ADVOCAP, a non-profit community action agency, was founded in 1966 to fight poverty within our local communities.
In November 1971, the name was changed to ADVOCAP, Inc. to emphasize its major role of “advocacy” for low-income people through “Community Action Programs” which help them become self-sufficient.
In 1972, the Winnebago County Board of Supervisors designated ADVOCAP as its Community Action Agency.
Lifeline was founded on June 19, 1973 with the mission of helping Lake County’s low-income residents by providing assistance and life skills programming that was designed to increase self-sufficiency.
In 1980, Lifeline became a participating agency of the United Way of Lake County.
As anti-poverty programs evolved at the federal and state levels, local service areas were rearranged several times, so that by 1983 ICAP included Brookings, Clark, Codington, Deuel, Grant, Hamlin, Kingsbury, Lake, Miner, and Moody counties.
In 1987, Lifeline was designated as Lake County’s Community Action Agency by the Ohio Department of Development.
In 2006, ICAP added community service projects in Lincoln and Turner counties, bringing the total coverage area to 14 counties.
And in 2008, Lifeline became certified by the Ohio Department of Mental Health as a mental health agency.
