Created in 1977 (then Legal Services Corporation of Iowa) by merger of existing legal services organizations in Dubuque, Waterloo, Iowa City, and Council Bluffs.
After obtaining is J.D. from the University of Iowa College of Law, he joined Iowa Legal Aid (then known as the Legal Services Corporation of Iowa) in 1978.
A severe funding decrease in 1981 caused the closure of offices in Creston, Burlington, Decorah, Fort Dodge and Spencer.
Dennis worked as a staff attorney, managing attorney, senior staff attorney, and deputy director, prior to becoming the executive director in 1992.
Funding cuts and restrictions imposed by Congress in 1994 lead Iowa Legal Aid to form a partnership with the Iowa Attorney General’s office.
After Congress reduced LSC funding in 1995, Iowa was one of the first states that initiated new state support.
The Iowa legislature has helped fund legal services in Iowa since 1996.
