**Specific Duties & Responsibilities**

**Minimum Qualifications**
+ Bachelor's Degree in Finance, Accounting, Business or related field.

+ Assists in the development of budget targets and quarterly budget projections for all types of budgets, including operating, endowment, gift, discretionary and service center funds.
+ Confers with appropriate internal and external administrative offices to ensure that required budget policies and procedures are followed. Provides instructions and answers questions relating to budget procedures and serves as liaison between the Business Office and other UA departments.
+ Monitors monthly expenditures and revenues compared to budget and gathers supporting documentation. Analyzes significant discrepancies and prepares written summary document.

Reporting to the SeniorFinance Manager in the Integrated Business Office (IBO) consisting of the departments of Dermatology, Neurology and Neurosurgery, the FinancialAnalyst 2, Post Award will be responsible for supporting and managing clinical research and clinical trials in assigned portfolios and other non-sponsored (internal/gift/endowment) funding sources used primarily for clinical research by faculty. The role may expand to support non-clinical sponsored research portfolios as well. This individual will provide analytical and financial services, guidance and consultation to faculty and staff optimizing each PI's use of clinical research funds for awards within assigned portfolios, and mitigate risk of non-compliance for all awards. The role involves managing post-award functions, ensuring high levels of client satisfaction through strong relationship management, and conducting complex modeling for resource planning. It includes financial and budgetary management, quality assurance initiatives, and supporting the development of training resources and best practices. The FinancialAnalyst collaborates with faculty, PIs, department administrators, YCCI, and the Office of Sponsored Projects, and others to create and update financial plans and accommodate sponsor requirements.

+ Be knowledgeable to review and approve travel reimbursements, online payments, payroll/non-payroll cost transfers, and check deposits.
+ Regularly meets with and serves as a go-to finance resource for divisional staff.
+ Assist with creating new and maintaining existing Faculty and Clinical Associates Compensation Plans.
+ Perform monthly salary reconciliations to ensure salaries are being charged and allocated properly. Review Control Salary and mitigate any potential overpayments.
+ Assist in the monthly close out process. Perform monthly reconciliations on accounts to ensure all revenue and expenses are charging properly.

We are seeking a **_Sr. Director of Finance & Administration, JHPS_** who will be a strategic thought leader responsible for overseeing the financial and administrative functions of the organization. JHPS manages a diverse range of institution-wide activities and is tasked with ensuring the security and safety of the campuses of Johns Hopkins University and Johns Hopkins Medicine. Among the vital services provided by JHPS are building security and control, patrol operations, walking and driving escorts, blue light phone systems, and bike registration, among others. The leadership in this position is crucial for maintaining a safe and secure environment for all students, staff, and visitors associated with the institution.
This position reports directly to the Associate Vice President, Administration, Public Safety, with an additional reporting line to the Senior Director of Finance and Administration for University Administration. The Senior Director plays a vital role as a key member of the leadership team within the office of the Vice President at JHPS, overseeing the public safety budget. This role provides overall direction and leadership for financial and business process operations in the following areas: finance, administration, logistics, and contract administration.
**Specific Duties & Responsibilities:**
_Finance & Administrative Leadership_
+ Lead and manage the development of financial plans and annual budgets for public safety.
+ Advise senior leadership on fiscal policy, financial strategies, and financial allocations to support public safety initiatives.
+ Partner with public safety leadership to evaluate operational efficiencies and the financial impact of operational and capital budgets.
+ Ensure compliance with JHU financial policies, internal controls, and audit requirements.
+ Supervise and mentor financial and administrative staff, ensuring effective operations of financial and administrative services across the enterprise.
_Budgeting and Forecasting_
+ Develop and oversee operating and capital budgets enterprise wide.
+ Monitor budget performance, conduct variance analysis, and recommend corrective actions as needed.
+ Lead annual and mid-year budget planning cycles, ensuring alignment with organizational priorities and public safety needs.
+ Develop both the short-range and long-range capital budgets in coordination with divisional finance staff.
_Financial Reporting and Compliance_
+ Prepare and present regular financial reports to leadership.
+ Ensure compliance with local, state, and federal financial regulations, grant requirements, and audit standards.
+ Oversee internal controls and risk management strategies to safeguard public funds.
_Project Management_
+ Establish project governance, timelines, and reporting to ensure projects are delivered on time, within scope, and with measurable outcomes.
+ Coordinate cross-functional stakeholders to prioritize initiatives and allocate resources effectively.
_Leadership & Collaboration_
+ Manage and mentor finance staff supporting public safety operations.
+ Lead a multidisciplinary team responsible for budgeting, financial management, supervision of monthly, quarterly, and annual close processes, payroll, procurement, asset and inventory management, and fleet operations.
+ Forge strong partnerships with staff in JHPS, JHU, and JHH leadership, working together to solve problems and communicate key issues to leadership.
+ Oversee ad hoc projects.
**Minimum Qualifications**
+ Bachelor's Degree in finance, Accounting, Business Management, Administration, or a related field.
+ Ten plus years of progressively responsible financial management experience, including supervisory experience.
+ Demonstrated experience managing projects, financial initiatives, and employees.
+ Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
**Preferred Qualifications**
+ Master's Degree (MBA, MPA, or related) in finance, business, HR, or related field or CPA.
