Offender Aid and Restoration (OAR) began in the fall of 1971 in Charlottesville as one of six pilot sites in Virginia.
OAR of Arlington, Alexandria and Falls Church was established in 1974 by individuals from local faith communities who were volunteering in the local jail.
In 1975, an employment program offering pre-release planning to inmates and job-seeking assistance to ex-offenders began.
In 1977, the Work Release Program became a part of the Albemarle/Charlottesville Regional Jail’s programs.
In 1994, the Commonwealth of Virginia reformed sentencing and parole practices.
In 1997, the OAR/Jefferson Area Community Corrections Program expanded to provide investigation, screening, and supervision for the Charlottesville/Albemarle Drug Court.
In 2001, OAR applied and became a certified BIP provider in the Commonwealth of Virginia and has maintained that certification ever since.
