Pathways DC is one of the originators of the “Housing First” model to end homelessness, in which services are provided without conditions and pre-housing requirements such as curfews, mandated sobriety or compliance with medication. We believe housing is healthcare and that housing is a basic human right. Pathways provides an array of services including housing, street outreach, case management, drop-in services, and behavioral health support. Our model is based on client choice and the idea that the people we serve are the architects of their recovery! Case Managers are members of the Permanent Supportive Housing Program (PSHP) who provide flexible, community based services that are designed to promote the stability, recovery and community reintegration of formerly homeless individuals assigned to PTHDC by DC's Department of Human Services. The Case Manager maintains a primary caseload of 17-18 clients and provides case management services in a compassionate and responsible manner. Note: All Pathways employees must be vaccinated against COVID-19 as a condition of employment, unless there is an approved medical or religious exemption. All new employees will be required to present a COVID vaccination card or an approved exemption request prior to starting employment. Unvaccinated employees will be subject to weekly COVID testing. RESPONSIBILITIES: Collaborates with client in the formulation of a Case Management Plan that is reviewed and modified with client on a regular basis; Provides outreach, case management, counseling, advocacy, and other needed services to clients in any environment including: the streets, shelters, jails, hospitals, apartments, office, etc; Provides individually tailored services to each client in the following areas: housing, school, training & work opportunities, activities of daily living, health, wellness self-management, relapse prevention, money management & entitlements, medication support, self help & empowerment, problem solving, family life & social relationships and integrated treatment for substance abuse; Maintains written and computerized records, compile reports and completes other program documentation (e.g. progress notes, case management plans, intakes, biopsychosocial assessments, monthly visit reports, incident reports); Responsible for the monthly client contact requirements as follows: 2 face to face contacts for homeless clients; 2 contacts per month for housed clients, including 1 face to face contact in the client's apartment; additional monthly contacts as determined by the Case Management Plan and assessment of client needs; Coordinates and monitors referrals to community services and advocates client participation; Participates in weekly staff meetings; Participates in staff trainings as scheduled; Performs related work as assigned; QUALIFICATIONS: Bachelor's degree in social work, psychology, sociology, counseling, or related social service/science or healthcare related disciplines and one (1) year of experience providing case management services or equivalent specialized training and/or field placement experience. Certification and/or licensure in a relevant discipline (e.g., certified addictions counselor) may substitute for educational requirements. In lieu of the education, licensure or certification, the Case Manager shall have a minimum four (4) years of experience with marginalized populations. Additional considerations can be made on a case-by-case basis for applicants with a previous history of homelessness. Excellent organizational, communication, (both oral and written) skills preferred. Ability to work independently is strongly desired. The Health & Human Services Department focuses on providing enhanced library services, social services, and public health services to the District's most vulnerable residents and to support staff in their work with these patrons. Currently, three DC Department of Behavioral Health Certified Peer Support Specialists, led by a Licensed Clinical Social Worker, provide emotional support and referrals to services to DCPL's unhoused customers and those with co-occurring disorders. The Mental Health Specialist is part of an interdisciplinary team that includes the Health & Human Services Manager, the Health & Human Services Assistant Manager, and three Certified Peer Support Specialists. Responsibilities include providing a wide variety of social work supports, focusing on making connections with customers inside DCPL library branches. Customers seeking services could include adults experiencing homelessness, adults with dual-diagnosis, transition-aged youth from 18-24 years, teens, and families. The Foundation for Individual Rights and Expression's mission is to defend and sustain the individual rights of all Americans to free speech and free thought - the most essential qualities of liberty. FIRE educates Americans about the importance of these inalienable rights, promotes a culture of respect for these rights, and provides the means to preserve them. Free Speech Forum counselors are residential counselors, program facilitators, and mentors who provide guidance and support during the FIRE Free Speech Forum, a free, one-week educational summer camp for rising 10th- to 12th-grade students. Counselors play a key role in supervising and mentoring participants, facilitating educational activities centered around free speech, and ensuring a positive and engaging learning environment. They collaborate with other site staff to monitor students' well-being, ensuring their health, safety, and security throughout the program. Counselors deliver a high-quality, supportive experience that aligns with FIRE's mission and values. This is an intensive, fully residential role that requires a full-time commitment from Saturday, June 21, through Saturday, June 27, 2026, including evenings and weekends. Counselors will live on campus at American University with the participants and the counselor team. The Free Speech forum counselors will report to the vice president of Student Development and work closely with attendees, FIRE staff, and the counselor team. Duties include, but are not limited to: Residential Support & Supervision Providing guidance and supporting up to 10 students, ensuring they understand and follow program policies. Accompanying students to scheduled activities and informal excursions, maintaining a productive learning environment and orderly behavior. Overseeing morning wake-ups, evening lights-out, and monitoring the residence hall. Conducting nightly suite checks to ensure all participants are accounted for. Working with the FIRE team to facilitate check-ins and check-outs, including: Checking in attendees, ensuring their arrival, distributing nametags, and assisting with orientation. Overseeing check-out procedures, such as room inspections. Assisting with roommate disagreements and community conflicts, mediating as necessary to maintain a harmonious environment. Ensuring participants adhere to the evening curfew and report any issues. Maintaining regular communication with the vice president of Student Development, lead counselors, FIRE staff, and health staff to ensure student safety, manage risk, and address emergency situations. Student Engagement Creating and implementing supplemental social experiences tailored to the needs of the student community. Addressing and responding to students' social, emotional, behavioral, and health-related issues. Providing students with clear information about FIRE's mission, answering any questions they may have. Logistics & Coordination Assisting with transportation for participants, including facilitating airport departures and late arrivals. Ensuring all transportation details are clearly communicated to students. Ensuring the residential needs of participants are met, including facilities and accommodations, and report any issues. Training Attending and completing all required training sessions before the Free Speech Forum, including orientation and sessions on health and safety, and harassment prevention training. Attending mandatory in-person training on June 19-20, 2026. Completing four hours of mandatory virtual training before June 19, 2026. Travel, meals, and lodging will be provided for the training session in Washington, D.C. on June 19-20, 2026. Qualifications Counselors must be at least 18 years old. A successful candidate will have a good work ethic and have the ability to manage communications with various audiences. Most importantly, the candidate must demonstrate a knowledge and passion for FIRE's mission and an ability to articulate that mission in a way that will make others enthusiastic about our cause.
