On February 7th, 2000, Greg Marney, then Assistant General Manager at Douglas PUD, incorporated NoaNet, the Northwest Open Access Network.
NoaNet was founded in 2000 by Washington Public Utility Districts to realize the economic benefits of broadband to unserved and underserved areas of Washington State.
In 2000, the PUDs were granted the authority to help bridge the digital divide by providing wholesale telecommunications services.
In 2017, the preschool was sold to a corporation.
