Counselors will work as part of a team to provide intensive home based services to children and their families in order to prevent out of home placement

Job Description
Under general supervision, the 2930 Behavioral Health Clinician performs essential duties that include, but are not limited to the following:
Assesses prospective clients and their significant others/families for psychiatric services by interviewing clients; reviewing pertinent factors such as: reasons for referral, perception of personal problems, psychosocial history, environment, physical health, culture and motivation for treatment; advising clients about confidentiality and scope of services; developing and coordinating treatment plans to determine effective use of rehabilitative mental health services;
Analyzes data by obtaining information through interviews, psychological/medical reports and previous psychiatric history to determine the appropriateness of referral and make recommendations for the disposition of each case;
Compiles and maintains client records by preparing written/electronic documentation, charts, statistical data, periodic reports, forms, and billing/entitlement information to enhance treatment programs and collection of revenue, ensure proper compliance with legal provisions, including mandatory reporting, and expedite timely access to services;
Establishes and maintains professional relationships by collaborating with other service providers (e.g. nurses, primary care providers with probation and child welfare, psychologists, teachers, lawyers, physicians) to consult on medical, psychiatric and psychosocial issues; attends staff meetings/conferences with other agencies/teams to solve problems, coordinate care. If appropriate, serve as a member of a multi-disciplinary team;
Develops and implements comprehensive treatment plan aimed at wellness and recovery by engaging clients in appropriate treatment modalities (e.g. individual, group, collateral crisis intervention); at successive intervals to observe and analyze changes to determine success in treatment goals to help reduce and improve targeted community functionality;
Provides individual, group family (including other significant support systems) psychotherapy, crisis intervention, outreach services, culturally competent interventions, case management and rehabilitation to clients enrolled in behavioral health services;
Refers clients to appropriate community resources services such as mental health consumer service providers, self-help organizations, medical care, vocational rehab and substance abuse services to integrate clinical and practical interventions; actively manages caseload by maximizing use of resources to meet client needs;
Advocates for accessibility and improved services for individual clients/groups by identifying client needs, provides input in developing treatment/program models, interfacing with administration and intra-agency contacts;
Participates and contributes to Quality Improvement activities at local sites and system levels; and
May supervise support staff such as Health Workers.

Nature of duties involves occasional exposure to accident hazards and disagreeable elements in dealing with mentally ill and emotionally disturbed persons.

Areas of treatment include, but may not be limited to: mental/physical illness, HIV/AIDS, substance abuse, harm reduction, post traumatic stress syndrome, and multiple diagnoses.
Knowledge of appropriate resources refers to the knowledge of community agencies, organizations and groups (e.g. substance abuse services and primary care) which provide appropriate services for clients and their families/significant others; the knowledge of the roles of mental health consumers in self-help programs/traditional mental health programs; an awareness of consumer-guided services.
Knowledge of basic personnel policy and practices.
Self-protection/assessment skills includes the ability to recognize unsafe situations and protect oneself, one's colleagues and one's clients by understanding the precursors of dangerous circumstances, when to seek assistance and knowledge of physical methods of safety such as running and restraint.
Written communication skills refer to the ability to compose and organize information such as reports, chart notes, case documentation, and correspondence and agency forms, on a computer or manually.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking an experienced and compassionate Supervising Mental Health Clinician to lead the Older Adult System of Integrated Services (OASIS) team. This is a unique opportunity to make a meaningful impact in the lives of homebound older adults living with serious mental illness.
As a Supervising Mental Health Clinician, you'll oversee a dedicated, multidisciplinary team of clinicians, nurses, psychiatrists, peer specialists, interns and vocational rehabilitation trainees who deliver field-based, recovery-oriented care throughout San Mateo County. You'll provide clinical supervision, guide daily operations, coordinate new referrals, and ensure timely documentation and service delivery.
In this leadership role, you'll balance program management with direct clinical work, maintaining a small caseload and supporting staff through complex client situations and field-based crises. You'll also play a vital part in shaping the next generation of providers by orienting resident physicians and mentoring licensed and pre-licensed staff.

This recruitment is intended to fill a Mental Health Clinician - Licensed Extra-Help position. Extra-help employees do not have rights to a regular position or continued employment and are excluded from civil service. CLASS CHARACTERISTICS
Behavioral Health Emergency & Forensic Clinician I: This unlicensed classification is the first working level in the Behavioral Health Emergency & Forensic Clinician series responsible for providing professional behavioral health casework and psychotherapeutic support to clients. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Initially, under clinical supervision, incumbents are assigned the more routine client casework and support duties. Incumbents may advance to the Behavioral Health Emergency & Forensic Clinician II after gaining the necessary experience, qualifications and licensure to demonstrate proficiency for the Behavioral Health Emergency & Forensic Clinician II classification.
Behavioral Health Emergency & Forensic Clinician II: This licensed classification is the journey-level class of licensed technician in the Behavioral Health Emergency & Forensic Clinician series responsible for providing professional behavioral health casework and psychotherapeutic support to clients. Positions at this level are distinguished from the Behavioral Health Emergency & Forensic Clinician I level by the acquisition of licensure, which is required for performance of the full range of professional clinical duties assigned to the series. Positions in the classification rely on experience and judgment to perform assigned duties and to ensure efficient and effective client care services. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to deliver services. Scores attained on the 2587 Health Worker 3 Assessment will be 'banked' for three years from the test date. Candidates are not required to retest during this period. Applicants who qualify for another job using the same 2587 Health Worker 3 Assessment within one year of the 2587 Health Worker 3 test date will have their score applied to that recruitment automatically. After one year, a candidate can either (a) apply their test score to the other recruitment or (b) retest. Retesting is allowed after one year from the test date only if a candidate applies and is qualified. The retest score becomes the official score for candidates who choose to retest due to its recency.
The use of "banked" scores may change if the assessment is revised significantly in the future. Candidates with "banked" scores would be required to take the revised exam sooner than the three-year period if they apply to a job opportunity using the same revised exam.

About BHRS Programs:
Adult System of Care (ASOC)
Service Teams are utilized to provide comprehensive outpatient services to adults with a serious mental illness and/or substance use disorder of Stanislaus County. The focus of treatment efforts is to enable clients to function at their highest level in community. Emphasis is placed on assisting clients in identifying and achieving goals, which are meaningful to them. Treatment Teams are comprised of multi-disciplinary staff and are currently utilizing the psycho-social rehabilitation and recovery models of service delivery.
Children's System of Care (CSOC)
Services for children and youth are provided in various programs that work with children, youth and young adults age 0 to 21 years. The Mental Health Clinician will provide intensive services to children and adolescents identified with Serious Emotionally Disturbed (SED), as well as provide services and support to their family/caregivers. This may include children and youth who are involved with the Child Welfare or Probation systems. The Mental Health Clinician will also work with transitional age young adults and/or non-minor dependents who have opted into the foster care system as an adult. Services are provided in the field (in home, school, and community settings). Mental Health Clinicians in this subsystem work collaboratively with outside partners through a Child and Family Team process to ensure coordination of care.
The CARE Program
CARE is a multidisciplinary team of mental health, criminal justice, and other service providers who facilitate, provide, and share responsibilities of assessment coordination and treatment services to appropriately meet the complex mental, physical, and social needs of the targeted population. The target population includes individuals that may have severe and persistent mental illness, exhibit high-risk health and safety behaviors, engage in vagrancy-related criminal behavior, and experience severe SUDs; and for a variety of reasons, they are not accessing or accepting services. BHRS mental health services providers are embedded on the team to support clients with Serious Mental Illness (SMI) and facilitate direct access to treatment services. The CARE team includes Modesto Police, Probation, Community Services Agency, Telecare, and Public Health. The overarching goal is to see an increase in the target population transition from saying "no" to help to saying "yes" to help.
Substance Use Disorders (SUD)
The Mental Health Clinician assigned to the Substance Use Disorder continuum of care provides services across all ASAM levels, including withdrawal management, residential, outpatient and recovery services. Treatment programs serve youth, adults, and older adults with mild, moderate, or severe SUD including those with co-occurring mental health disorders. Incumbents are expected to provide comprehensive assessments, authorize and sign ASAM placement decisions, deliver individual and group counseling, facilitate family therapy, and Support care coordination. Services are delivered in compliance with the Drug Medi-Cal Organized Delivery System (DMC-ODS) and 42 CFR Part 2 requirements, while maintaining a person-centered and recovery-oriented focus. Mental Health Clinicians collaborate closely with multidisciplinary teams, justice partners, and community agencies to reduce stigma, and increase access to care.
Community Emergency Response Team (CERT)
The Community Emergency Response Team (CERT) is a 24-hour, seven day a week program. CERT provides emergency mental health assessment and referral services for emergent and pre-emergent behavioral health situations in collaboration with families, consumers, law enforcement and emergency room personnel. Some services are provided in the community through a mobile task force. Non-crisis services include a consumer and family member-staffed Crisis Support Line and on-site peer support available to consumers and families who need support and referrals. Individuals are able to call to access services or request a psychiatric evaluation. CERT personnel should possess sophisticated diagnostic and assessment skills and be available for shift work.
Crisis Care Mobile Units (CCMU)
The Crisis Emergency Response Team (CERT) program will embed trained crisis mental health staff from Stanislaus County Behavioral Health & Recovery Services to ride along with Modesto Police Department (MPD) patrol officers and Stanislaus County Sheriff's Office (SO) patrol deputies from 1400 to 2200 hours Monday through Friday. CCMU Clinicians will respond with law enforcement to provide mobile crisis services, Triage screening, de-escalation/resolution for individuals experiencing behavioral health crises. CCMU Clinicians will work with BHS and CST staff to provide peer support, and coordination with medical and behavioral health services, and follow-up.
Medi-Cal Assessment Team (MAT)
The Medi-Cal Assessment teams provides mental health assessments to children and adult beneficiaries. The MAT Mental Health Clinician will perform initial assessments to individuals referred for or seeking mental health services. The MAT Mental Health Clinician will assist in linkage for those assessed to programs within BHRS, Contractors, and or alternate level of care such as mild-moderate and or community services. MAT personnel should posses sophisticated diagnostic and assessment skills.
Quality Services
The Quality Services/Compliance team ensures the following: 1. Quality of care issues are identified, monitored and appropriate corrective actions are taken 2. Pursue continuous quality improvement, through department audits 3. Behavioral health services provided to beneficiaries meet established quality of care standards (Department of Health Care Services (DHCS) protocol; Information Notices (IN); All State Plan Letters (APLs)), 4. Quality is evaluated in the areas of access, satisfaction, continuity of care and quality of care, 5. Provide on-going Electronic Health Record (EHR) Navigation training 6. Program certification and re-certification activities, including program National Provider Identifier (NPI)s and modes of service, and 6. Changes are made and monitored related to DHCS protocol updates. In addition, the compliance component of the Quality Services program ensures the following: 1. Establishment and implementation of procedures and a system with dedicated staff for routine internal monitoring and auditing of compliance risks, prompt response to compliance issues as they are raised, investigation of potential compliance problems as identified in the course of self-evaluation and audits, correction of such problems promptly and thoroughly (or coordination of suspected criminal acts with law enforcement agencies) to reduce the potential for recurrence, and ongoing compliance with the requirements under the contract (Corrective Action Plan (CAP) follow up from all peer reviews; review/discussion of limited mental health contact; review and provide information related to compliance for fact finding data), 2. Implement a compliance program that includes: Written policies, procedures, and standards of conduct that articulate the organization's commitment to comply with all applicable requirements and standards under the contract, and all applicable laws (provide training opportunities for BHRS compliance program plan; 3. Implement and maintain procedures designed to detect fraud, waste and abuse that include provisions to verify services reimbursed by Medicaid were received by the beneficiary, 4. Monitor access line compliance and procedures in addition to other compliance related requirements in protocol, Mental Health Plan (MHP) contract, and DMC-ODS Internal Government Agreement (IGA)), and 5. Assist with managing and monitoring privacy issues.
Utilization Management (UM)
The Utilization Management team evaluates medical necessity, appropriateness and efficiency of services provided to Medi-Cal beneficiaries (outpatient treatment plan review; assessment updates), ensures consistent application of review criteria for authorization decisions (outpatient treatment plan; Service Authorization Requests (SARs); SUD Residential), conducts concurrent review and authorization for all psychiatric inpatient hospital services and psychiatric health facility services (DBHC; Telecare PHF; Out of County (OOC) hospitals), reviews and completes provider appeals, provides training materials and training related to concurrent review, documentation standards for medical necessity (based on DHCS training and Title 9 regulation); and reasons for denials, EHR and database entry (diagnosis review; approved/denied days), Medi-Cal eligibility check for all inpatient admissions, establish and implement written policies and procedures for all UM activities and delegated activities, and provide on-going trainings related to authorization (delegated activity); Notice of Action Beneficiary Determination (NOABDs).

CLASS CHARACTERISTICS
Behavioral Health Clinician I: This unlicensed classification is the first working level in the Behavioral Health Clinician series responsible for providing professional behavioral health casework and psychotherapeutic support to clients. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Initially, under clinical supervision, incumbents are assigned the more routine client casework and support duties. Incumbents may advance to the Behavioral Health Clinician II after gaining the necessary experience, qualifications and licensure to demonstrate proficiency for the Behavioral Health Clinician II classification.
Behavioral Health Clinician II: This licensed classification is the journey-level class of licensed technician in the Behavioral Health Clinician series responsible for providing professional behavioral health casework and psychotherapeutic support to clients. Positions at this level are distinguished from the Behavioral Health Clinician I level by the acquisition of licensure, which is required for performance of the full range of professional clinical duties assigned to the series. Positions in the classification rely on experience and judgment to perform assigned duties and to ensure efficient and effective client care services. Knowledge of principles of psychiatric case management refers to the understanding and the application of the theories and techniques of the licensed mental health clinician used in hospitals, clinics, and forensic or medical service facilities to provide psychiatric assistance to clients with mental health needs and their families/significant others. This includes knowledge of the trends and ethical standards of the profession, familiarity with psychopharmacology, principles of clinical case management, effective assessment, advocacy, community organization, and interviewing techniques.
Knowledge of clinical methods refers to the utilization of the history, culture, socioeconomic background, and environment of the individual client or family to aid in diagnosis and treatment in psychiatric settings; the systematic use of psychiatric principles and techniques to help clients and their families/significant others respond constructively to treatment; the application of appropriate clinical interventions. Areas of treatment include, but may not be limited to mental illness, wellness recovery, HIV/AIDS, substance abuse, harm reduction, post-traumatic stress syndrome, and multiple diagnosis.
Knowledge of appropriate resources refers to the knowledge of community agencies, organizations, and groups which provide appropriate services to clients and their families/significant others; the knowledge of the roles of behavioral health consumers in self-help programs/traditional behavioral health programs; an awareness of consumer-guided services.
Knowledge of interviewing techniques refers to the ability to identify and assess the needs of patients through skillful interviews to elicit meaningful information.
Self-protection/assessment skills include the ability to recognize unsafe situations and protect oneself, one's colleagues and one's clients by understanding the precursors of dangerous circumstances, when to seek assistance, and knowledge of physical methods of safety such as running and restraint.
Written communication skills refer to the ability to compose and organize information such as reports, chart notes, case documentation, and correspondence and agency forms, both manually and electronically.
Oral communication skills refer to the ability to interpret medical/social situations concisely and sensitively to diverse ethnic cultural and socio-economic backgrounds of individuals/groups and program/management staff; the ability to follow complicated oral instructions; promote good public and professional relations and to establish collaborative interpersonal relationships
Ability to supervise refers to the ability to apply sound principles of supervision in a psychiatric social work setting with clear direction of goal-oriented activities, making equitable duty assignments, monitoring staff performance and to counsel, discipline and orient individual staff members.

CLASS CHARACTERISTICS
Behavioral Health Education Specialist I: This is the entry-level classification in the Behavioral Health Education Specialist series. Initially under close supervision, incumbents learn and perform routine behavioral health education activities. As experience is gained, assignments become more varied and complex; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Behavioral Health Education Specialist II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Behavioral Health Education Specialist II: This is the journey-level classification in the Behavioral Health Education Specialist series. Positions at this level are distinguished from the Behavioral Health Education Specialist I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Note: Persons who were employed by the Sacramento County Health Department and who held permanent status in Sacramento County civil service, in the class of Rehabilitation Counselor as of October 22, 1981 shall be deemed to meet the minimum qualifications of Senior Mental Health Counselor.

Deferred Compensation: The County maintains a deferred compensation plan under Section 457 of the IRS code. Vacation: Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
Holidays: Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year. Please see the appopriate MOU for details regarding holidays, accruals, use, and cashability of accrued time.
Sick Leave: 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive: An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
The following incentives and bonuses may be available for eligible new hires. Incentives and bonuses are subject to approval by Human Resources:
* Vacation Accrual Rate: San Joaquin County vacation accrual rate consistent with the candidate's total years of public service.
* Sick Leave: Candidates leaving other employment may receive credit for actual non-reimbursable sick leave hours (up to 160 hours) from their last agency. Hours shall be subject to San Joaquin County's minimum sick leave cash out provisions.
* New Hire Retention Bonus:
$2,000 upon completion of first year equivalent employment (2,080 hours)
$1,000 upon completion of third year equivalent employment (6,240 hours)
$3,000 upon completion of sixth year equivalent employment (12,480 hours)
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
* Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
* Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
* Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Testing Accommodation: Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at ************** prior to the examination date.
Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
* September 16, 1940 to December 31, 1946
* June 27, 1950 to January 31, 1955
* August 5, 1964 to May 7, 1975
* Persian Gulf War, August 2, 1990, through a date to be set by law or Presidential Proclamation.
Eligible Lists: Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Certification/Referral: Names from the eligible list will be referred to the hiring department by the following methods.
* Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. The minimum number of names to be referred will be equal to the number of positions plus nine, or 10% of the eligible list, whichever is higher. When filling nine or more positions in a department at the same time, the top rank or ranks will be referred and the minimum number of names shall be two times the number of positions to be filled or 10% of the eligible list, whichever is higher. This applies only to open competitive recruitments.
* Rule of Five: The top five names will be referred for hiring interviews. This applies only to department or countywide promotional examination.
* Rule of the List: For classifications designated by the Director of Human Resources, the entire eligible list will be referred to the department.
Physical Exam: Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Pre-Employment Drug Screening Exam: Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;
* They are related to the Appointing Authority or
* The employment would result in one of them supervising the work of the other.
Department Head may establish additional limitations on the hiring of relatives by departmental rule.

Job Description
The Port of San Francisco is seeking a college student intern to support its Occupational Health and Safety programs. The intern will assist with fieldwork, maintain safety supplies and equipment, and conduct site visits.
The essential functions of this position include but are not limited to:
Meets with employees to follow-up on safety concerns.
Maintains various databases such as hearing conservation, medical monitoring appointments, and safety data sheets.
Assists with the coordination of safety and health training programs.
Reviews and updates training content and employee training files.
Participates in ergonomic assessments.
Conducts basic safety inspections.
Assists in the ordering and tracking of safety purchases.
Assists with industrial hygiene monitoring.
Develops draft Codes of Safe Practices for maintenance operations.
Performs other duties as required.
Nature of The Work
Duties may include sustained physical effort including but not limited to continuous walking, bending and climbing ladders in performing work in the field and from vessels with potential exposure to health and safety hazards. Ability to travel to various locations throughout San Francisco.
Qualifications
Applicants must be enrolled in a program at an accredited community college or university leading to a degree in biology, biochemistry, environmental science, kinesiology, ergonomics, nursing or related fields.
Applicants must have completed at least 48 semester units or 72 quarter units by the application filing deadline.
Interns must maintain enrollment at an accredited community college or university for continued employment as an Occupational Health and Safety Intern.
