    We are seeking a detail-oriented Federal Wage Compliance Analyst to support certified payroll compliance for a large construction program funded under the CHIPS Act. The Federal Wage Compliance Analyst will work within the project accounting and document control departments and will report to the site Accounting Manager. This position will be full time, physically located 5 days a week on site. They will work closely with onsite Project Management. This position will be responsible for ensuring full compliance with the Davis-Bacon and Related Acts (DBRA), applicable prevailing wage laws, and federal reporting requirements. The role will leverage Elation Systems, an electronic certified payroll and labor compliance management software, to streamline compliance tracking and reporting. SALARY RANGE: $65,000-85,000 Depending on Experience. PRINCIPLE RESPONSIBILITIES: Certified Payroll Administration Review and verify weekly certified payroll submissions in Elation Systems for accuracy, completeness, and compliance with Davis-Bacon wage determinations and fringe benefit requirements. Monitor contractor and subcontractor submissions through Elation Systems to ensure timely reporting. Compliance Monitoring & Enforcement Audit payrolls to confirm correct classifications, wage rates, and fringe benefit allocations as documented in Elation Systems. Identify, document, and communicate compliance discrepancies; coordinate corrective actions with contractors. Maintain digital compliance logs, wage determinations, and correspondence records within the software. Contractor/Subcontractor Coordination Provide training and guidance to subcontractors on using Elation Systems for certified payroll submissions. Serve as the primary point of contact for wage compliance questions and technical support related to the software. Regulatory Reporting & Documentation Generate compliance reports from Elation Systems for internal leadership, owners, and government agencies. Assist in responding to audits, investigations, or public records requests using data stored in the system. Policy & Procedure Support Maintain up-to-date knowledge of federal, state, and local wage compliance laws. Recommend process improvements to strengthen compliance controls, leveraging Elation Systems capabilities. QUALIFICATIONS, SKILLS, AND ABILITIES: EDUCATION High School Diploma or GED required. Bachelor's degree in Business, Accounting, or related field; or equivalent work experience preferred. EXPERIENCE Minimum three to five (3-5) years of experience in payroll compliance, labor compliance, or construction payroll administration. Demonstrated experience reviewing and processing certified payrolls on large-scale construction projects preferred. Familiarity with U.S. Department of Labor wage determinations and compliance audits preferred. Prior work in a general contractor or large subcontractor environment. POSITION RELATED SKILLS Proficient in Windows and Microsoft Office 365 (Excel, Word, Outlook, Power Point and Teams), and have a general understanding of working within a computer network. Job Description Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley. Under the general direction of the PDS Assistant and Deputy Assistant Environmental Services Managers and the Authority Director of Environmental Services, the Environmental Compliance Specialist works in the Program Delivery group, which is part of the California High-Speed Rail Authority's (Authority's) Office of Program Delivery, Environmental Services Branch and reports directly to the Deputy Assistant Environmental Services Manager. The Environmental Compliance Specialist will work closely with the Environmental Compliance Manager to conduct data entry and prepare reports in the Authority's proprietary environmental compliance database management application. The Environmental Compliance Specialist will work closely with the Environmental Compliance Manager to conduct data entry and prepare reports in the Authority's proprietary environmental compliance database management application, EMMA. In this role, the Environmental Compliance Specialist will analyze and enter the Authority's environmental commitments as documented in the Mitigation, Monitoring, and Reporting Plan and regulatory permits into EMMA and support compliance implementation, documentation, and reporting for project sections under construction. The Environmental Compliance Specialist is responsible for coding environmental commitments from environmental and permit approval documents into the Authority's Environmental Mitigation Management Assessment database application (EMMA), preparing reports in EMMA to identify gaps and document mitigation compliance, and supporting the Environmental Compliance Manager to use EMMA for construction compliance demonstration. * Familiarity with NEPA, CEQA, and permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code, among others * Interact with regulatory agency staff to answer routine construction compliance questions * Assist with document controls in SharePoint and other applications * Assist with construction-phase compliance reporting Basic Job Requirements * Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed * Experience in environmental planning and/or construction compliance Other Job Requirements * Demonstrated ability to work with database management applications * Familiarity with major State and federal environmental laws including CEQA, NEPA, Clean Water Act, endangered species acts, Porter-Cologne, lake/streambed alteration agreements * Experience working on large, complex environmental compliance programs Preferred Qualifications * Experience in construction compliance tracking, documentation, and reporting * Biology or conservation background * Experience with design-build contracting and construction processes #LI-SI1 We are an equal opportunity employer.
