and time management skills with the ability to manage multiple inspections, agencies, and corrective actions statewide.
* Proficient in Microsoft Office products; experience with Smartsheet or EHS data systems a plus.
* Must be able to thrive in a diverse and multinational group of internal and external customers, vendors, and government agencies in multiple geographies.
* Ability to travel up to 70% of work hours; company service vehicle provided (valid driver's license and MVR check required).
* Requires strong communication skills and able to work well with others
* Willingness to work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening are required
* Bilingual (English/Spanish) preferred.
