OPARC company history timeline

1950

The group quickly organized in order to do something about this need, and the Ontario/Upland/Pomona Chapter of the Exceptions /children’s Foundation of Los Angeles was formed in November of 1950.

OPARC is a non-profit 501(c)3 organization established in 1950 when a group of five parents answered an ad placed by a family whose child was not qualified for public school because of their disability.

1960

During the 1960’s, advocates of the Disability Rights movement created global demands for equality.

1964

On October 16, 1964, LARC – the heart of PARC, is founded to support the children and adults at PARC. PARC secured 6 acres of land through the City Council at what is now PARC’s main campus near Tyrone Boulevard.

1965

Amendments of the Vocational Rehabilitation Act of 1965 provides measures to expand VR services and requires states to provide services for any eligible citizen.

1970

Eager to be known as more than a supplier of office copiers, Xerox created the Palo Alto Research Center (PARC) in 1970.

1971

Only intervention by Goldman saved the idea when he had Starkweather transferred to PARC in 1971.

1979

In 1979, Xerox bought a small stake in Apple.

1981

By the time its commercial successor, the Xerox Star, was released in 1981, at over $16,000 per machine, it was too late.

1982

Curry Villa opened in November 1982 for 30 adults formerly at PARC Villa’s leased building.

1991

Burkett Villa opened on February 15, 1991 for 15 adults.

1992

The Rehabilitation Act Amendments of 1992 required each state to create a Rehabilitation Advisory Council.

1998

The 1998 Amendments to the Rehabilitation Act provided clarifications to the responsibilities of Council functions that further the goal of creating a consumer-driven vocational rehabilitation system for each state.

1999

Established in 1999, the following programs and Legislation strengthened the financial and healthcare infrastructure for people with disabilities regarding employment: Work Incentives Planning and Assistance (WIPA), Ticket to Work Program, and Work Incentives Improvement Act.

In 1999, 3M signed on to manufacture and help develop electronic paper products.

2001

Act 77 of 2001, the Tobacco Settlement Act, established a special account that provided funding for multiple programs including the Medical Assistance for Workers with Disabilities (MAWD) program.

2002

In 2002, PARC demonstrates an operational prototype of the Fiber Array Scanning Technology Cytometer for screening blood samples about 1,000 times faster than automated digital microscopy.

2016

PA Governor Tom Wolf signed Executive Order 2016-03, “Establishing ‘Employment First’ Policy and Increasing Competitive-Integrated Employment for Pennsylvanians with a Disability.” (PDF)
