THE ROLE: The WISe MentalHealthClinician provides mentalhealth counseling services through the incorporation of evidence-based practices that focus on the strengths of children and families served. This role requires the ability to work effectively in a team environment, as well as within the community and with other agency staff. In this role, clinicians can expect to work in homes, schools, community centers and/or the agency office, depending on the needs of families on their caseload. Communication, confidentiality and professionalism are essential parts of this position due to WISe being a team-based approach. The ability to work flexible hours including evenings and participating in an on-call rotation is expected. LCSNW offers a pay differential for employees while on-call.
RESPONSIBILITIES: The primary duties and responsibilities include, but are not limited to, the following:
ā Maintain a caseload of 15 to 20 youth and young adults ranging from age 10-21
ā Provide culturally responsive mentalhealth treatment services to children and youth experiencing behavioral health/mentalhealth concerns, and supporting families in understanding needs of children and youth
ā Demonstrate awareness and sensitivity in the delivery of mentalhealth services as it relates to the cultural and socioeconomic characteristics of the populations served
ā Conduct mentalhealth intakes and assessments to determine treatment needs aligned with current DSM diagnoses, and complete treatment planning on a quarterly basis to monitor youth progress in treatment goals
ā Maintain timely case notes and records set by the agency's documentation standards
ā Collaborate with other members of the WISe team (care coordinator, peer support specialist, family support specialist) to identify how each WISe team member addresses ongoing youth/family needs to reduce stressors affecting behavioral health/mentalhealth concerns
ā Approach responsibilities with a high degree of flexibility, including the ability to shift quickly from various tasks based on the needs of youth on caseload
ā Participate in required weekly individual supervision, case consultation, and bimonthly staff meetings to explore therapeutic approaches, modalities, and interventions for youth, process themes of transference/countertransference as they occur, and identify support needed for professional growth in field
ā Attend monthly child and family team (CFT) planning meetings that address youth and family goals with other professional supports, natural supports, and community partners
ā Stay up to date in knowledge and skills in the field through attending trainings required for licensure
ā Travel throughout countywide service area with mileage reimbursement allocated monthly
ā Other duties as assigned by the clinical manager, supervisor or director.
QUALIFICATIONS:
ā Ability to read, write and speak fluently in English are required, as well as one of the following additional languages: Spanish, Amharic, Arabic, Dari, Farsi, Pashto, Russian, Ukrainian. Candidates with demonstrated language competency are eligible for language-based pay increase.
ā Successful completion of a background check through Washington State Patrol.
ā Cannot be excluded from participation in any federal healthcare programs (Medicaid, Medicare, and other federally funded programs that provide health benefits).
ā Must not be prohibited from entering school grounds or classrooms for any reason.
EDUCATION AND/OR EXPERIENCE:
ā Master's degree granted by an accredited institution in Social Work, Counseling, Marriage & Family Therapy, Psychology, or a closely related field is required.
ā Previous experience conducting assessments, diagnosis, and treatment planning acquired through internship or employment is preferred.
ā Previous WISe/wraparound experience is desirable, but not required

Program Summary: Crisis Connections provides a variety of telephone-based support services that are free and easily accessible to anyone in our community experiencing crisis. Our service area includes King County and WA State. Our passion is to foster resilience and wellbeing for all by connecting people to accessible and compassionate support.
Position Summary: As a Crisis Services Clinician, you will be a qualified MentalHealth Professional with comprehensive training in four essential crisis services clinical functions: Crisis Services Coordinator, Hospital Authorizer, One-Call Triage Clinician, and MentalHealth Triage Clinician. Your primary responsibility will entail overseeing all activities within the phone room, working collaboratively with fellow clinical staff and paraprofessionals during each shift.
Job Duties and Responsibilities:
Crisis Service Coordination
* Supervise Phone Workers directly and provide general oversight and direction to other staff in the phone room during scheduled shifts.
* Monitor and coach Phone Workers closely, assign and review tasks of Crisis Intervention Specialists (CIS), and offer consultation and direction to other clinical staff engaged in crisis room work.
* Provide leadership on the floor and determine when consultation from supervisors and upper managers is necessary during shifts.
* Monitor call queues to assign phone interventions promptly to support appropriate clinical service and meet contractual metrics.
* Supports the CIS with ongoing and immediate feedback as well as gives input to CIS supervisor for formal evaluation.
* Conducts formal evaluations of Phone Workers in a timely manner and provides ongoing feedback to Volunteer Services Manager regarding Phone Worker performances including discipline and commendation.
* Ensure adherence to all policies and procedures by phone room staff.
* Ensure delivery of services consistent with compassionate, respectful, professional, and recovery-oriented principles.
* Assess crisis calls, evaluate risk of harm and mental illness, and ensure implementation of best clinical intervention practices.
* Assist phone workers in identifying clients of agencies for which after-hours telephone support is provided or who are frequent callers of the crisis line.
* Ensure accurate and complete documentation of all calls in the Quality Assurance (QA) process.
MentalHealth Triage
* Conduct assessments on calls to the King County Crisis and Commitment public line, evaluating the risk of harm and implementing optimal clinical intervention practices.
* Provide compassionate emotional support to callers while remaining vigilant regarding crisis and suicide intervention strategies.
* Utilize the King County Client Lookup System (CLS) to identify callers who may be affiliated with a community mentalhealth center.
* Ensure meticulous and thorough documentation of all calls in the phone message log, Triage log, and our Electronic Health Record (EHR) system. Assist the Crisis Services Coordinator during peak periods and upon request, including providing guidance to phone workers with regards to sound clinical judgment during calls.
* Complete Sheena's law referrals from Law enforcement by conducting telephonic outreach to the person of concern or facilitating crisis services such as the mobile crisis team or Children Crisis Outreach Response System Referral. Notify the Public MentalHealth Agency the person of concern is enrolled with, documenting the interaction in the Sheena's law Log forms.
Hospital Diversion and Authorization Responsibilities
* Answers the Hospital Authorization Line, screening referrals for medical necessity eligibility using Adult and Child Level of Care Utilization Screening Systems (LOCUS and CALOCUS).
* Ensures accurate and thorough completion and maintenance of all necessary paper documentation and electronic data entry, adhering strictly to established policies and procedures for information gathering, consulting with psychiatrists, and documenting client acceptance or denial of inpatient level of care.
* Completes all authorizations within two hours of receiving complete referral information and meets all timeline requirements, completing data entry and paper document dissemination for all authorizations within daily shift.
* Appropriately refers requests for retrospective reviews, length of stay extensions, etc., to HA/DV Lead when appropriate.
* Offers assistance to the Crisis Services Coordinator during peak periods and/or upon request, which may involve providing guidance to phone workers with sound clinical judgment while they are on a call.
One-Call Triage
* Answer calls from first responders 24/7, ensuring timely responses to urgent situations.
* Gather essential information from first responders regarding the individual in crisis.
* Utilize ECLS/EDIE and other electronic systems to identify available supports or resources for the client.
* Offer diversion or less restrictive options to first responders in real-time, prioritizing client safety and well-being.
* Establish a warm connection to the identified resource, facilitating seamless transitions for the individual in crisis.
* Maintain accurate documentation in BHO log and EHR systems, ensuring thorough record-keeping and compliance with protocols.
* Complete notifications (via fax, secure email, or other means) to the receiving agency, facilitating smooth coordination of care.
* Track disposition and ongoing progress of referrals, ensuring a closed-loop referral process for accountability and follow-up.
Community Consultation and Linkages
* Provides professional consultation to callers on the business line regarding access to the mentalhealth system, crisis intervention, suicide intervention, and other mentalhealth topics as needed.
* Completes Electronic Client Lookup System (ECLS) search inquiries, disclosing information only to callers with the right to access ECLS information according to policy guidelines, and documents each ECLS search.
* Utilizes Electronic Health Record System, Carelogic, and County communication systems such as OpenBeds and ECLS Phone Message Log effectively for coordination with DCRs and Mobile Teams.
* Ensures completion of appropriate screening and linkage to Next Day Appointments, Children's Crisis Outreach and Response System, Mobile Outreach Team, Geriatric Regional Assessment Team, Designated MentalHealth Professionals, and other outreach services for callers requesting those services.
* Ensures accurate and complete documentation of all activities throughout the Quality Assurance (QA) process.
New Hire Training Requirements:
New hires are expected to attend 3 training shifts per week onsite and will require the following online modules and shadowing shifts before starting their scheduled shifts.
Your Training Coordinator will provide follow-up and additional information during your New Hire Orientation.
Crisis Services Clinician Training Requirements
* Attend a 4-hour listening shift onsite at Seattle office during first week.
* Complete 19 hours of online training modules.
* Complete 10 Shadowing shifts, 8 hours each onsite at Seattle office.
* Attend Live Training once a year.
Further Training and Professional Development:
* Stay registered as required and remain abreast of current professional literature and developments in the mentalhealth field.
* Dedicate a minimum of 12 hours of training per Full-Time Equivalent (FTE) on approved topics pertinent to job responsibilities.

INTRODUCTION:
The MentalHealth Specialist provides mentalhealth assessments and treatment to Siletz Tribal Youth at risk of delinquency, Tribal Youth involved in the juvenile justice system, and adults within areas served by the Portland and Salem area offices. Treatment services include individual, family, and group therapy. Treatment services to court-involved youth will be coordinated with juvenile justice agencies and may include participation in monthly case reviews and closed custody reviews. The MentalHealth Specialist will work closely with other Tribal Program Staff in providing adventure-based counseling activities, such as use of the challenge course, whitewater rafting, wilderness treks and community-based wellness activities.
The MentalHealth Specialist will provide mentalhealth assessments and treatment or referrals to outside agencies for adult and youth tribal members and their families in the Portland and Salem Area Offices Overall supervision for this position will be provided by the Behavioral Health Program Administrator, however, daily on-site supervision will be provided by the area supervisor at the location where she/he is assigned.
DUTIES:
Provides mentalhealth assessments and treatment activities to clients and their families including individual, family, and group therapy. Provide assessments and brief services to adults in the Portland and Salem Area Offices. Treatment methods will include one-on-one counseling, group counseling, course presentation and use of adventure-based counseling practices. (Challenge course, whitewater rafting, and wilderness treks.)
Work in conjunction with Behavioral Health Program, Indian Child Welfare, Education, and Cultural Program staff in case management and provision of services to Tribal youth and their families to ensure the development of comprehensive community mentalhealth services.
Work with Tribal Program Staff from Siletz and the three Tribal Area Offices in the organization and implementation of an annual Tribal Youth Conference.
Work collaboratively with Tribal Alcohol and Drug, Culture, Education, Health Department, Law Enforcement, Indian Child Welfare, and TANF staff in organization and implementation of treatment and treatment activities.
Work collaboratively with Juvenile Departments and the Oregon Youth Authority within the eleven county service areas.
Develop and assist in gathering data necessary for service provision to include regular documentation and service reports required by various funding agencies.

Establish and maintain communication channels with designated hospitals that have suitable beds for patient placement.
Utilize established criteria outlined in the Patient Placement Guidelines decision tree to match patients with available psychiatric beds.
Inform hospitals with available beds of potential patients, facilitating the assessment process.
Notify hospitals where patients are awaiting placement once a hospital with bed availability has been informed.
Record placement outcomes, including completed placements or reasons for unaccepted referrals, in the County database.
Exhibit exceptional professional service skills when interacting with all involved parties.
D. Professional Development

988 SUICIDE AND CRISIS LIFELINE CONTACT SUPPORT
1. Knowledgeable of organization and 988 Suicide and Crisis Lifeline required protocols and procedures.
2. Respond to 988 Suicide and Crisis Lifeline telephonic, online chat, or SMS texts to provide emotional support, risk assessment, crisis intervention, and support referrals to contacts in a consistent and non-judgmental manner.
3. Uses effective communication skills to assist in behavioral health and suicide risk assessment and de-escalation of 988 contacts.
4. Provide 988 contacts with risk reduction and safety/action planning.
5. Sets appropriate limits with difficult 988 contacts.
6. Exhibits patience and responds to difficult 988 contacts with sensitivity.
7. Smoothly integrates supervisory direction into 988 contacts.
8. Alerts shift clinicians immediately to contact content involving possible danger to the identified client or to other people. (Including suicide, homicide, child/elderly abuse, and other violent threats or ideation.)
9. Alerts shift clinicians when identified contact presents indications of possible men tal disorder.
10. Make every effort to resolve contacts in the least restrictive environment and without law enforcement involvement whenever possible.
11. Triage 988 contacts for referral to appropriate crisis response system partners for higher level of intervention as needed.

Position Description
The Director of Counseling and Lead MentalHealth Counselor will provide immediate, short-term support and crisis intervention for students experiencing emotional distress or behavioral challenges. The counselor works closely with the Site Director and the HGW administrative team. Successful applicants will be flexible and creative in response to students' interests and needs, passionate about Horizons' mission and building transformative relationships with youth, and self-driven, demonstrating a commitment to quality and growth.
Core Duties and Responsibilities
Conduct brief, individual check-ins with students and small groups of students identified by teachers or staff as needing support (e.g., homesickness, anxiety, conflict resolution).
Support teachers, as needed, with the Peace of Mind Curriculum implementation and class meetings
Manage, document, and track all student behavioral health incidents and interventions in compliance with HGW protocols and confidentiality guidelines.
Consult with parents/guardians to coordinate support plans and provide necessary referrals for ongoing therapeutic services within the community.
Staff Training and Consultation
Design and facilitate training for summer staff on trauma-informed care, de-escalation techniques, and the HGW behavioral referral process.
Train and support teachers and staff on the Peace of Mind curriculum, providing practical tools for effective classroom meetings and emotional literacy.
Provide weekly "office hours" or scheduled consultations for classroom teachers to troubleshoot persistent behavioral challenges or group dynamics.
Ensure all summer staff are trained in mandated reporting protocols and HGW's internal safety communication chain.
Crisis Response Leadership: Brief the HGW administrative team on crisis management protocols, ensuring a seamless connection between the counselor, site leadership, and families.
Program Development and Prevention
Help integrate SEL strategies into the daily program schedule, ensuring that community-building and emotional literacy are prioritized.
Collaborate with the academic team to understand and address how social-emotional barriers may impact academic engagement (e.g., in literacy, math, and STEAM, swimming classes).
Assist in evaluating the program's overall mentalhealth strategy and documentation procedures to provide recommendations for future summer and year-round programming.
Requirements
Qualifications and Competencies In addition to having a steadfast commitment to Horizon's mission, the ideal candidate will possess school experience in working with students in Grades 1-9, behavior management, and intervention. Candidates must also be flexible, organized, and self-driven.
Minimum Qualifications
Master's degree in social work, Counseling, Psychology, or a related clinical mentalhealth field.
Bilingual in Spanish and English?
Current and valid independent or associate clinical license (LICSW, LCSW, LPC, LCPC, LMFT, or equivalent) in the District of Columbia or Maryland, or documentation of being a post-graduate Supervisee in Clinical Social Work/Professional Counseling.
A minimum of one year of post-graduate experience providing behavioral health services to children and adolescents (ages 5-14), particularly with underserved or low-income backgrounds.
Experience in crisis intervention, de-escalation techniques, and developing short-term behavioral intervention plans.
Preferred Qualifications and Competencies
Current CPR and First Aid certification.
Compensation During the planning periods, February 1, 2026- June 21, 2026, and August 1, 2026-August 31, 2026, the position is paid at the hourly rate of $40. The six-week period from June 22 to July 31st is salaried at $7,200.00 based on the same hourly rate and a 30-hour work week.
