The Executive Office of Housing and Livable Communities (EOHLC) was established in 2023. Its creation reflected the Commonwealth's focus on housing, elevating the organization from a division (DHCD) to an executive office reporting directly to the Governor. EOHLC works to create more homes and lower housing costs for Massachusetts residents. We administer programs focused on housing production, housing affordability, fairness and equity in housing opportunity, emergency and transitional housing and financial supports, and home energy affordability, among other areas.
Are you interested in helping people in Massachusetts find and secure affordable housing? The Executive Office of Housing and Livable Communities (EOHLC) is hiring a Senior Service Designer - Housing to reimagine the affordable housing experience.
You'll start by collaborating on the design of a centralized application experience that streamlines how people learn about, apply for, and gain access to private affordable housing. In addition to improving the front-end applicant experience, you will also shape the back-end experience for property managers, municipalities and housing search workers/advocates. We need a systems thinker who thrives on understanding people and delivering complex services and holistic experiences.
This position is a full-time contract opportunity. The primary work location for this role will be at 100 Cambridge Street, Boston, MA 02114. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position follows a hybrid schedule, typically requiring an average of two days per week in the office, with the flexibility to balance on-site and remote work as needed.
Duties and Responsibilities:
Define and concept test an Affordable Housing Application experience in partnership with the team's Experience Design and Research Lead.
Engage constituents and service providers to understand their needs, map their experiences, and co-design digital and non-digital solutions.
Create compelling and effective service design artifacts to drive shared understanding and action (for example: ux wireframes, future state concepts, journey maps, service blueprints, prototypes, frameworks etc.)
Guide vendor development teams and ensure outputs respond to constituent needs navigating, applying, and securing privately owned affordable apartments and homes.
Partner with agency stakeholders to understand policies, technology systems, business needs, and other constraints when optimizing service delivery.
Drive impact within a complex ecosystem that builds on existing discovery work. The team recently finished discovery work to understanding user needs. You'll help the team extend these learnings, create a people-centered roadmap, and help move the team from vision to implementation.
Help us grow our service design practice by working with peers to shape state-wide service patterns, best practices, and integrated solutions.
Act as a change agent within Housing and Livable Communities by advocating for iterative people-centered design and research.
Preferred Knowledge, Skills, and Abilities:
5-7 years of professional experience in service design
3+ years of experience working on government services or similarly complex public service orientated spaces
Enthusiasm for solving problems facing public-sector agencies and promoting access to public services using modern technology, design, and research practices
Demonstrated flexibility and patience in navigating highly regulated environments and complex stakeholder dynamics
Deep expertise in service design, experience research, and experience/design strategy
Comfortable facilitating co-design sessions, stakeholder workshops, and generative meetings
Strong system thinking skills
Outstanding verbal, written, and visual communication and storytelling skills

You'll work on our “Growth & New Business” team, where you'll help lead the strategy and execution to grow our business. You'll build new business lines that will grow to contribute meaningfully to our overall revenue and run growth experiments at the top of the funnel for our core products.

The US national base salary range for this full-time position is $126,000 - $224,000. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. As a Lead Product Designer, you will have a determining influence on the user experience (UX) of our various products. Responsibilities
Lead the end-to-end design process, from user research and analysis to UX/UI design and implementation.
Apply a holistic, systems-thinking approach to complex product challenges, leveraging deep customer empathy to create compelling and effective user experiences.
Design and rapidly iterate on foundational artifacts, including user flows, wireframes, prototypes, and production-ready high-fidelity visuals, that clearly communicate design intent.

Required Qualifications, Skills and Capabilities
Minimum of 7 years of experience in luxury travel planning or related field, with a proven track record of serving high net worth clientele.
Proficiency in a Global Distribution System (GDS) such as Sabre.
Proficiency in MS Office Suite and other CRM technology (Monday.com), with the ability to adapt as needed.
Possess extensive worldwide travel experience, enabling a deep, personal understanding of diverse cultures, destinations, and customs to deliver bespoke, culturally rich travel experiences that align with the unique lifestyles and preferences of our esteemed members.

This role will help transform how merchants, suppliers, and brands discover new products and customers using the NuORDER Catalog.
The ideal candidate has a proven track record of transforming complex datasets to deliver understandable, and user-friendly interfaces on a variety of platforms. You identify opportunities to drive value, excel in collaborative environments partnering with engineers, and product managers to create exceptional customer experiences.
What you'll be doing:
Lead high-level project work from a design perspective with autonomy and authority, facilitating design studios and working sessions to help the teams deliver the best possible solutions
Leverage your UX expertise and understanding of design systems, UI design, and how micro-interactions can help users complete a task
Turn nebulous concepts into specific ideas that are useful and delightful product features
Design holistic systems, flows and interfaces that are simple, elegant, and user-friendly
Understand how to best use the current design system to ensure consistency across platforms and contribute to its continuous improvement

What you need to bring:

Applied experience with service design practices and a practice of constantly evolving your design process
Applied experience working across all digital and physical manifestations of what we design - from the responsive web to native applications to the next technological leap.
Strong aesthetic and conceptual skills to help elevate the visual identity of our brands
Excellent communication and visualization skills. You can bring internal stakeholders on your design journey and explain work with focus and brevity
An understanding of design systems, prototyping, and user research methodologies

At Lightspeed, we carefully consider a wide range of factors when determining compensation, including your skillset, qualifications, experience, and market data. These considerations can cause your compensation to vary. We reasonably expect the base salary for this position to be in the range of $130,000 - $170,000 USD, depending on the candidate's location. Additionally, this role may be eligible for discretionary short-term and long-term incentives. Lightspeed also provides a variety of employee benefits including, but not limited to, medical, dental, wellness, life and disability insurance, 401K plan and match, paid parental leave top-up, and paid time off.
Please note that this salary information is solely for candidates hired to perform work within the United States, and refers to the amount Lightspeed is willing to pay at the time of this posting, which may vary depending on the candidate's actual location.
