Responsibilities * Performs detailed takeoffs of materials and trades for all CSI divisions as required to complete estimates and to support senior staff. * Prepares labor, material, and equipment pricing research and applies to estimates. * Provides conceptual, preliminary, schematic, and design development estimates for new construction, remodels, small infrastructure type projects. * Expected to provide detailed breakdowns for all major CSI divisions. * Prepare detailed narratives for estimates to convey scope of work to client. * Review estimates with Senior staff for comments and QA. * Supports the team in all project related tasks such as comparisons, material and labor investigations, and other pricing needs and requirements. * Provides impromptu spreadsheets and cost comparisons at the client's request. * Updates Cost Management's historical database. * Performs bid review. * Perform change order review. * Meet with project managers, consultants, and clients as required to acquire necessary information for estimates, bids, and budgets. This would include drawings, specifications, reports, clarification of scope etc. * Provide value engineering suggestions to team during the estimation process. * Visits building sites for clients as required. * Attends client team management and project kickoff meetings as required. * Attends all Cost Management team meetings or functions as required. * Produces accurate and consistent work. * Adheres to assigned schedule. * Monitors time spent on all projects to ensure profitability and efficiency. * Updates Cost Management's historical database. Everything else is secondary to this Perform cost analysis & estimations and provide recommendations accordance with DHS Headquarters and GAO Cost Assessment Guide Develop and refine cost estimate by analyzing historical data and applying quantitative models, techniques, tools and databases to predict future program costs Develop and update life cycle cost evaluations (LLCEs) and independent government cots estimates (IGCEs) for the client's programs and projects, as well as ad hoc estimates Present results of estimates in a variety of formats such as verbal presentations, narrative reports, and briefing charts Develop presentations and brief executive leadership on program cost positions, impact of budget changes on supported programs and other cost issues Participate in program meetings and technical interchanges to remain current with program requirements Assist tracking of actuals from financial systems to LCCE for P&R Forms, Spend Plans, RAP submissions and other financial reports Prepare estimates for changes in technical and/or funding baselines Provide support in defending cost estimating methodologies Qualifications Must have BA/BS with at least 11 years of experience in related field or a MA/MS with 8 of experience in related field Exceptional knowledge of ACEIT cost estimating software, to include report writing and RISK features Earned Value Management (EVM) experience preferred Posses technical, analytical and problem-solving skills, and able to manage multiple projects simultaneously Proficiency with Microsoft Office (Word, Excel, PowerPoint, Teams and Outlook) Strong written and oral presentation skills Excellent interpersonal and communication skills Preferred Qualifications: Previous work experience with DHS Certification such as Certified Cost Estimate/Analyst (CCEA) or Certified Cost Professional (CCP) is a plus About Mayvin: Mayvin is more than a workplace-it's a community built on innovation, inclusion, and impact.
